హైదరాబాద్/జిల్లా ప్రతినిధి: రైతుల సంక్షేమం కోసం కేంద్ర, రాష్ట్ర ప్రభుత్వాలు అమలు చేస్తున్న పథకాల్లో మరో కీలక మార్పు చోటుచేసుకోనుంది. కేంద్ర ప్రభుత్వం రైతుల కోసం తీసుకొస్తున్న సెంట్రల్ ఫర్టిలైజర్ యాప్ గురువారం నుంచి అందుబాటులోకి రానుంది. ఇకపై యూరియాతో పాటు డీఏపీ, కాంప్లెక్స్ ఎరువులను కూడా యాప్ ద్వారా బుక్ చేసుకునే అవకాశం కలగనుంది. అయితే ఇదే సమయంలో రాష్ట్రంలో అమలులో ఉన్న రైతు బీమా పథకంపై రైతుల్లో తీవ్ర అయోమయం నెలకొంది.
2018లో ప్రారంభమైన రైతు బీమా పథకం ఆగస్టు 13 అర్ధరాత్రితో ముగిసినట్లు సమాచారం. ప్రభుత్వం రైతు బీమా ప్రీమియం చెల్లించకపోవడంతో ఆగస్టు 14 నుంచి రైతు బీమా వర్తించదనే పరిస్థితి ఏర్పడింది. దీంతో 14వ తేదీ తర్వాత ఏదైనా కారణంతో రైతు మరణిస్తే ఆయన కుటుంబానికి రైతు బీమా పరిహారం అందుతుందా? లేదా? అనే ప్రశ్నలు తలెత్తుతున్నాయి.
గురువారం నుంచి ఫర్టిలైజర్ యాప్
రైతులు ఎరువుల కోసం గంటల తరబడి డీలర్ల వద్ద క్యూలో నిలబడే పరిస్థితికి చెక్ పెట్టేందుకు కేంద్ర ప్రభుత్వం ఫర్టిలైజర్ సేల్ యాప్ను అందుబాటులోకి తీసుకురానుంది.
రైతులు ఎరువులు బుక్ చేసుకోవడానికి Framework for Fertilizer Sale (FFS) Appను డౌన్లోడ్ చేసుకోవాల్సి ఉంటుంది. ఈ యాప్ ద్వారా రైతులు తమ ఇంటి నుంచే ఎరువులను బుక్ చేసుకునే అవకాశం ఉంటుంది.
యూరియా మాత్రమే కాకుండా DAP, కాంప్లెక్స్ ఎరువులు తదితర ఎరువులను కూడా యాప్ ద్వారా కొనుగోలు చేయవచ్చు. ఇందుకోసం రైతులు ముందుగా యాప్లో రిజిస్ట్రేషన్ చేసుకోవాలి. రిజిస్ట్రేషన్ పూర్తయిన తర్వాత ప్రతి రైతుకు ప్రత్యేకమైన రైతు ఐడీ కేటాయిస్తారు.
రైతు భరోసా సహా పథకాలకు రైతు ఐడీ?
రాబోయే రోజుల్లో రైతు భరోసాతో పాటు ఇతర రైతు సంక్షేమ పథకాల ప్రయోజనాలను పొందేందుకు కూడా రైతులు రిజిస్ట్రేషన్ చేసుకుని ప్రత్యేక ఐడీ పొందాల్సి ఉంటుందని అధికారులు చెబుతున్నారు.
దీంతో రైతు వివరాలు ఒకే వ్యవస్థలోకి వచ్చే అవకాశం ఉంది. రైతు సాగు విస్తీర్ణం, ఎరువుల అవసరం, కొనుగోళ్లు తదితర వివరాలను డిజిటల్ విధానంలో పర్యవేక్షించేందుకు ఈ విధానం ఉపయోగపడనుంది.
ఎరువుల కోసం క్యూలు ఉండవు
ఫర్టిలైజర్ యాప్ అందుబాటులోకి వస్తే రైతులకు ప్రధానంగా ఎరువుల కొనుగోలులో సౌలభ్యం కలగనుంది.

రైతుకు ఉన్న సాగు భూమి ఆధారంగా అవసరమైన ఎరువులను బుక్ చేసుకునే విధానం ఉంటుందని అధికారులు చెబుతున్నారు. పంట కోతకు వచ్చే సమయానికి అవసరమైన ఎరువులను విడతల వారీగా అందుబాటులో ఉంచే విధానం కూడా ఉండనుంది.
బ్లాక్ మార్కెటింగ్కు చెక్?
ఎరువుల బ్లాక్ మార్కెటింగ్ను అరికట్టడంలో కూడా ఫర్టిలైజర్ యాప్ కీలకంగా మారనుంది. ఏ డీలర్ వద్ద ఎంత ఎరువుల స్టాక్ ఉంది? ఏ రకం ఎరువులు అందుబాటులో ఉన్నాయి? అనే వివరాలను యాప్ ద్వారా తెలుసుకునే అవకాశం ఉంటుంది.
దీంతో ఎరువుల కొరత, అక్రమ నిల్వలు, అధిక ధరలకు విక్రయించడం వంటి సమస్యలకు అడ్డుకట్ట పడుతుందని భావిస్తున్నారు.

