స్లాట్ బుక్ చేసుకున్నారు.. సర్కారుకు చెల్లించాల్సిన చలాన్లను ముందుగానే చెల్లించారు.. రిజిస్ట్రేషన్ కోసం అవసరమైన అన్ని ప్రక్రియలను పూర్తి చేశారు. అయినా భూమి రిజిస్ట్రేషన్ కోసం రోజుల తరబడి తహసీల్దార్ కార్యాలయాల చుట్టూ తిరగాల్సిన పరిస్థితి ఏర్పడింది. భూ భారతి రిజిస్ట్రేషన్లు నిలిచిపోవడంతో హనుమకొండ జిల్లాలో రైతులు, భూ కొనుగోలుదారులు తీవ్ర ఇబ్బందులు ఎదుర్కొంటున్నారు.
హనుమకొండ జిల్లాలోని వేలేరు, పరకాల, కమలాపూర్, దామెర, ఐనవోలు, కాజీపేట మండలాల్లో భూ భారతి రిజిస్ట్రేషన్ల ప్రక్రియకు అంతరాయం ఏర్పడినట్లు బాధితులు చెబుతున్నారు. ఆగస్టు 25 నుంచి ఆగస్టు 31 వరకు రిజిస్ట్రేషన్లు పూర్తిగా నిలిచిపోయినట్లు ఆరోపణలు వినిపిస్తున్నాయి. దీంతో ఉద్యోగాలు, ఉపాధి కోసం ఇతర ప్రాంతాలకు వెళ్లిన పలువురు సొంత పనులను వదిలి రిజిస్ట్రేషన్ కోసం హనుమకొండ జిల్లాలోనే రోజుల తరబడి ఎదురుచూడాల్సి వచ్చిందని ఆవేదన వ్యక్తం చేస్తున్నారు.

భూ భారతి రిజిస్ట్రేషన్ కోసం స్లాట్ బుక్ చేసుకున్నప్పటికీ, ప్రభుత్వానికి చెల్లించాల్సిన చలాన్లు చెల్లించినప్పటికీ రిజిస్ట్రేషన్ పూర్తి కాకపోవడం బాధితుల్లో తీవ్ర అసంతృప్తికి కారణమవుతోంది. ఒకసారి స్లాట్ బుక్ చేసుకున్న తర్వాత నిర్ణీత తేదీన తహసీల్దార్ కార్యాలయానికి చేరుకున్నా సాంకేతిక, పరిపాలనా సమస్యల కారణంగా ప్రక్రియ ముందుకు సాగడం లేదని పలువురు ఆరోపిస్తున్నారు.
భూమి కొనుగోలు, విక్రయాలకు సంబంధించిన సేల్ డీడ్స్, గిఫ్ట్ డాక్యుమెంట్లు, కుటుంబ హక్కుల బదిలీ, వారసత్వ నమోదు, వ్యవసాయ భూముల మార్పిడి, వ్యవసాయేతర భూముల మార్పిడి వంటి అనేక కీలక లావాదేవీలు భూ భారతి రిజిస్ట్రేషన్లపైనే ఆధారపడి ఉంటాయి. రిజిస్ట్రేషన్లు నిలిచిపోవడంతో ఆయా లావాదేవీలు కూడా పెండింగ్లో పడుతున్నాయని బాధితులు చెబుతున్నారు.
ఆరు మండలాల్లో రిజిస్ట్రేషన్లకు అంతరాయం
వేలేరు, పరకాల, కమలాపూర్, దామెర, ఐనవోలు, కాజీపేట మండలాల్లో భూ భారతి రిజిస్ట్రేషన్లకు ఏర్పడిన అంతరాయం ఇప్పుడు జిల్లాలో చర్చనీయాంశంగా మారింది. సమస్యకు ప్రధాన కారణం భూ భారతి ఆపరేటర్ల లాగిన్ ఐడీలు, కొత్త సిబ్బందికి లాగిన్ కేటాయింపు, పాత ఆపరేటర్ల లాగిన్ల డిసేబుల్ ప్రక్రియలో జరిగిన ఆలస్యం అని పలువురు ఆరోపిస్తున్నారు.
పాత ఆపరేటర్లను విధుల నుంచి తొలగించిన తర్వాత వారి లాగిన్ ఐడీలను సకాలంలో డిసేబుల్ చేయకపోవడం ఎందుకని బాధితులు ప్రశ్నిస్తున్నారు. అదే సమయంలో కొత్తగా విధుల్లోకి వచ్చిన సిబ్బందికి ప్రత్యేక లాగిన్ ఐడీలు ఇవ్వడంలో ఎందుకు ఆలస్యం జరిగిందని నిలదీస్తున్నారు.
ఇదేమి అలసత్వం?
