న్యూఢిల్లీ: భారత్‌-రష్యా వ్యూహాత్మక సంబంధాల్లో మరో కీలక ఘట్టానికి రంగం సిద్ధమైంది. భారత ప్రధాని నరేంద్ర మోదీ, రష్యా అధ్యక్షుడు వ్లాదిమిర్ పుతిన్ సెప్టెంబర్ 11న న్యూఢిల్లీలో ద్వైపాక్షిక భేటీ కానున్నారు. సెప్టెంబర్ 12, 13 తేదీల్లో జరగనున్న 18వ BRICS సదస్సుకు ముందు ఈ సమావేశం జరగనుండటం ప్రాధాన్యత సంతరించుకుంది. రక్షణ, వాణిజ్యం, ఇంధనం, అణుశక్తి, సాంకేతిక సహకారం సహా పలు కీలక అంశాలపై ఇరువురు నేతలు చర్చించే అవకాశం ఉంది.

ఇటీవల ఆగస్టు 31న కిర్గిజిస్థాన్‌లోని బిష్కెక్‌లో జరిగిన SCO సదస్సు సందర్భంగా కూడా మోదీ-పుతిన్ భేటీ జరిగింది. అప్పట్లో ఇరు దేశాల మధ్య రాజకీయ, ఆర్థిక, రక్షణ, ఇంధనం, అంతరిక్షం తదితర రంగాల్లో సహకారాన్ని సమీక్షించారు. ఇప్పుడు కేవలం కొద్ది రోజుల వ్యవధిలోనే మరోసారి సమావేశం కావడం India-Russia strategic partnership ప్రాధాన్యతను సూచిస్తోంది.

రక్షణ రంగమే ప్రధాన అజెండా?

మోదీ-పుతిన్ భేటీలో భారత్-రష్యా రక్షణ సహకారం కీలక అంశంగా ఉండనుంది. ముఖ్యంగా S-400 వైమానిక రక్షణ వ్యవస్థ, రష్యా Su-57 ఐదో తరం స్టెల్త్ ఫైటర్, BrahMos సూపర్‌సోనిక్ క్రూయిజ్ మిసైల్ అంశాలు చర్చకు వచ్చే అవకాశముంది. రష్యా కూడా ఈ సమావేశాన్ని అధునాతన రక్షణ సాంకేతికత సహకారాన్ని మరింత విస్తరించేందుకు ఉపయోగించుకోవాలని చూస్తోంది.

S-400పై భారత్‌కు కీలక చర్చలు

భారత్‌-రష్యా రక్షణ సహకారంలో S-400 air defence systemకు ప్రత్యేక స్థానం ఉంది. భారత్‌ గతంలో రష్యాతో ఐదు S-400 వ్యవస్థల కోసం ఒప్పందం చేసుకుంది. ఇప్పటికే మూడు వ్యవస్థలు భారత్‌కు చేరగా, మిగిలిన వ్యవస్థల సరఫరాపై కూడా చర్చలు కొనసాగుతున్నాయి.

రష్యా నుంచి మరిన్ని ఆధునిక వైమానిక రక్షణ సామర్థ్యాలను పొందడం, ఇప్పటికే ఉన్న వ్యవస్థల నిర్వహణ, భవిష్యత్ అవసరాలు వంటి అంశాలు మోదీ-పుతిన్ సమావేశంలో చర్చకు వచ్చే అవకాశం ఉంది. S-400 సరఫరాలు కూడా నేతల అజెండాలో ఉన్నాయని రష్యా అధికార వర్గాలు వెల్లడించాయి.

Su-57పై ప్రపంచం చూపు

ఈసారి మోదీ-పుతిన్ భేటీలో అత్యంత ఆసక్తిని రేకెత్తిస్తున్న అంశం రష్యా తయారీ Su-57 fifth-generation stealth fighter.

