సమ్మక్క–సారక్క బ్యారేజీకి ఛత్తీస్గఢ్ NOC కోసం ఉత్తమ్ కుమార్ రెడ్డి కీలక భేటీ
ఢిల్లీ: తెలంగాణ రాష్ట్ర నీటిపారుదల శాఖ మంత్రి ఉత్తమ్ కుమార్ రెడ్డి ఢిల్లీ పర్యటన కొనసాగుతోంది. సమ్మక్క–సారక్క బ్యారేజీకి సంబంధించిన అంతర్రాష్ట్ర సమస్యలకు పరిష్కారం చూపే దిశగా మంత్రి కీలకంగా చర్చలు జరుపుతున్నారు. ఇందులో భాగంగా శుక్రవారం ఢిల్లీలో ఛత్తీస్గఢ్ ముఖ్యమంత్రి విష్ణుదేవ్ సాయిను ఉత్తమ్ కుమార్ రెడ్డి కలిశారు.
సమ్మక్క–సారక్క బ్యారేజీకి NOC ఇవ్వాలని విజ్ఞప్తి
సమ్మక్క–సారక్క బ్యారేజీకి ఛత్తీస్గఢ్ ప్రభుత్వం నుంచి NOC (నిరభ్యంతర ధ్రువీకరణ పత్రం) ఇప్పించాలని మంత్రి ఉత్తమ్ కుమార్ రెడ్డి కోరారు. బ్యారేజీ ముంపు పరిధిలోకి వచ్చే భూములు, ఇళ్లకు తెలంగాణ ప్రభుత్వం పూర్తి స్థాయిలో పరిహారం చెల్లించేందుకు సిద్ధంగా ఉందని ఛత్తీస్గఢ్ ముఖ్యమంత్రికి హామీ ఇచ్చారు.
ఛత్తీస్గఢ్ ప్రభుత్వం సమ్మక్క–సారక్క బ్యారేజీకి NOC ఇస్తే.. బ్యారేజీలో పూర్తిస్థాయిలో నీటిని నిల్వ చేసుకునే అవకాశం ఏర్పడుతుందని మంత్రి వివరించినట్లు సమాచారం. తద్వారా ప్రాజెక్టు లక్ష్యాలను మరింత సమర్థవంతంగా సాధించవచ్చని తెలంగాణ ప్రభుత్వం భావిస్తోంది.
4.40 లక్షల ఎకరాల ఆయకట్టు స్థిరీకరణ లక్ష్యం
సమ్మక్క–సారక్క బ్యారేజీ ద్వారా మొత్తం 4.40 లక్షల ఎకరాల ఆయకట్టు స్థిరీకరణ చేయడమే తెలంగాణ ప్రభుత్వ ప్రధాన లక్ష్యమని మంత్రి ఉత్తమ్ కుమార్ రెడ్డి వివరించారు. ప్రాజెక్టు పూర్తిస్థాయిలో అందుబాటులోకి వస్తే గోదావరి జలాలను వినియోగించుకుని తెలంగాణలో సాగునీటి సౌకర్యాలను మరింత విస్తరించే అవకాశం ఉంటుందని ప్రభుత్వం భావిస్తోంది.
అదే సమయంలో రామప్ప–పాకాల లింక్ కెనాల్ కింద మరో 30 వేల ఎకరాలకు కొత్త ఆయకట్టు అందించాలని మంత్రి ప్రతిపాదించారు. ఈ ప్రతిపాదన అమలైతే ఆయకట్టు విస్తీర్ణం పెరగడంతో పాటు రైతులకు సాగునీటి ప్రయోజనం కలిగే అవకాశం ఉంది.
6.94 టీఎంసీల నిల్వ సామర్థ్యం
సమ్మక్క–సారక్క బ్యారేజీ నిల్వ సామర్థ్యం 6.94 టీఎంసీలు. గోదావరి నుంచి 46.96 టీఎంసీల నీటిని మళ్లించేలా ప్రాజెక్టును రూపొందించారు. అయితే ఛత్తీస్గఢ్ నుంచి NOC లేకపోవడం, అంతర్రాష్ట్ర అంశాలపై పరిశీలన కొనసాగుతుండటం ప్రాజెక్టు పూర్తి స్థాయి వినియోగానికి ప్రధాన అడ్డంకిగా మారింది.
బ్యారేజీ కారణంగా ఛత్తీస్గఢ్ ప్రాంతంలో ఏర్పడే బ్యాక్వాటర్ ప్రభావంపై అధ్యయనం చేసేందుకు తెలంగాణ ప్రభుత్వం ఇప్పటికే రూ.9.883 కోట్లు చెల్లించినట్లు అధికారులు వెల్లడించారు.
