అమరావతి: ఆంధ్రప్రదేశ్లో డేటా సెంటర్ల ఏర్పాటుకు ప్రభుత్వం మరింత వేగం పెంచింది. రాష్ట్రంలో భారీ పెట్టుబడులను ఆకర్షించడంతో పాటు విశాఖపట్నం–అనకాపల్లి ప్రాంతాన్ని దేశంలోని ప్రముఖ డేటా సెంటర్ హబ్గా అభివృద్ధి చేసే దిశగా కీలక నిర్ణయాలు తీసుకుంది. అదానీ ఇన్ఫ్రా ప్రతిపాదనలకు రాష్ట్ర పెట్టుబడుల ప్రోత్సాహక మండలి (SIPB) ఆమోదం తెలిపింది. దీంతో ఏపీలో డేటా సెంటర్ ప్రాజెక్టుల ఏర్పాటుకు మరింత స్పష్టత లభించింది.
గూగుల్ డేటా సెంటర్కు మార్పులకు ఆమోదం
విశాఖపట్నం, అనకాపల్లి జిల్లాల్లో గూగుల్ డేటా సెంటర్ నిర్మాణానికి సంబంధించిన విక్రయ ఒప్పందాల్లో మార్పులు చేసేందుకు SIPB గ్రీన్ సిగ్నల్ ఇచ్చింది. అదానీ ఇన్ఫ్రాకు అనుబంధంగా ఉన్న విశాఖ హైపర్స్కేల్, మెగా, రాంబిల్లి డేటా సెంటర్ పార్కులకు సవరించిన నిబంధనలు వర్తించనున్నాయి.
భారీ స్థాయిలో డేటా సెంటర్ మౌలిక వసతుల అభివృద్ధికి అవసరమైన నిధులను సమీకరించేందుకు విదేశీ వాణిజ్య రుణాలు (ECBs) పొందేందుకు కూడా ప్రభుత్వం అనుమతి ఇచ్చింది. దీంతో ఆంధ్రప్రదేశ్లో డేటా సెంటర్ పెట్టుబడులు మరింత పెరిగే అవకాశం ఉందని ప్రభుత్వం భావిస్తోంది.
సంస్థలకు 30 రోజుల క్యూర్ పీరియడ్
డేటా సెంటర్ ప్రాజెక్టులకు కేటాయించిన భూమి వినియోగం, ఒప్పంద నిబంధనల్లో ఏదైనా లోపం తలెత్తితే వెంటనే భూ కేటాయింపు రద్దు చేయకుండా సంస్థలకు అవకాశం కల్పించేలా ఒప్పందాల్లో మార్పులు చేశారు. భూ కేటాయింపు రద్దు నోటీసులు జారీ చేసే ముందు 30 రోజుల క్యూర్ పీరియడ్ ఇవ్వాలని నిర్ణయించారు.
ఈ నిర్ణయం భారీ పెట్టుబడులతో చేపట్టే డేటా సెంటర్ ప్రాజెక్టులకు వ్యాపార పరంగా మరింత స్థిరత్వాన్ని కల్పించే అవకాశం ఉంది.
GVMC పరిధిలో అదానీకి 5.84 ఎకరాల భూమి
గ్రేటర్ విశాఖపట్నం మున్సిపల్ కార్పొరేషన్ (GVMC) పరిధిలోని 5.84 ఎకరాల భూమిని అదానీ సంస్థకు లీజుకు కేటాయించేందుకు ప్రభుత్వం నిర్ణయం తీసుకుంది. దేవాదాయ శాఖ భూములకు వర్తించే లీజు రేట్లను ప్రాతిపదికగా తీసుకుని, ఎస్ఆర్ఓ విలువలో 3 శాతం చొప్పున లీజు రేటును నిర్ణయించనున్నట్లు ప్రభుత్వం స్పష్టం చేసింది.
విశాఖపట్నంలో ఇప్పటికే అభివృద్ధి చెందుతున్న ఐటీ, పారిశ్రామిక మౌలిక వసతులకు డేటా సెంటర్ రంగం తోడైతే ఈ ప్రాంతం డిజిటల్ మౌలిక వసతుల కేంద్రంగా ఎదిగే అవకాశం ఉంది.
జీఎస్టీ ఆదాయం ఏపీకే వచ్చేలా నిబంధనలు
డేటా సెంటర్ల ద్వారా రాష్ట్రానికి వచ్చే జీఎస్టీ ఆదాయాన్ని నిర్ధారించేందుకు ఏపీ ప్రభుత్వం మరో కీలక నిర్ణయం తీసుకుంది. డేటా సెంటర్ నిర్మాణాలకు సంబంధించిన సంస్థలు, సరఫరాదారులు ఆంధ్రప్రదేశ్లోనే రిజిస్ట్రేషన్ చేసుకునేలా ప్రభుత్వం స్పష్టమైన ఆదేశాలు జారీ చేసింది.
డేటా సెంటర్ నిర్మాణంలో ఉపయోగించే సామగ్రి, సేవలు, సరఫరా సంస్థలు ఏపీలో నమోదు కావడం ద్వారా సంబంధిత పన్ను ఆదాయం రాష్ట్రంలోనే నిలిచేలా చర్యలు చేపట్టింది. దీంతో భారీ స్థాయి డేటా సెంటర్ పెట్టుబడుల వల్ల మౌలిక వసతుల అభివృద్ధితో పాటు రాష్ట్ర ఆదాయానికి కూడా ప్రయోజనం కలగనుంది.