రష్యా అధ్యక్షుడి ప్రతినిధి దిమిత్రి పెస్కోవ్ స్పష్టంగా Su-57 విమానాలను భారత్‌కు విక్రయించే అంశం అజెండాలో ఉందని తెలిపారు. అంతేకాదు, భారత్‌ ఈ విమానాల కొనుగోలుతో పాటు వాటి తయారీకి సంబంధించిన సాంకేతిక పరిజ్ఞానాన్ని పొందాలని ఆసక్తి చూపుతోందని రష్యా వెల్లడించింది.

ఇక్కడే ఈ చర్చకు అసలు ప్రాధాన్యత ఏర్పడుతోంది.

భారత్‌ కేవలం విదేశీ యుద్ధ విమానాలను కొనుగోలు చేయడం కంటే Technology Transfer, Joint Production, Local Manufacturingపై ఎక్కువగా దృష్టి పెడుతోంది. Su-57కు సంబంధించిన సాంకేతిక పరిజ్ఞానం భారత్‌లోకి వస్తే, దేశీయ రక్షణ ఉత్పత్తి సామర్థ్యానికి ఇది కీలక ఊతంగా మారే అవకాశం ఉంది.

అయితే అత్యాధునిక స్టెల్త్ టెక్నాలజీ బదిలీ సాధారణ అంశం కాదు. ఏ సాంకేతిక పరిజ్ఞానం ఎంత మేరకు భారత్‌కు అందుబాటులోకి వస్తుందన్నది చర్చల్లో కీలకంగా మారనుంది.

BrahMosకు మరింత పవర్?

భారత్‌-రష్యా సంయుక్త రక్షణ ఉత్పత్తికి ప్రపంచస్థాయిలో గుర్తింపు తెచ్చిన ప్రాజెక్టుల్లో BrahMos missile ఒకటి.

ఇప్పటికే భారత సైనిక సామర్థ్యంలో కీలక భాగంగా ఉన్న BrahMosను మరింత ఆధునీకరించేందుకు ఇరు దేశాలు ఆసక్తి చూపుతున్నాయి. క్షిపణికి అదనపు సామర్థ్యాలు, కొత్త ఫీచర్లు జోడించి దాని పనితీరు, ప్రభావశీలత, ప్రపంచ మార్కెట్‌లో పోటీతత్వాన్ని పెంచే అంశాలపై చర్చలు జరుగుతున్నాయని పెస్కోవ్ వెల్లడించారు.

BrahMos upgrade విజయవంతమైతే భారత రక్షణ సామర్థ్యం పెరగడంతో పాటు, భవిష్యత్‌లో అంతర్జాతీయ రక్షణ ఎగుమతులకు కూడా మరింత అవకాశాలు ఏర్పడే అవకాశం ఉంది.

అణుశక్తి.. కుడంకుళం తర్వాత మరో అడుగు?

India-Russia nuclear cooperation కూడా మోదీ-పుతిన్ చర్చల్లో కీలకంగా ఉండే అవకాశం ఉంది.

కుడంకుళం అణు విద్యుత్ ప్రాజెక్టుల్లో రష్యా సహకారం ఇప్పటికే కొనసాగుతోంది. భారత్‌లో మరిన్ని అణు విద్యుత్ యూనిట్ల నిర్మాణానికి సంబంధించి తదుపరి చర్చలు జరపడానికి రష్యా సిద్ధంగా ఉందని పెస్కోవ్ వెల్లడించారు.

భారత్‌ పెరుగుతున్న విద్యుత్ అవసరాలు, స్వచ్ఛమైన ఇంధనం, దీర్ఘకాలిక ఇంధన భద్రత నేపథ్యంలో India Russia nuclear energy cooperationకు మరింత ప్రాధాన్యత లభిస్తోంది.