భూ భారతి పోర్టల్లో సాంకేతిక సమస్యలు ఏర్పడుతున్నప్పుడు వాటిని పరిష్కరించాల్సిన బాధ్యత ఉన్నతాధికారులపై లేదా? అని రైతులు, భూ కొనుగోలుదారులు ప్రశ్నిస్తున్నారు. చిన్నపాటి పరిపాలనా సమస్య కారణంగా వందలాది మంది ప్రజలు రోజుల తరబడి కార్యాలయాల చుట్టూ తిరగాల్సి రావడం ఏమిటని ఆగ్రహం వ్యక్తం చేస్తున్నారు.
స్లాట్ బుకింగ్ నుంచి చలాన్ల చెల్లింపు వరకు మొత్తం ప్రక్రియను పూర్తి చేసిన తర్వాత చివరి దశలో రిజిస్ట్రేషన్ నిలిచిపోవడంతో సమయం, డబ్బు వృథా అవుతున్నాయని బాధితులు అంటున్నారు. ఉద్యోగాలు, వ్యాపారాలు వదిలి రిజిస్ట్రేషన్ కోసం జిల్లాకు వచ్చిన వారి పరిస్థితి మరింత దయనీయంగా ఉందని చెబుతున్నారు.
సీనియారిటీ నిబంధనలపై వివాదం
ఇదిలా ఉండగా భూ భారతి ఆపరేటర్ల కొనసాగింపు వ్యవహారంలో సీనియారిటీ నిబంధనల అమలుపై వివాదం తలెత్తింది. సీనియారిటీ ప్రకారం మొదటి ఏడుగురు ఆపరేటర్లకే విధులు కేటాయించాల్సి ఉందని కలెక్టరేట్ డి-సెక్షన్ సూపరింటెండెంట్ నాగరాజు స్పష్టం చేసినట్లు ఆపరేటర్లు చెబుతున్నారు.
అయితే ఆచరణలో మాత్రం సీనియారిటీ జాబితాలో 11వ స్థానంలో ఉన్న ఒక ఆపరేటర్ను ఏడవ స్థానంలోకి తీసుకువచ్చి విధుల్లోకి తీసుకున్నారనే ఆరోపణలు వినిపిస్తున్నాయి. ఈ వ్యవహారంపై పలువురు ఆపరేటర్లు అభ్యంతరం వ్యక్తం చేస్తున్నారు.
సీనియర్ ఆపరేటర్ను ఎందుకు తప్పించారు?
సీనియారిటీ జాబితాలో 11వ స్థానంలో ఉన్న వ్యక్తికి ప్రయోజనం చేకూర్చే క్రమంలో అతడి కంటే సీనియర్గా ఉన్న వేలేరు తహసీల్దార్ కార్యాలయానికి చెందిన భూ భారతి ఆపరేటర్ను విధుల నుంచి తొలగించేందుకు ప్రయత్నాలు జరిగాయనే ఆరోపణలు కూడా వినిపిస్తున్నాయి.
సీనియారిటీ ఉన్న ఆపరేటర్ను పక్కన పెట్టి, జాబితాలో వెనుక ఉన్న వ్యక్తిని ముందుకు తీసుకురావడం వెనుక కారణం ఏమిటి? అని ఆపరేటర్లు ప్రశ్నిస్తున్నారు. సీనియారిటీ విషయంలో స్పష్టమైన నిబంధనలు ఉన్నప్పుడు వాటిని పక్కన పెట్టి నిర్ణయాలు తీసుకోవడం వల్లే ప్రస్తుతం పరిపాలనా సమస్యలు ఏర్పడ్డాయని వారు ఆరోపిస్తున్నారు.

తక్షణమే భూ భారతి రిజిస్ట్రేషన్లు పునరుద్ధరించాలి

పెండింగ్లో ఉన్న భూ భారతి రిజిస్ట్రేషన్లను వెంటనే పూర్తి చేయాలని, స్లాట్ బుక్ చేసుకున్న వారికి ప్రాధాన్యం ఇవ్వాలని, చలాన్లు ఇప్పటికే చెల్లించిన వారి లావాదేవీలను త్వరగా పరిష్కరించాలని డిమాండ్ చేస్తున్నారు.
అదేవిధంగా భూ భారతి ఆపరేటర్ల లాగిన్ సమస్యలను వెంటనే పరిష్కరించి, కొత్త సిబ్బందికి అవసరమైన లాగిన్ ఐడీలు కేటాయించాలని కోరుతున్నారు. సీనియారిటీ విషయంలో వచ్చిన ఆరోపణలపై సమగ్రంగా విచారణ జరిపి, నిబంధనల ప్రకారం విధులు కేటాయించాలని డిమాండ్ చేస్తున్నారు.
