దళితులు, ఆదివాసీలు ఐక్యంగా పోరాడాలి: భట్టి విక్రమార్క
న్యూఢిల్లీ: భారతదేశానికి స్వాతంత్ర్యం వచ్చి ఎనిమిది దశాబ్దాలు పూర్తవుతున్నా దళితులు, ఆదివాసీలపై వివక్ష, సామాజిక అసమానతలు, దాడుల ఘటనలు కొనసాగుతుండటం ఆందోళనకరమని తెలంగాణ డిప్యూటీ సీఎం మల్లు భట్టి విక్రమార్క అన్నారు. రాజ్యాంగం కల్పించిన సమానత్వం, ఆత్మగౌరవం, సామాజిక న్యాయం, హక్కుల పరిరక్షణ కోసం దళితులు, ఆదివాసీలు ఐక్యంగా పోరాడాల్సిన అవసరం ఉందని ఆయన పిలుపునిచ్చారు.
న్యూఢిల్లీలోని కాన్స్టిట్యూషన్ క్లబ్‌లో కాంగ్రెస్ ఎస్సీ, ఎస్టీ ఎంపీల ఫోరం ఆధ్వర్యంలో నిర్వహించిన దళిత–ఆదివాసీ ఆత్మగౌరవ సదస్సులో భట్టి విక్రమార్క మాట్లాడారు. దేశవ్యాప్తంగా దళితులు, ఆదివాసీలు ఎదుర్కొంటున్న సామాజిక వివక్ష, అసమానతలు, హక్కుల సమస్యలు, ఆత్మగౌరవానికి సంబంధించిన అంశాలపై ఈ సమావేశంలో చర్చ జరిగింది.
ఈ కార్యక్రమానికి తెలంగాణ మంత్రి సీతక్క, మంత్రి వివేక్ వెంకటస్వామి, ఎంపీలు మల్లు రవి, బలరాం నాయక్, గడ్డం వంశీకృష్ణ, ఎమ్మెల్యే వినోద్ వెంకటస్వామి తదితరులు హాజరయ్యారు. కాంగ్రెస్ నేతలు, ప్రజాప్రతినిధులు, దళిత–ఆదివాసీ సంఘాల ప్రతినిధులు కూడా పాల్గొన్నారు.
దళిత–ఆదివాసీ హక్కుల కోసం ఐక్య పోరాటం
దళితులు, ఆదివాసీల ఆత్మగౌరవం, సామాజిక న్యాయం, సమానత్వం, రాజ్యాంగ హక్కులు పరిరక్షించడానికి ప్రజాస్వామ్యబద్ధంగా ఉద్యమాన్ని మరింత బలోపేతం చేయాల్సిన అవసరం ఉందని కాంగ్రెస్ నేతలు పేర్కొన్నారు.
దేశంలో రాజ్యాంగం అమలులోకి వచ్చి దశాబ్దాలు గడిచినా సామాజిక వివక్ష పూర్తిగా అంతరించకపోవడం, దళితులు మరియు ఆదివాసీలు ఇంకా వివిధ రూపాల్లో అసమానతలను ఎదుర్కొంటున్నారని సమావేశంలో నేతలు ప్రస్తావించారు.
దళితుల హక్కులు, ఆదివాసీల హక్కులు, సామాజిక న్యాయం, రాజ్యాంగ పరిరక్షణ వంటి అంశాలను జాతీయ స్థాయిలో మరింత విస్తృతంగా చర్చించాల్సిన అవసరం ఉందని వారు అభిప్రాయపడ్డారు.
ఖర్గే ఘటనపై రాజకీయ దుమారం
కాంగ్రెస్ అధ్యక్షుడు మల్లికార్జున ఖర్గే ఉత్తరాఖండ్‌లోని హల్ద్వానీలో నిర్వహించిన సభ అనంతరం అదే ప్రాంగణంలో ‘శుద్ధీకరణ’ కార్యక్రమం నిర్వహించారన్న ఆరోపణలు దేశవ్యాప్తంగా రాజకీయ చర్చకు దారితీశాయి. ఈ ఘటనను కాంగ్రెస్ నేతలు కుల వివక్ష, అంటరానితనం వంటి అంశాలతో అనుసంధానిస్తూ తీవ్రంగా ప్రశ్నించారు.