రక్షణకు మించి.. వాణిజ్యం, పెట్టుబడులపై ఫోకస్

మోదీ-పుతిన్ భేటీ కేవలం రక్షణ ఒప్పందాలకే పరిమితం కాకపోవచ్చు. ద్వైపాక్షిక వాణిజ్యం, పెట్టుబడులు, ఇంధనం, సాంకేతికత, అణుశక్తి, అంతరిక్ష రంగాల్లో సహకారం కూడా చర్చకు వచ్చే అవకాశం ఉంది.

ఆగస్టు 24న మాస్కోలో జరిగిన 27వ India-Russia Inter-Governmental Commission సమావేశం ఫలితాలను కూడా ఇరువురు నేతలు ఇప్పటికే సమీక్షించారు.

దీంతో భారత్‌-రష్యా సంబంధాలను సంప్రదాయ ఆయుధ కొనుగోళ్లకే పరిమితం చేయకుండా Joint Manufacturing, Technology Transfer, Investment and Strategic Cooperation దిశగా తీసుకెళ్లే ప్రయత్నం మరింత వేగం పుంజుకునే అవకాశం కనిపిస్తోంది.

ప్రపంచ రాజకీయాల మధ్య భారత్-రష్యా బంధం

ఉక్రెయిన్ యుద్ధం, పశ్చిమ దేశాల ఆంక్షలు, ప్రపంచ ఇంధన మార్కెట్‌లో మార్పులు, కొత్త భౌగోళిక రాజకీయ సమీకరణాల మధ్య కూడా భారత్‌-రష్యా సంబంధాలు కొనసాగుతున్నాయి.

ఇటీవల బిష్కెక్‌లో మోదీ-పుతిన్ సమావేశంలో కూడా పశ్చిమ ఆసియా, బ్లాక్ సీ ప్రాంతాల్లోని పరిణామాలు, భారత నావికుల భద్రత, అంతర్జాతీయ అంశాలపై చర్చ జరిగింది. వివాదాలకు dialogue and diplomacy ద్వారా పరిష్కారం కనుగొనాలన్నది భారత్‌ వైఖరిగా ప్రధాని మోదీ పేర్కొన్నారు.

New Delhi: Prime Minister Narendra Modi and Russian President Vladimir Putin are set to hold a crucial Modi-Putin meeting in New Delhi on September 11, a day before the 18th BRICS Summit. The high-level Modi-Putin bilateral talks are expected to focus heavily on defence cooperation, while trade, energy, nuclear power, technology transfer and wider strategic ties are also likely to figure prominently,

The Modi-Putin meeting comes at an important moment for India-Russia relations. Both countries have maintained their Special and Privileged Strategic Partnership despite major geopolitical changes and continuing international pressure surrounding the Russia-Ukraine conflict. The two leaders had most recently met on the sidelines of the SCO Summit in Bishkek on August 31, where they reviewed cooperation in defence, energy, space, trade and other sectors.

S-400 Deal: Delivery and Future Defence Requirements

One of the major issues expected to come up during the Modi-Putin meeting is the S-400 air defence system.

India had signed a deal with Russia for five S-400 systems. The remaining deliveries have faced delays, but Moscow has indicated that Russia will fulfil its commitments to India. Kremlin spokesperson Dmitry Peskov said Russia is capable of meeting its obligations regarding the S-400 deliveries.

The discussions could therefore cover the remaining S-400 deliveries as well as India’s future air-defence requirements.

For India, the S-400 air defence system remains an important component of its strategic defence architecture. Any fresh understanding on deliveries, maintenance, upgrades or future cooperation could further strengthen India-Russia defence cooperation.

Su-57 Fighter Jet: The Biggest Attraction

However, the most closely watched issue in the Modi-Putin meeting is expected to be Russia’s Su-57 fifth-generation stealth fighter jet.

Kremlin spokesperson Dmitry Peskov has confirmed that the sale of Su-57 aircraft to India is on the agenda for the Modi-Putin bilateral meeting. Russia has also indicated that discussions on production technology are continuing.