రైతులు అవసరానికి మించి ఎరువులు వినియోగించడం వల్ల నేల ఆరోగ్యం దెబ్బతినే ప్రమాదం ఉంటుంది. కొత్త డిజిటల్ విధానం ద్వారా పంటకు అవసరమైన ఎరువుల వినియోగాన్ని శాస్త్రీయంగా నియంత్రించే అవకాశం ఉంటుంది.
అధిక ఎరువుల వినియోగం తగ్గితే రైతులకు సాగు ఖర్చు కూడా తగ్గుతుంది. అదే సమయంలో నేల సారాన్ని కాపాడుకునే అవకాశం ఉంటుంది.
రైతు బీమా పథకంపై కొనసాగుతున్న అయోమయం
మరోవైపు రాష్ట్రంలో రైతు బీమా పథకం భవిష్యత్తుపై రైతుల్లో ఆందోళన నెలకొంది.
గత బీఆర్ఎస్ ప్రభుత్వం 2018లో రైతు కుటుంబాలకు ఆపత్కాలంలో అండగా ఉండేందుకు రైతు బీమా పథకాన్ని ప్రారంభించింది. సహజ మరణం లేదా ప్రమాదవశాత్తు రైతు మరణించిన సందర్భంలో ఆయన కుటుంబానికి రూ.5 లక్షల బీమా పరిహారం అందేలా పథకాన్ని రూపొందించారు.
18 నుంచి 59 సంవత్సరాల వయస్సు ఉన్న రైతులకు ఈ పథకం వర్తించేలా ప్రభుత్వం ఎల్ఐసీతో ఒప్పందం కుదుర్చుకుంది.
పది రోజుల్లోనే బీమా పరిహారం
రైతు మరణించిన తర్వాత అవసరమైన ధ్రువపత్రాలు సక్రమంగా ఉంటే గతంలో కేవలం పది రోజుల్లోనే రైతు బీమా పరిహారం నామినీ ఖాతాలో జమ అయ్యేదని అధికారులు చెబుతున్నారు.
రైతు కుటుంబానికి అకస్మాత్తుగా ఆదాయం నిలిచిపోయిన సమయంలో రూ.5 లక్షల రైతు బీమా పరిహారం ఎంతో ఉపయోగపడేది.
అలాంటి రైతు బీమా పథకం ఆగస్టు 13 అర్ధరాత్రితో ముగిసినట్లు సమాచారం. ఆగస్టు 13లోపు ప్రభుత్వం బీమా ప్రీమియం చెల్లించాల్సి ఉండగా, చెల్లింపు జరగకపోవడంతో ఆగస్టు 14 నుంచి రైతు బీమా గడువు ముగిసినట్లు ప్రచారం జరుగుతోంది.
ఇందిరమ్మ బీమాతో రైతు బీమాకు ప్రత్యామ్నాయమా?
ప్రతి కుటుంబానికి బీమా సౌకర్యం కల్పించే ఉద్దేశంతో ఇందిరమ్మ బీమా పథకం తీసుకొస్తామని ముఖ్యమంత్రి రేవంత్రెడ్డి గతంలో ప్రకటించారు.

జిల్లాలో 5,644 మంది రైతుల మృతి
జిల్లాలో రైతు బీమా పథకంలో 1,46,052 మంది రైతులు చేరినట్లు గణాంకాలు చెబుతున్నాయి.
2018లో రైతు బీమా పథకం ప్రారంభమైనప్పటి నుంచి ఇప్పటి వరకు జిల్లాలో 5,644 మంది రైతులు మరణించారు. వీరిలో అర్హులైన కుటుంబాలకు రైతు బీమా పథకం ద్వారా పరిహారం అందించారు.
అయితే 2026-27 సంవత్సరంలో 827 మంది రైతులు వివిధ కారణాలతో మరణించారు. రైతు బీమా కోసం కుటుంబ సభ్యులు దరఖాస్తు చేసుకోగా, ఆగస్టు 13 వరకు 726 మంది రైతుల బీమా క్లెయిమ్లు సెటిల్ అయ్యాయి.
ఇంకా 101 మంది రైతుల కుటుంబాలకు బీమా పరిహారం అందాల్సి ఉంది.

ఇప్పటికీ 101 మంది రైతుల బీమా క్లెయిమ్లు పెండింగ్లో ఉండటంతో ఆయా కుటుంబాలు పరిహారం కోసం కార్యాలయాల చుట్టూ తిరుగుతున్నాయి.

రైతు మరణించిన తేదీని నిర్ధారించేందుకు సంబంధిత అధికారులు జారీ చేసిన అధికారిక ధ్రువపత్రాలు, రికార్డులను క్షుణ్ణంగా పరిశీలించాలని ఏఈవోలకు సూచనలు చేసినట్లు తెలుస్తోంది.

One of the key features of the Central Fertilizer App will be greater visibility of fertilizer stocks.

The system is also expected to discourage the practice of forcing farmers to purchase pesticides or other agricultural products along with fertilizers.

However, the current status of the scheme has become uncertain following the reported expiry of the insurance coverage at midnight on August 13.
