బీసీల 42% రిజర్వేషన్లపై తక్షణ చర్యలు చేపట్టాలి గుజ్జ సత్యం

హైదరాబాద్: తెలంగాణలో బీసీలకు 42% రిజర్వేషన్లు అమలు చేయడంతో పాటు పెండింగ్లో ఉన్న బీసీ డిమాండ్ల పరిష్కారానికి ప్రభుత్వం తక్షణ చర్యలు చేపట్టాలని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం డిమాండ్ చేశారు. ఈ మేరకు శుక్రవారం తెలంగాణ రాష్ట్ర బీసీ కమిషన్ చైర్మన్ జి. నిరంజన్ను కలిసి బీసీల సమస్యలపై వినతిపత్రం సమర్పించారు.
ఈ సందర్భంగా బీసీ కమిషన్ సభ్యులు రాపోలు జయప్రకాష్, రంగు బాలలక్ష్మితో కలిసి బీసీల 42% రిజర్వేషన్లు, కులగణన, విద్య, ఉపాధి, సంక్షేమ పథకాలు తదితర కీలక అంశాలపై గుజ్జ సత్యం విస్తృతంగా చర్చించారు.
స్థానిక సంస్థల్లో 42% బీసీ రిజర్వేషన్లు
తెలంగాణలో స్థానిక సంస్థల ఎన్నికల నేపథ్యంలో బీసీలకు 42% రిజర్వేషన్లు అమలు చేయడం అత్యంత కీలకమని గుజ్జ సత్యం పేర్కొన్నారు. జనాభా ప్రాతిపదికన బీసీలకు తగిన రాజకీయ ప్రాతినిధ్యం కల్పించాల్సిన అవసరం ఉందన్నారు.
స్థానిక సంస్థల్లో బీసీలకు 42% రిజర్వేషన్లు కల్పించడం ద్వారా గ్రామీణ, పట్టణ ప్రాంతాల్లో బీసీ వర్గాలకు రాజకీయ సాధికారత పెరుగుతుందని తెలిపారు. బీసీలకు న్యాయమైన ప్రాతినిధ్యం కల్పించేందుకు ప్రభుత్వం స్పష్టమైన కార్యాచరణ రూపొందించాలని కోరారు.
కులగణనపై ప్రత్యేక దృష్టి
కులగణన అంశంపై కూడా బీసీ కమిషన్తో చర్చించినట్లు గుజ్జ సత్యం తెలిపారు. బీసీల వాస్తవ జనాభా, సామాజిక–ఆర్థిక పరిస్థితులు, విద్యా–ఉద్యోగ అవకాశాలు తదితర అంశాలపై కచ్చితమైన గణాంకాలు అందుబాటులో ఉండాల్సిన అవసరం ఉందన్నారు.
బీసీలకు జనాభా ప్రాతిపదికన రిజర్వేషన్లు, సంక్షేమ పథకాలు, విద్యా మరియు ఉద్యోగ అవకాశాలు కల్పించాలంటే కులగణన ద్వారా విశ్వసనీయమైన డేటా అవసరమని వివరించారు.
ఫీజు రీయింబర్స్మెంట్, స్కాలర్షిప్లపై ఆందోళన
బీసీ విద్యార్థులకు సంబంధించిన ఫీజు రీయింబర్స్మెంట్ బకాయిలను వెంటనే విడుదల చేయాలని గుజ్జ సత్యం కోరారు. ఫీజు రీయింబర్స్మెంట్ ఆలస్యం కారణంగా విద్యార్థులు, ప్రైవేట్ విద్యాసంస్థలు ఎదుర్కొంటున్న ఇబ్బందులను బీసీ కమిషన్ దృష్టికి తీసుకెళ్లారు.
అదేవిధంగా బీసీ విద్యార్థులకు స్కాలర్షిప్లు సకాలంలో అందేలా చర్యలు తీసుకోవాలని కోరారు. ఉన్నత విద్యను అభ్యసించే బీసీ విద్యార్థులకు ఆర్థిక ఇబ్బందులు అడ్డంకిగా మారకుండా ప్రభుత్వం ప్రత్యేక దృష్టి సారించాలని సూచించారు.
బీసీ కార్పొరేషన్లకు నిధులు పెంచాలి
బీసీ సంక్షేమ కార్యక్రమాల అమలుకు బీసీ కార్పొరేషన్లకు తగిన నిధులు కేటాయించాలని గుజ్జ సత్యం డిమాండ్ చేశారు. బీసీ యువతకు స్వయం ఉపాధి, వ్యాపార అవకాశాలు కల్పించేందుకు రుణాలు, సబ్సిడీలు, నైపుణ్యాభివృద్ధి కార్యక్రమాలను మరింత బలోపేతం చేయాల్సిన అవసరం ఉందన్నారు.
ముఖ్యంగా బీసీ యువత, మహిళలకు ఆర్థికంగా, సామాజికంగా సాధికారత కల్పించే విధంగా ప్రత్యేక కార్యక్రమాలను రూపొందించాలని కోరారు.
