హైదరాబాద్: తెలంగాణలో మద్యం ధరలు పెంచినంత మాత్రాన మద్యం వినియోగం తగ్గదని, అదే సమయంలో ప్రభుత్వానికి వచ్చే ఎక్సైజ్ ఆదాయం పెరుగుతుందని రాష్ట్ర ఎక్సైజ్ శాఖ మంత్రి జూపల్లి కృష్ణారావు అన్నారు. మంగళవారం హైదరాబాద్‌లో విలేకరులతో ఇష్టాగోష్టిగా మాట్లాడిన మంత్రి తెలంగాణలో మద్యం అమ్మకాలు, ఎక్సైజ్ ఆదాయం, మద్యం ధరలు, బార్ల సంఖ్య తదితర అంశాలపై కీలక వ్యాఖ్యలు చేశారు.

మద్యం ధరలు పెరిగినా తాగుడు తగ్గదన్న మంత్రి

మద్యం ధరలు పెంచడం వల్ల మద్యం తాగే వారి సంఖ్య గణనీయంగా తగ్గుతుందని చెప్పలేమని జూపల్లి కృష్ణారావు పేర్కొన్నారు. ధరల పెంపుతో ప్రభుత్వానికి వచ్చే మద్యం ఆదాయం పెరుగుతుందని ఆయన అభిప్రాయపడ్డారు.

తెలంగాణలో గత కొన్నేళ్లుగా మద్యం విక్రయాల ద్వారా ప్రభుత్వానికి భారీగా ఆదాయం సమకూరుతోందని మంత్రి వివరించారు. ముఖ్యంగా మద్యం ధరలు, అమ్మకాల పరిమాణం, ఎక్సైజ్ పన్నుల ద్వారా ప్రభుత్వ ఖజానాకు వచ్చే ఆదాయం రాష్ట్ర ఆర్థిక వ్యవస్థలో కీలకంగా మారిందని ఆయన వ్యాఖ్యల ద్వారా స్పష్టమవుతోంది.

కేసీఆర్ హయాంలో రూ.10 వేల కోట్ల నుంచి రూ.36 వేల కోట్లకు..

మాజీ ముఖ్యమంత్రి కేసీఆర్ హయాంలో తెలంగాణలో మద్యం విక్రయాల ద్వారా వచ్చే ఆదాయం భారీగా పెరిగిందని జూపల్లి కృష్ణారావు తెలిపారు.

కేసీఆర్ పాలన ప్రారంభమైన సమయంలో మద్యం విక్రయాల ద్వారా సుమారు రూ.10 వేల కోట్ల ఆదాయం వచ్చేదని, ఆ తర్వాత అది క్రమంగా పెరిగి సుమారు రూ.36 వేల కోట్లకు చేరిందని మంత్రి పేర్కొన్నారు.

పదేళ్ల కాలంలో మద్యం విక్రయాల ద్వారా వచ్చే ఆదాయం 265 శాతం మేర పెరిగిందని జూపల్లి వివరించారు. మద్యం ధరల పెంపు, అమ్మకాల పెరుగుదల, ఎక్సైజ్ ఆదాయ వ్యవస్థలో వచ్చిన మార్పులు ఇందుకు కారణమని ఆయన గణాంకాలను ప్రస్తావించారు.

ప్రస్తుతం రూ.40 వేల కోట్ల మద్యం ఆదాయం

ప్రస్తుతం తెలంగాణ ప్రభుత్వానికి మద్యం విక్రయాల ద్వారా సుమారు రూ.40 వేల కోట్ల ఆదాయం వస్తోందని ఎక్సైజ్ శాఖ మంత్రి జూపల్లి కృష్ణారావు తెలిపారు.

అయితే కాంగ్రెస్ ప్రభుత్వం అధికారంలోకి వచ్చిన తర్వాత ఈ ఆదాయంలో సుమారు రూ.4 వేల కోట్ల మేర మాత్రమే పెరుగుదల నమోదైందని మంత్రి చెప్పారు. గత ప్రభుత్వంతో పోలిస్తే ప్రస్తుత ప్రభుత్వ కాలంలో మద్యం ఆదాయం ఎంత మేర పెరిగిందనే విషయాన్ని గణాంకాలతో వివరించారు.

మద్యం అమ్మకాలు తెలంగాణ ప్రభుత్వానికి ప్రధాన ఆదాయ వనరుల్లో ఒకటిగా కొనసాగుతున్న నేపథ్యంలో మంత్రి చేసిన ఈ వ్యాఖ్యలు ప్రాధాన్యత సంతరించుకున్నాయి.

హైదరాబాద్‌లో అదనంగా 40 బార్లు

మరోవైపు హైదరాబాద్‌లోని క్యూర్ అర్బన్ పరిధిలో 40 ఎక్స్‌ట్రా బార్లు వచ్చాయని జూపల్లి కృష్ణారావు తెలిపారు. కొత్త బార్ల ఏర్పాటుతో ఇప్పటికే ఉన్న బార్ వ్యాపారులకు పోటీ పెరుగుతుందని ఆయన పేర్కొన్నారు.