హల్ద్వానీ ఘటనపై సెప్టెంబర్‌లో బెంగళూరులో జీరో ఎఫ్‌ఐఆర్ నమోదైంది. ఫిర్యాదులో పౌర హక్కుల పరిరక్షణ చట్టం, ఎస్సీ/ఎస్టీ (అత్యాచారాల నిరోధక) చట్టంలోని నిబంధనలను ప్రస్తావించారు. ఈ వ్యవహారంపై దర్యాప్తు కొనసాగుతోంది. (The Indian Express)
ఈ పరిణామాల నేపథ్యంలోనే దళిత–ఆదివాసీ ఆత్మగౌరవ సదస్సుకు ప్రాధాన్యం ఏర్పడిందని కాంగ్రెస్ వర్గాలు చెబుతున్నాయి. సెప్టెంబర్ 29న ఢిల్లీలో ఈ సదస్సు నిర్వహించనున్నట్లు కాంగ్రెస్ ఎస్సీ, ఎస్టీ ఎంపీల ఫోరం ఇప్పటికే ప్రకటించింది. దేశవ్యాప్తంగా దళితులు, ఆదివాసీలపై జరుగుతున్న వివక్ష, హింసాత్మక ఘటనలను చర్చించనున్నట్లు ఎంపీ మల్లు రవి తెలిపారు. “ప్రజాస్వామ్యానికి వ్యతిరేకంగా బీజేపీ పాలన” – అద్దంకి దయాకర్
కాంగ్రెస్ ఎమ్మెల్సీ అద్దంకి దయాకర్ మాట్లాడుతూ దేశంలో బీజేపీ పాలన ప్రజాస్వామ్యానికి వ్యతిరేకంగా కొనసాగుతోందని ఆరోపించారు. సమాజంలో మనువాద భావజాలాన్ని ప్రోత్సహిస్తున్నారని ఆయన విమర్శించారు.
సనాతన ధర్మం పేరుతో అంటరానితనాన్ని పెంచి పోషిస్తున్నారని దయాకర్ ఆరోపించారు. అయితే ఇవి అద్దంకి దయాకర్ చేసిన రాజకీయ ఆరోపణలు మాత్రమేనని, బీజేపీ–ఆర్‌ఎస్‌ఎస్‌పై ఆయన చేసిన వ్యాఖ్యలను ఆ సందర్భంలోనే చూడాల్సి ఉంటుందని గమనించాలి.
ఉత్తరాఖండ్‌లో మల్లికార్జున ఖర్గే సభ అనంతరం చోటుచేసుకున్న ‘శుద్ధీకరణ’ వివాదంపై కూడా దయాకర్ తీవ్రంగా స్పందించారు. ఈ ఘటనను రాజ్యాంగం, ప్రజాస్వామ్యం, సామాజిక సమానత్వానికి సంబంధించిన అంశంగా ఆయన అభివర్ణించారు.
తెలంగాణలో గత ఘటనలను ప్రస్తావించిన దయాకర్
తెలంగాణ రాజకీయ పరిణామాలను ప్రస్తావిస్తూ గతంలో కాంగ్రెస్‌కు చెందిన దళిత నేతలు కేసీఆర్ ఫామ్‌హౌస్ వద్దకు వెళ్లిన సమయంలో జరిగిన ఘటనలను కూడా అద్దంకి దయాకర్ ప్రస్తావించారు.
“ఢిల్లీలో పెద్ద మోదీ.. గల్లీలో చిన్న మోదీ కేసీఆర్” అంటూ ఆయన చేసిన వ్యాఖ్యలు తెలంగాణ రాజకీయ వర్గాల్లో చర్చకు దారితీశాయి. తెలంగాణలోనూ దళితుల ఆత్మగౌరవం, సామాజిక సమానత్వం వంటి అంశాలపై రాజకీయ పార్టీలు తమ వైఖరులను మరింత స్పష్టంగా వెల్లడించాల్సిన అవసరం ఉందని కాంగ్రెస్ నేతలు పేర్కొన్నారు.