ఏపీని డేటా సెంటర్ హబ్గా మార్చే దిశగా అడుగులు
ప్రపంచవ్యాప్తంగా క్లౌడ్ కంప్యూటింగ్, ఆర్టిఫిషియల్ ఇంటెలిజెన్స్ డిజిటల్ సేవలు, స్ట్రీమింగ్, ఫిన్టెక్, ఈ-కామర్స్ విస్తరిస్తున్న నేపథ్యంలో డేటా సెంటర్లకు డిమాండ్ భారీగా పెరుగుతోంది. ఈ అవకాశాన్ని అందిపుచ్చుకునేందుకు ఆంధ్రప్రదేశ్ ప్రభుత్వం విశాఖపట్నం–అనకాపల్లి ప్రాంతంలో డేటా సెంటర్ ఎకోసిస్టమ్ను అభివృద్ధి చేయడంపై దృష్టి సారిస్తోంది.
అదానీ ఇన్ఫ్రా ప్రతిపాదనలకు SIPB ఆమోదం, గూగుల్ డేటా సెంటర్కు సంబంధించిన ఒప్పందాల సవరణలు, భూ కేటాయింపులు, ECBలకు అనుమతులు, జీఎస్టీ ఆదాయం రాష్ట్రానికే వచ్చేలా నిబంధనలు.. ఇవన్నీ కలిపి చూస్తే ఆంధ్రప్రదేశ్లో డేటా సెంటర్ రంగానికి భారీ పెట్టుబడుల అవకాశాలు మరింత బలపడుతున్నాయి.
పెట్టుబడులు, ఉపాధి అవకాశాలపై అంచనాలు
భారీ డేటా సెంటర్లు ఏర్పాటైతే నిర్మాణ రంగంతో పాటు విద్యుత్, టెలికమ్యూనికేషన్స్, ఫైబర్ నెట్వర్క్, సెక్యూరిటీ, నిర్వహణ, ఇంజినీరింగ్, ఐటీ సేవలు వంటి అనేక అనుబంధ రంగాల్లో కార్యకలాపాలు పెరిగే అవకాశం ఉంది. తద్వారా ప్రత్యక్ష, పరోక్ష ఉపాధి అవకాశాలు కూడా పెరగనున్నాయి.

The State Investment Promotion Board (SIPB) has cleared proposals submitted by Adani Infra, along with amendments to sale agreements related to the proposed Google data center projects in Visakhapatnam and Anakapalli districts.
The latest decisions are expected to accelerate data center investments in Andhra Pradesh, strengthen digital infrastructure in the Visakhapatnam region and create opportunities for the state to attract global technology companies and infrastructure investors.
SIPB approves Adani Infra proposals
The SIPB has approved proposals concerning Adani Infra and its associated data center projects in Andhra Pradesh. The revised provisions will apply to Adani Infra-linked entities, including Visakha Hyperscale, Mega and Rambilli Data Center Parks.
The government has been focusing on developing large-scale digital infrastructure as demand for cloud computing, artificial intelligence, online services and high-performance computing continues to rise globally.
The approvals are expected to provide greater clarity for investors and facilitate the development of data centers in Andhra Pradesh.
Google data center agreements revised
The SIPB has also given the green signal to amendments in the sale agreements connected with the proposed Google data center in Andhra Pradesh, covering projects in Visakhapatnam and Anakapalli districts.
The move is significant for Andhra Pradesh’s ambition to establish Visakhapatnam as a major destination for technology and digital infrastructure investments.
With global technology companies increasingly investing in data centers, the proposed Google data center projects could strengthen the state’s position in the rapidly expanding digital infrastructure sector.
Permission for External Commercial Borrowings
Considering the possibility of substantial investments through data center projects, the Andhra Pradesh government has permitted the concerned entities to raise funds through External Commercial Borrowings (ECBs).
The permission is aimed at facilitating access to international financing for capital-intensive data center projects. Data centers require significant investments in land, power infrastructure, cooling systems, connectivity, security and advanced computing infrastructure.
Access to ECBs could therefore help project developers mobilise funds for large-scale investments in Andhra Pradesh.
30-day cure period introduced
The government has also amended the agreements to provide companies with a 30-day cure period before notices for cancellation of land allotments are issued.
Under the revised arrangement, companies will have 30 days to rectify violations or deficiencies before action is initiated for cancellation of the allotted land.
The provision is expected to provide greater operational certainty to investors undertaking large and long-term data center investments in AP.
5.84 acres leased to Adani in GVMC limits
Another key decision involves the lease of 5.84 acres of land within the Greater Visakhapatnam Municipal Corporation (GVMC) limits to an Adani entity.
The government said the lease rate will be determined based on the rates applicable to Endowments Department lands. The lease rate has been fixed at 3% of the SRO value.
The land allocation is expected to support the expansion of digital infrastructure and related data center projects in Visakhapatnam.
AP wants GST revenue to remain within the state
The Andhra Pradesh government has also taken steps to ensure that the state benefits from the tax revenue generated by the upcoming data center ecosystem.
The government has directed that entities involved in data center construction and suppliers should register in Andhra Pradesh so that the GST revenue generated from these activities accrues to the state.
The move is aimed at maximising the economic benefits of large-scale data center investments in Andhra Pradesh beyond the initial construction phase.
Visakhapatnam emerging as a data center hub
Visakhapatnam has been increasingly positioned as a potential technology and digital infrastructure hub due to its connectivity, availability of industrial infrastructure and strategic location on the eastern coast.
The development of large data centers in Visakhapatnam and Anakapalli could boost demand for power, fibre connectivity, engineering services, construction, security, maintenance and other allied sectors.
The projects could also generate direct and indirect employment opportunities while strengthening the broader IT and digital infrastructure ecosystem in the state.