ప్రజలకు సేవలందించాల్సిన ప్రభుత్వ కార్యాలయాల్లో పరిపాలనా లోపాల కారణంగా రైతులు, భూ కొనుగోలుదారులు రోజుల తరబడి తిరగాల్సిన పరిస్థితి తలెత్తకుండా జిల్లా యంత్రాంగం తక్షణ చర్యలు తీసుకోవాల్సిన అవసరం ఉంది.

HANAMKONDA: Farmers and land buyers in Hanamkonda district are questioning the functioning of the Bhu Bharati registration system after land registration services reportedly remained disrupted for several days despite applicants completing slot bookings and paying government challans in advance.
The issue has reportedly affected six mandals — Veleru, Parkal, Kamalapur, Damera, Ameenpur and Kazipet — leaving hundreds of applicants waiting at Tahsildar offices for their Bhu Bharati registrations to be completed.
According to affected applicants, Bhu Bharati registrations remained completely disrupted from August 25 to August 31, causing considerable inconvenience to farmers, land buyers and others who had travelled from different parts of the state for scheduled registration appointments.
Slots Booked, Challans Paid — Still No Registration
Applicants say they followed the prescribed procedure for Bhu Bharati land registration, including booking registration slots and paying the required government challans.
However, despite completing these formalities, many applicants allegedly had to make repeated visits to Tahsildar offices because their land registration process could not be completed.
Several people who work or live outside Hanamkonda district reportedly had to put their jobs and other responsibilities on hold while waiting for their Bhu Bharati registration appointments to be processed.
“Once the slot is booked and the government challan is already paid, why should applicants be forced to visit government offices repeatedly?” affected farmers and land buyers are asking.
Six Mandals Reportedly Hit by Registration Disruptions
The reported disruption in Bhu Bharati registrations has affected Veleru, Parkal, Kamalapur, Damera, Ameenpur and Kazipet mandals.
The delay has reportedly affected several types of land-related transactions, including:
- Agricultural and non-agricultural land transfers
- Family property transfers
- Succession and inheritance registrations
- Gift deeds
- Sale deeds
- Other urgent land registration transactions
For farmers and families involved in property transactions, delays in land registration can have financial and legal consequences, particularly when transactions are linked to previously agreed deadlines.
Login Issues Raise Questions
Applicants and some operators have raised questions over alleged administrative and technical problems connected with the Bhu Bharati portal.
They claim that after some old operators were removed from their duties, there was a delay in disabling their existing login IDs on the portal.
At the same time, questions are being raised over the alleged delay in providing separate login credentials to newly assigned staff.
Farmers and land buyers are asking why such technical and administrative issues were not resolved before the registration process was affected.
They also questioned the monitoring mechanism at the district level and sought clarity on who was responsible for ensuring uninterrupted Bhu Bharati registration services.
Allegations Over Operator Seniority
A separate controversy has reportedly emerged over the continuation and selection of Bhu Bharati operators.
According to operators, the district administration had indicated that the first seven operators in the seniority list would continue to perform registration-related duties.
However, some operators have alleged that the seniority principle was not followed in practice.
They claim that an operator who was reportedly placed 11th in the seniority list was brought into the seventh position, allegedly contrary to the existing seniority arrangement.
These allegations have triggered questions among operators regarding the basis on which the operator selection and continuation decisions were made.
Questions Over Veleru Operator’s Removal
Some operators have further alleged that a Bhu Bharati operator working at the Veleru Tahsildar office, who was reportedly senior in the list, was unfairly removed while a person lower in the seniority list was allegedly given an opportunity.
The operators are demanding clarity on the criteria followed while finalising the list.
“If seniority is the stated criterion, why was a person lower in the list allegedly moved ahead of a senior operator?” they questioned.
The allegations have added another layer to the ongoing concerns surrounding Bhu Bharati registrations in Hanamkonda district.
Farmers Demand Immediate Resolution
The disruption has generated growing frustration among farmers and land buyers who say they should not be made to suffer because of administrative or technical issues.
Affected applicants are demanding that the district administration immediately address the Bhu Bharati portal login problems, ensure that authorised operators receive the required login credentials and clear all pending registrations.
They are also seeking a transparent explanation regarding the alleged changes in operator seniority and the decisions taken during the operator continuation process.
Need for Better Coordination
The latest developments have highlighted the importance of coordination between the district administration, Tahsildar offices and Bhu Bharati operators for the smooth functioning of land registration services.
Applicants argue that technical problems, staff changes and administrative decisions should be resolved internally without affecting citizens who have already booked slots and paid government charges.
For farmers and land buyers waiting for Bhu Bharati registrations, the immediate demand is simple: complete the pending transactions without further delay and ensure that such disruptions do not recur.