బార్ షాపుల మధ్య పోటీ ఉండటం సహజమేనని, ఇతర రాష్ట్రాల్లో ఉన్నట్లుగానే తెలంగాణలో కూడా బార్ బిజినెస్‌లో కాంపిటీషన్ ఉందని మంత్రి అన్నారు.

కొత్త బార్లకు అనుమతులు, బార్ లైసెన్సులు, మద్యం విక్రయాల విధానం వంటి అంశాలు రాష్ట్రంలో ఎప్పటికప్పుడు చర్చకు వస్తున్న నేపథ్యంలో మంత్రి వ్యాఖ్యలు ఆసక్తికరంగా మారాయి.

బార్ వ్యాపారంలో పోటీ తప్పదన్న జూపల్లి

బార్ల సంఖ్య పెరగడం వల్ల వ్యాపారంలో పోటీ ఏర్పడుతుందని, అయితే ఇది తెలంగాణకు మాత్రమే పరిమితమైన విషయం కాదని మంత్రి స్పష్టం చేశారు. ఇతర రాష్ట్రాల్లో కూడా బార్లు, రెస్టారెంట్ల మధ్య పోటీ ఉందని తెలిపారు.

ఇదిలా ఉండగా, తెలంగాణలో బార్లు, రెస్టారెంట్లపై కొత్త ప్రివిలేజ్ ట్యాక్స్ విధానానికి సంబంధించి బార్ యజమానులు ఆందోళన వ్యక్తం చేస్తున్నారు. అదనపు పన్ను భారం 8 నుంచి 16 శాతం వరకు ఉండవచ్చని తెలంగాణ స్టేట్ బార్ అండ్ రెస్టారెంట్ అసోసియేషన్ పేర్కొంది.

మద్యం ఆదాయంపై చర్చ మళ్లీ మొదలు

తెలంగాణలో మద్యం ధరలు, మద్యం అమ్మకాలు, ఎక్సైజ్ ఆదాయం అంశాలు మరోసారి రాజకీయ, సామాజిక చర్చకు దారితీస్తున్నాయి. ఒకవైపు మద్యం విక్రయాల ద్వారా ప్రభుత్వానికి భారీగా ఆదాయం వస్తుండగా, మరోవైపు మద్యం వినియోగాన్ని నియంత్రించాల్సిన బాధ్యత కూడా ప్రభుత్వంపై ఉంది.

మద్యం ధరలు పెంచడం వల్ల ప్రభుత్వ ఆదాయం పెరుగుతుందనే వాదనతో పాటు, ధరల పెంపు సామాన్య వినియోగదారులపై అదనపు ఆర్థిక భారాన్ని మోపుతుందనే అభిప్రాయాలు కూడా ఉన్నాయి.

ఇక లైసెన్స్‌డ్ బార్లు, వైన్ షాపులతో పాటు అనధికారిక మద్యం విక్రయాలు, బెల్ట్ షాపులు, పర్మిట్ రూమ్‌లపై నియంత్రణ కూడా ఎక్సైజ్ శాఖకు మరో కీలక సవాలుగా మారింది. బార్ అసోసియేషన్ కూడా బెల్ట్ షాపులు, అనధికారిక పర్మిట్ రూమ్‌లపై చర్యలు తీసుకోవాలని కోరుతోంది.

జూపల్లి వ్యాఖ్యలతో కొత్త చర్చ

Hyderabad: Telangana Excise Minister Jupally Krishna Rao has made a significant statement on liquor prices, liquor consumption and excise revenue in the state. The minister said that increasing liquor prices in Telangana would not necessarily reduce drinking but could instead help increase government revenue.

Speaking informally to reporters in Hyderabad on Tuesday, Jupally Krishna Rao discussed Telangana’s liquor revenue, liquor sales and the growing competition in the state’s bar business.

Liquor Price Hike Will Increase Revenue: Jupally Krishna Rao

The Telangana Excise Minister said that increasing liquor prices does not automatically mean that liquor consumption will come down. According to Jupally Krishna Rao, higher liquor prices can contribute to an increase in the government’s excise revenue.

His comments come at a time when Telangana liquor prices, liquor sales and excise revenue remain important issues for both the government and the state’s liquor industry.

The minister also referred to the growth in revenue from liquor sales during the previous BRS government led by former Chief Minister K. Chandrashekar Rao (KCR).

Telangana Liquor Revenue Rose From Rs 10,000 Crore to Rs 36,000 Crore

Jupally Krishna Rao said that during the KCR government, revenue generated through liquor sales in Telangana increased substantially.

According to the figures cited by the minister, liquor revenue increased from around Rs 10,000 crore to Rs 36,000 crore during the 10-year period.

He said this represented an increase of approximately 265 per cent in liquor revenue over the decade.

The minister’s comments have once again brought the issue of Telangana liquor revenue and the state’s dependence on excise collections into focus.

According to Jupally Krishna Rao, the Telangana government is currently receiving approximately Rs 40,000 crore in revenue from liquor sales.

He said that after the present government came to power, liquor revenue increased by around Rs 4,000 crore.

He said that similar competition exists in other states as well and that Telangana is no exception.

The expansion of bars has therefore become another important aspect of the state’s liquor policy and excise administration.
