Telangana Tops States in Free Bus Travel Growth; CM Revanth Reddy Hails Mahalakshmi Scheme

Hyderabad: Telangana has recorded the highest growth in women’s mobility among states offering free bus travel facilities, according to data from the National Statistical Office’s (NSO) All India Time Use Survey, as reported in the media. Chief Minister A. Revanth Reddy has welcomed the findings, describing the state’s Mahalakshmi Scheme as a symbol of women’s dignity, freedom and independence.
The Telangana Free Bus Travel Scheme, introduced under the Mahalakshmi programme, has emerged as a significant initiative aimed at reducing women’s travel expenses and improving their access to education, employment and livelihood opportunities. The latest survey figures indicate a substantial increase in the proportion of women travelling outside their homes in Telangana between 2019 and 2024.
Telangana Records 10.9 Percentage Point Growth in Women’s Mobility
According to the reported NSO survey data, the proportion of women aged 15–59 in Telangana who travelled outside their homes at least once a day increased from 43.7% in 2019 to 54.6% in 2024.
This represents an increase of 10.9 percentage points over five years, placing Telangana ahead of other states offering free bus travel facilities in terms of growth in women’s mobility.
The reported figures compare favourably with other states. Tamil Nadu recorded an increase of 6.7 percentage points, Karnataka registered 5 percentage points, and Punjab reported a growth of 4.1 percentage points during the same period.
The findings have brought renewed attention to the Telangana Free Bus Travel Scheme and its potential role in improving women’s access to public transport. However, the survey measures daily mobility, not the number of free bus journeys alone, and the increase cannot be attributed exclusively to the scheme.
Mahalakshmi Scheme Benefits 37 Lakh Women Daily
Chief Minister Revanth Reddy said that approximately 37 lakh women were travelling free of cost on Telangana State Road Transport Corporation (TGSRTC) buses every day, highlighting the scale of the Mahalakshmi Scheme.
The Telangana government launched the Mahalakshmi Scheme on December 9, 2023, shortly after assuming office. The initiative provides eligible women, girls and transgender persons with free travel on designated TGSRTC bus services, subject to the applicable rules.
The scheme has helped women reduce their daily commuting expenses while providing greater flexibility to travel for personal, educational and professional needs.
For students travelling to schools and colleges, working women commuting to workplaces, and women from rural areas visiting towns for essential services, free bus travel can offer meaningful financial relief.
Revanth Reddy Calls Mahalakshmi a Symbol of Women’s Empowerment
Responding to the survey findings, Chief Minister Revanth Reddy said the Mahalakshmi Scheme was much more than a free transportation initiative. According to his statement reported by Disha Daily, the programme represents the self-respect, freedom and autonomy of women in Telangana.
The Chief Minister said the increase in women’s mobility reflected the importance of initiatives aimed at women’s empowerment. He also expressed pride in the women making use of the programme and acknowledged the contribution of TGSRTC employees in facilitating daily travel for millions of passengers.
Revanth Reddy also appreciated Transport Minister Ponnam Prabhakar for overseeing the implementation of the scheme.
The government views the Mahalakshmi Scheme as part of its broader efforts to improve women’s access to opportunities and reduce the financial barriers associated with everyday travel.
Telangana Outperforms Tamil Nadu, Karnataka and Punjab
The reported survey data offers an opportunity to compare changes in women’s daily mobility across states that provide free bus travel facilities.
- Telangana: 10.9 percentage point increase
- Tamil Nadu: 6.7 percentage point increase
- Karnataka: 5 percentage point increase
- Punjab: 4.1 percentage point increase
The report also noted that men’s mobility in Telangana increased by 7.1 percentage points during the period. Women’s mobility therefore registered an additional increase of 3.8 percentage points compared with men.
Across the four states offering free bus travel, women’s mobility reportedly increased by an average of 6.6 percentage points, compared with 4.4 percentage points in other states.
These figures place Telangana among the leading states in the reported comparison and strengthen the public discussion around the relationship between affordable public transport and women’s participation in social and economic activities.
Free Bus Travel Reduces Financial Pressure on Women
Transportation costs can be a significant expense for students, daily wage workers, employees and women engaged in small businesses. By eliminating eligible bus fares, the Telangana Free Bus Travel Scheme can help beneficiaries retain more of their income for household expenses, education and other essential needs.
For women in rural and semi-urban areas, access to affordable transport can also make it easier to reach healthcare facilities, government offices, markets and employment centres.
The benefits, however, depend on the availability of adequate bus services, convenient routes, reliable schedules and safe travel conditions. Expanding transport capacity in response to rising passenger demand will remain important to ensure that the scheme continues to serve its intended beneficiaries effectively.
TGSRTC Faces the Challenge of Meeting Growing Demand
The growing popularity of the Mahalakshmi Scheme has increased the importance of maintaining reliable public transportation across Telangana.
TGSRTC must continue to focus on adequate bus availability, passenger safety, punctuality, service frequency and connectivity between villages, towns and major urban centres. Managing peak-hour crowds and ensuring sufficient services on busy routes will also be essential.
A stronger public transport network can help ensure that the benefits of the Telangana Free Bus Travel Scheme reach women across different regions, including those who depend heavily on public buses for their daily needs.
The programme’s long-term impact will depend not only on the availability of free travel but also on the quality, accessibility and reliability of the services provided.
A Significant Step Towards Women’s Mobility
The reported NSO survey findings highlight a substantial rise in women’s daily mobility in Telangana between 2019 and 2024. The Mahalakshmi Scheme has become an important part of the state’s public transport policy, offering eligible passengers relief from travel costs and improving access to essential destinations.
While several economic and social factors may influence travel patterns, the growth recorded in Telangana has drawn attention to the potential benefits of affordable public transportation.
As the state continues to implement the Telangana Free Bus Travel Scheme, sustained investment in public transport infrastructure and passenger services will be important to strengthen women’s mobility and support their participation in education, employment and community life.
The latest figures have reinforced the Mahalakshmi Scheme’s prominence in Telangana’s public policy debate, with women’s mobility emerging as a key indicator of the programme’s wider social significance.