This is significant because India is reportedly interested not simply in purchasing the Su-57 fighter jet, but also in obtaining production technology.

Technology Transfer Is the Key

The issue of Su-57 technology transfer could become one of the most important aspects of the India-Russia defence deal.

India’s defence procurement strategy has increasingly moved towards domestic manufacturing, technology transfer and joint production. New Delhi’s interest in production technologies could therefore determine the shape of any potential Su-57 India deal.

Russia, however, considers the Su-57 highly sophisticated technology and has traditionally been cautious about sharing sensitive defence technologies. Peskov acknowledged that discussions over production technologies are continuing.

If an agreement is eventually reached on technology transfer and local production, the Su-57 India deal could become one of the most significant defence cooperation initiatives between India and Russia.

BrahMos Upgrade Also on the Agenda

Another major focus of the Modi-Putin meeting is expected to be the BrahMos missile.

The BrahMos programme is one of the strongest examples of India-Russia joint defence production. Both countries have already established extensive cooperation around the supersonic cruise missile.

Russia has indicated that further development and upgrades to the BrahMos missile system are being discussed. Additional capabilities and new features could enhance the missile’s performance and expand its potential applications.

The proposed BrahMos upgrade could have significance beyond India’s own military requirements. Enhanced capabilities could potentially strengthen India’s position in the international defence export market.

Defence Cooperation Moving Beyond Buyer-Seller Model

The Modi-Putin meeting is significant because India-Russia defence cooperation is increasingly moving beyond a traditional buyer-seller relationship.

Russia has emphasised that the two countries have already moved towards joint production and deeper military-technical cooperation. Peskov said Russia is satisfied with defence cooperation with India and pointed to joint production as an important aspect of the relationship.

This could make technology transfer, joint manufacturing and co-development central themes in future India-Russia defence cooperation.

Nuclear Energy and Strategic Cooperation

The Modi-Putin talks are unlikely to be restricted to defence.

India-Russia nuclear cooperation is another important area expected to receive attention. Discussions could include cooperation on nuclear power projects and the expansion of civilian nuclear energy collaboration.

India is looking to expand its nuclear power capacity as part of its long-term energy security strategy. Russia has been an important partner in India’s nuclear energy programme, particularly through the Kudankulam project.

Trade, Investment and National Currencies

Economic cooperation is also expected to feature prominently in the Modi-Putin meeting.

India and Russia have been working to expand bilateral trade and improve payment mechanisms using national currencies. Russia recently said that the majority of its trade with BRICS partners is now being settled in national currencies

The August 24 meeting of the India-Russia Inter-Governmental Commission on Trade, Economic and Cultural Cooperation had already reviewed progress in bilateral economic relations.

For India, securing reliable access to critical minerals and advanced technologies has become increasingly important. Russia, meanwhile, is seeking to expand economic and investment cooperation with India.

These emerging areas could give the India-Russia strategic partnership a broader economic foundation beyond traditional defence and energy ties.

BRICS Summit Adds Geopolitical Importance

The timing of the Modi-Putin meeting makes it particularly significant.

The 18th BRICS Summit is scheduled to take place in New Delhi on September 12 and 13, with India holding the BRICS chair in 2026. Prime Minister Modi had already invited President Putin to India during their August 31 meeting in Bishkek

The Modi-Putin bilateral meeting will therefore take place against the backdrop of major global geopolitical developments, including the Russia-Ukraine conflict, changing energy markets and evolving global economic alignments.

The Kremlin has also indicated that some sensitive defence and geopolitical discussions may remain private because of the nature of the issues involved

For Moscow, deeper defence, energy and economic cooperation with India provides an important strategic and commercial partnership at a time of rapidly changing global alliances.

As Prime Minister Narendra Modi and President Vladimir Putin sit down in New Delhi on September 11, the Modi-Putin meeting is therefore expected to be closely watched not only in India and Russia, but across the global strategic community.