రెండు రాష్ట్రాల సమన్వయంతో సమస్య పరిష్కారానికి ప్రయత్నం
సమ్మక్క–సారక్క బ్యారేజీ విషయంలో నెలకొన్న అంతర్రాష్ట్ర సమస్యను రెండు రాష్ట్రాల పరస్పర సహకారంతో పరిష్కరించేందుకు తెలంగాణ ప్రభుత్వం ప్రయత్నిస్తోంది. ఛత్తీస్గఢ్ ప్రభుత్వం నుంచి NOC లభిస్తే బ్యారేజీలో నీటి నిల్వకు ఉన్న అడ్డంకులు తొలగి, ప్రాజెక్టు ద్వారా నిర్దేశించిన ఆయకట్టుకు సాగునీరు అందించే అవకాశం మరింత మెరుగుపడుతుంది.
రైతులకు సాగునీరు అందించడం, ఇప్పటికే ఉన్న ఆయకట్టును స్థిరీకరించడం, కొత్త ఆయకట్టును అభివృద్ధి చేయడం లక్ష్యంగా సమ్మక్క–సారక్క బ్యారేజీ అంశాన్ని తెలంగాణ ప్రభుత్వం ప్రాధాన్యంగా తీసుకున్నట్లు తెలుస్తోంది.

Telangana Minister Uttam Kumar Reddy Seeks Chhattisgarh NOC for Sammakka-Sarakka Barrage
New Delhi: Telangana Irrigation Minister Uttam Kumar Reddy continued his Delhi visit on Friday and held a crucial meeting with Chhattisgarh Chief Minister Vishnu Deo Sai, seeking the State government’s NOC for the Sammakka-Sarakka Barrage.
The meeting assumes significance as the Sammakka-Sarakka Barrage NOC from Chhattisgarh remains a key requirement for Telangana to utilise the project to its full potential and store water as planned.
Uttam Kumar Reddy Seeks NOC for Sammakka-Sarakka Barrage
During the meeting, Uttam Kumar Reddy requested Chhattisgarh Chief Minister Vishnu Deo Sai to facilitate the NOC for the Sammakka-Sarakka Barrage. The Telangana government assured that it is prepared to provide full compensation for land and houses falling under the submergence area of the barrage.
The Telangana Irrigation Minister reportedly explained that if the Chhattisgarh government grants the required NOC, Telangana would be able to store water in the Sammakka-Sarakka Barrage to its full planned capacity.
The State government has been pursuing the issue with Chhattisgarh as the absence of the Sammakka-Sarakka Barrage NOC has emerged as one of the major hurdles in fully utilising the irrigation project.
4.40 Lakh Acres Irrigation Target
According to the proposals discussed during the meeting, Telangana’s major objective through the Sammakka-Sarakka Barrage is to stabilise irrigation for approximately 4.40 lakh acres.
The project is expected to play an important role in strengthening irrigation infrastructure and improving the availability of Godavari water for agricultural purposes.
Uttam Kumar Reddy also proposed providing new irrigation facilities to 30,000 acres under the Ramappa-Pakala Link Canal. The proposal is aimed at expanding irrigation coverage and benefiting farmers in the region.
Sammakka-Sarakka Barrage Storage Capacity
The Sammakka-Sarakka Barrage has a storage capacity of 6.94 TMC. The project has been designed to divert approximately 46.96 TMC of water from the Godavari River.
However, the project continues to face issues related to the Chhattisgarh NOC and pending examination of various inter-State matters.
The Telangana government is therefore seeking cooperation from Chhattisgarh to resolve the pending issues and enable the barrage to function according to its intended irrigation objectives.
Telangana Pays ₹9.883 Crore for Backwater Study
Another important issue associated with the project is the possible backwater impact in Chhattisgarh. To facilitate a study on the backwater effects, Telangana has already paid ₹9.883 crore to Chhattisgarh, according to the details shared by the State government.
The study is significant in addressing Chhattisgarh’s concerns regarding the impact of water storage in the Sammakka-Sarakka Barrage and could assist both States in arriving at a mutually acceptable solution.
Focus on Farmers and Irrigation
The Telangana government is attempting to resolve the Sammakka-Sarakka Barrage NOC issue through discussions and coordination with the Chhattisgarh government.
The objective is not only to enable full utilisation of the barrage but also to ensure that the planned irrigation benefits reach farmers. With a target of stabilising irrigation for 4.40 lakh acres and creating new irrigation potential for another 30,000 acres through the Ramappa-Pakala Link Canal, the project remains strategically important for Telangana’s irrigation plans.
The outcome of discussions between Telangana and Chhattisgarh could therefore have a significant bearing on the future utilisation of the Sammakka-Sarakka Barrage and the availability of Godavari water for irrigation.