రాజ్యాంగమే దళిత–ఆదివాసీలకు రక్షణ కవచం
దళితులు, ఆదివాసీల సామాజిక న్యాయం, సమానత్వం, ఆత్మగౌరవం, రాజ్యాంగ హక్కులు అనే అంశాలు ఈ సమావేశంలో ప్రధానంగా నిలిచాయి. కుల వివక్ష, అంటరానితనం, సామాజిక బహిష్కరణ వంటి సమస్యలను ఎదుర్కొనేందుకు చట్టపరమైన రక్షణతో పాటు సామాజిక చైతన్యం కూడా అవసరమని నేతలు పేర్కొన్నారు.
సమాజంలోని వెనుకబడిన వర్గాలకు రాజ్యాంగం అందించిన హక్కులు కేవలం పుస్తకాలకే పరిమితం కాకుండా ఆచరణలో కూడా అమలయ్యేలా ప్రభుత్వాలు, రాజకీయ పార్టీలు, పౌర సమాజం కృషి చేయాల్సిన అవసరం ఉందని వారు అన్నారు.
దళిత–ఆదివాసీ ఆత్మగౌరవ ఉద్యమానికి కొత్త దిశ?
ఢిల్లీలో జరిగిన ఈ సమావేశం నేపథ్యంలో దళిత–ఆదివాసీ ఆత్మగౌరవం, సామాజిక న్యాయం, రాజ్యాంగ పరిరక్షణ అంశాలు మరోసారి జాతీయ రాజకీయ చర్చలోకి వచ్చాయి. దళితులు, ఆదివాసీలపై వివక్షకు వ్యతిరేకంగా ఐక్య కార్యాచరణ రూపొందించడంతో పాటు, రాజ్యాంగ హక్కులపై ప్రజల్లో అవగాహన పెంచాలని సమావేశంలో నేతలు పిలుపునిచ్చారు.
దేశంలో దళితులు, ఆదివాసీలు ఎదుర్కొంటున్న సమస్యలను కేవలం రాజకీయ కోణంలో కాకుండా సామాజిక న్యాయం, సమానత్వం, మానవ గౌరవం, రాజ్యాంగ హక్కుల కోణంలో చర్చించాల్సిన అవసరం ఉందనే అభిప్రాయం సమావేశంలో వ్యక్తమైంది.
దళితుల ఆత్మగౌరవం – ఆదివాసీల హక్కులు – సామాజిక న్యాయం – రాజ్యాంగ పరిరక్షణ అనే అంశాల చుట్టూ భవిష్యత్‌లో మరింత విస్తృత ఉద్యమానికి ఈ సమావేశం వేదికగా మారుతుందా అన్నది రాజకీయంగా ప్రాధాన్యమైన అంశంగా మారింది.

Dalit-Adivasi Self-Respect Meeting in Delhi Bhatti Vikramarka Calls for Unity to Protect Rights
New Delhi: Telangana Deputy Chief Minister Mallu Bhatti Vikramarka has called for greater unity among Dalits and Adivasis to protect their self-respect, constitutional rights and social equality, saying that discrimination and attacks against marginalised communities continue even decades after India attained Independence.
Bhatti Vikramarka was speaking at the Dalit-Adivasi Self-Respect Meeting organised in New Delhi by the Congress SC/ST MPs’ Forum. The meeting was held at the Constitution Club of India and focused on Dalit rights, Adivasi rights, social justice, equality and constitutional protection.
According to the Congress, the meeting was also intended to discuss incidents affecting Scheduled Castes and Scheduled Tribes across India and formulate a roadmap to prevent discrimination and violations of their dignity and rights.
Bhatti Vikramarka Calls for Dalit-Adivasi Unity
Bhatti Vikramarka said the struggle for Dalit rights and Adivasi rights needs to be strengthened through collective action. He stressed the importance of protecting the dignity, self-respect and constitutional rights of Dalit and Adivasi communities.
The Telangana Deputy Chief Minister’s remarks came against the backdrop of a wider national debate over caste discrimination, social equality and incidents involving members of Scheduled Castes and Scheduled Tribes.
The Dalit-Adivasi Self-Respect Meeting brought together Congress leaders, elected representatives and representatives of Dalit and Adivasi communities to discuss these concerns.