విద్యా–ఉద్యోగ అవకాశాల్లో సమానత్వం
బీసీలకు విద్యా–ఉద్యోగ అవకాశాలు పెంచేందుకు ప్రభుత్వం దీర్ఘకాలిక కార్యాచరణ రూపొందించాలని గుజ్జ సత్యం సూచించారు. ఉన్నత విద్య, పోటీ పరీక్షలు, నైపుణ్యాభివృద్ధి, ఉపాధి, స్వయం ఉపాధి రంగాల్లో బీసీ యువతకు ప్రత్యేక ప్రోత్సాహం అందించాలని కోరారు.
బీసీల అభివృద్ధి కేవలం రిజర్వేషన్లకే పరిమితం కాకుండా విద్య, ఉపాధి, ఆర్థికాభివృద్ధి, రాజకీయ ప్రాతినిధ్యం వంటి అన్ని రంగాల్లో సమగ్రంగా ఉండాలని ఆయన స్పష్టం చేశారు.
పెండింగ్ డిమాండ్లపై కార్యాచరణ అవసరం
బీసీల 42% రిజర్వేషన్లు సహా పెండింగ్లో ఉన్న బీసీ డిమాండ్లపై ప్రభుత్వం సమగ్ర కార్యాచరణ రూపొందించాలని గుజ్జ సత్యం కోరారు. బీసీ కమిషన్ ద్వారా బీసీ వర్గాల సమస్యలను అధ్యయనం చేసి ప్రభుత్వానికి స్పష్టమైన సిఫారసులు చేయాలని విజ్ఞప్తి చేశారు.
బీసీలకు జనాభా ప్రాతిపదికన న్యాయం, సమాన అవకాశాలు, తగిన ప్రాతినిధ్యం లభించే వరకు తమ పోరాటం కొనసాగుతుందని గుజ్జ సత్యం స్పష్టం చేశారు.

Hyderabad: National BC Welfare Association National Vice President Gujja Sathyam held detailed discussions with the Telangana State Backward Classes (BC) Commission on the long-pending demands of the BC community, including the implementation of 42% BC reservation in Telangana.
Gujja Sathyam met Telangana BC Commission Chairman G. Niranjan and submitted a representation seeking immediate steps to address the major issues confronting the Backward Classes. During the meeting, he discussed the 42% BC reservation, caste census, education, employment, fee reimbursement, scholarships, BC Corporation funding and empowerment of BC youth and women.
The meeting assumes significance amid the continued demand for 42% BC reservation in local bodies and greater political and socio-economic representation for the BC population in Telangana.
Demand for 42% BC Reservation in Local Bodies
Gujja Sathyam strongly urged the BC Commission to take necessary steps for the implementation of 42% BC reservation in local bodies in Telangana.
He stressed that 42% BC reservation is essential to ensure adequate political representation for Backward Classes at the grassroots level. According to him, reservation should reflect the population and social realities of BC communities and provide them with equal opportunities in local governance.
The demand for 42% BC reservation in Telangana has remained one of the major issues raised by BC organisations seeking enhanced representation in elected bodies.
Caste Census a Key Demand
The issue of caste census was also discussed extensively during the meeting. Gujja Sathyam emphasised the importance of reliable caste-based data for formulating effective welfare policies and determining representation and reservation requirements.
He said that a comprehensive caste census in Telangana would help establish the demographic and socio-economic status of BC communities and enable governments to design targeted welfare and development programmes.
He further stressed that accurate data is necessary to ensure social justice, equal opportunities and adequate representation for BC communities.
Immediate Release of Fee Reimbursement and Scholarships
Another major issue raised during the meeting was fee reimbursement for BC students.
Gujja Sathyam urged the authorities to take immediate measures to clear pending fee reimbursement dues and ensure that BC students do not face difficulties in continuing their education because of financial constraints.
He also sought timely disbursement of BC scholarships, particularly for students pursuing higher education. He emphasised that financial assistance should reach eligible students without unnecessary delays.
More Funds for BC Corporations
Gujja Sathyam also demanded adequate financial support for BC Corporations and effective implementation of welfare and economic development programmes.
He called for stronger financial assistance, self-employment opportunities, skill development programmes and support for entrepreneurship among BC youth.
According to him, the welfare of BC communities should not be restricted to reservation alone and must include education, employment, economic empowerment and political representation.
Focus on BC Youth and Women Empowerment
The representation also highlighted the need for special initiatives for BC youth and BC women.
Gujja Sathyam urged the government to strengthen educational opportunities, employment programmes, skill development and entrepreneurship support for BC youth.
He also called for focused welfare and empowerment programmes for BC women, enabling them to achieve greater economic and social independence.
Equal Opportunities and Social Justice for BCs
Gujja Sathyam said that BC communities should receive justice based on their population and social circumstances.
He emphasised the need for a comprehensive approach covering 42% BC reservation, caste census, education, employment, scholarships, fee reimbursement, BC Corporation funds and empowerment programmes.
He urged the BC Commission to examine the pending demands and make appropriate recommendations to the Telangana government for their speedy resolution.
BC Commission Members Participate in Discussions
During the meeting, BC Commission members Rapolu Jayaprakash and Rangu Balalakshmi also participated in the discussions.
The delegation discussed various issues concerning the BC community and explained the need for immediate action on the pending demands.
Gujja Sathyam reiterated that the movement for 42% BC reservation and other legitimate BC demands would continue until BC communities receive population-based justice, equal opportunities and adequate representation.
He asserted that achieving 42% BC reservation in Telangana, strengthening BC welfare measures and ensuring social justice would remain among the key priorities of the BC movement.