The Congress had announced the meeting ahead of September 29, saying it would address the alleged “purification” ritual conducted at Haldwani after Congress president Mallikarjun Kharge’s public meeting, along with other incidents concerning SC and ST communities.
Sitaakka, Vivek Venkat Swamy and Other Leaders Attend
Several Telangana leaders attended the Dalit-Adivasi Self-Respect Meeting, including Ministers Seethakka and Vivek Venkat Swamy, MPs Mallu Ravi, Balram Naik and Gaddam Vamsi Krishna, and MLA Vinod Venkat Swamy.
Congress leaders and representatives of Dalit and Adivasi communities also participated in the meeting.
The gathering highlighted social justice in India, constitutional equality and the need to ensure that the rights guaranteed to Scheduled Castes and Scheduled Tribes are protected in practice.
Addanki Dayakar Targets BJP and RSS
Congress MLC Addanki Dayakar launched a sharp political attack on the BJP and RSS during the meeting. He alleged that BJP rule was working against democratic values and accused the party of promoting what he described as a “Manuvadi” ideology.
Dayakar also alleged that untouchability was being encouraged in the name of Sanatana Dharma. These statements were political allegations made by Dayakar and represent his assessment of the BJP and RSS.
He referred to the controversy surrounding the alleged purification ritual at Haldwani following Mallikarjun Kharge’s public meeting and questioned the response of the BJP and RSS.
The Haldwani controversy has generated a wider political debate. Congress has described the alleged ritual as an affront to Kharge’s dignity and as an issue connected to caste discrimination. BJP leaders have disputed the interpretation and denied that the ritual was directed against any caste.
Haldwani Purification Row Becomes a National Political Issue
Mallikarjun Kharge addressed a Congress rally at Haldwani’s Ramlila Maidan on August 8, 2026. A few days later, a “purification” ritual was reportedly conducted at the same venue.
The incident triggered a political controversy between the Congress and BJP. The Congress SC/ST MPs’ Forum subsequently announced the Dalit-Adivasi Self-Respect Meeting in Delhi to discuss the incident and broader concerns involving SC/ST communities.
The legal aspect of the controversy has also developed. Uttarakhand Police later registered an FIR concerning the alleged purification of the venue after receiving multiple complaints and petitions. The Uttarakhand High Court subsequently recorded the state’s assurance that the matter would be investigated impartially and that relevant electronic evidence would be preserved.
Telangana Political Incidents Also Raised
Addanki Dayakar also referred to earlier political incidents in Telangana involving Dalit leaders and alleged treatment near the farmhouse of former Telangana Chief Minister K. Chandrashekar Rao.
The issue of alleged “purification” of roads near KCR’s Erravalli farmhouse had previously triggered criticism from Telangana Congress leaders. In September, a Congress delegation led by Bhatti Vikramarka met Telangana Governor Shiv Pratap Shukla and raised concerns regarding the dignity and self-respect of Dalits and women.
Dayakar used the Telangana episode to argue that the issue of Dalit self-respect and social equality should be viewed beyond party politics.
Congress Emphasises Constitutional Rights
A major theme of the Dalit-Adivasi Self-Respect Meeting was the protection of constitutional rights.
Congress leaders said that the Constitution guarantees dignity, equality, freedom and fraternity to every citizen, including members of Scheduled Castes and Scheduled Tribes. The party’s official announcement said the meeting would also examine incidents allegedly contrary to the Protection of Civil Rights Act, 1955, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.
The focus on Dalit rights, Adivasi rights and social justice comes amid renewed national discussion about caste discrimination and the enforcement of laws intended to protect historically marginalised communities.
Call for Stronger Dalit-Adivasi Movement
The leaders participating in the meeting called for strengthening the movement for Dalit-Adivasi self-respect, equality and constitutional rights.
Bhatti Vikramarka’s call for Dalit-Adivasi unity placed the question of social justice at the centre of the discussion, while Addanki Dayakar’s remarks gave the meeting a sharper political dimension.
The Delhi meeting therefore brought together two strands of the current debate: the broader question of Dalit and Adivasi rights in India, and the immediate political controversy surrounding the Haldwani incident.
The Congress has indicated that it wants to use the platform to develop a broader response to incidents involving SC/ST communities and to push for stronger protection of self-respect, dignity, equality and constitutional rights.
