ఏపీ ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్లకు భారీ ఊరట.. రూ.620 కోట్ల పెండింగ్ బిల్లులు విడుదల
అమరావతి: ఆంధ్రప్రదేశ్లో ఆర్డబ్ల్యూఎస్ (RWS) కాంట్రాక్టర్లకు కూటమి ప్రభుత్వం భారీ ఊరటనిచ్చింది. పెండింగ్లో ఉన్న బిల్లుల చెల్లింపుల కోసం రూ.620 కోట్ల నిధులను ప్రభుత్వం విడుదల చేసింది. దీంతో చాలాకాలంగా బిల్లుల కోసం ఎదురుచూస్తున్న ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్లకు ఆర్థిక ఉపశమనం లభించింది. ప్రభుత్వం తీసుకున్న ఈ నిర్ణయంపై నవ్యాంధ్ర ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్స్ అసోసియేషన్ హర్షం వ్యక్తం చేసింది.
ఈ సందర్భంగా మంగళగిరిలోని జనసేన పార్టీ కార్యాలయం వెలుపల కాంట్రాక్టర్లు ముఖ్యమంత్రి చంద్రబాబు నాయుడు, ఉప ముఖ్యమంత్రి పవన్ కల్యాణ్ చిత్రపటాలకు పాలాభిషేకం చేసి కృతజ్ఞతలు తెలిపారు. పెండింగ్ బిల్లుల చెల్లింపులకు చర్యలు తీసుకున్న కూటమి ప్రభుత్వానికి ధన్యవాదాలు తెలిపారు.
జల్ జీవన్ మిషన్ బిల్లులు క్లియర్
జల్ జీవన్ మిషన్ కాంట్రాక్టర్ల పెండింగ్ బిల్లుల చెల్లింపులు చేపట్టడంపై అసోసియేషన్ జనరల్ సెక్రటరీ కోనేరు శ్రీనివాస్ ప్రసాద్ హర్షం వ్యక్తం చేశారు. ముఖ్యమంత్రి చంద్రబాబు నాయుడు సహకారంతో 2026 మార్చి 31 వరకు పెండింగ్లో ఉన్న బిల్లుల చెల్లింపులు పూర్తయ్యాయని తెలిపారు.
జల్ జీవన్ మిషన్ పనులు చేపట్టిన కాంట్రాక్టర్లకు చాలా కాలంగా బిల్లులు పెండింగ్లో ఉన్నాయని, వాటి చెల్లింపుల కోసం ప్రభుత్వానికి పలుమార్లు విజ్ఞప్తి చేసినట్లు ఆయన తెలిపారు. ఈ ఏడాది జూన్ 18న కాంట్రాక్టర్లతో జరిగిన సమావేశంలో ఉప ముఖ్యమంత్రి పవన్ కల్యాణ్ పెండింగ్ పేమెంట్లను త్వరగా క్లియర్ చేస్తామని హామీ ఇచ్చారని గుర్తుచేశారు.
ఆ హామీ మేరకు సంబంధిత అధికారులు నిరంతరం కృషి చేసి ఆర్డబ్ల్యూఎస్ పెండింగ్ బిల్లుల చెల్లింపులు చేపట్టారని శ్రీనివాస్ ప్రసాద్ వెల్లడించారు. తాజాగా రూ.620 కోట్ల విడుదలతో కాంట్రాక్టర్లకు గణనీయమైన ఆర్థిక ప్రయోజనం కలిగిందన్నారు.
రెట్రోఫిట్టింగ్ బిల్లులకూ చెల్లింపులు
ఆర్డబ్ల్యూఎస్ పరిధిలో చేపట్టిన రెట్రోఫిట్టింగ్ పనులకు సంబంధించిన పెండింగ్ బిల్లులపై కూడా ప్రభుత్వం కీలక నిర్ణయం తీసుకుందని అసోసియేషన్ తెలిపింది. 2024 నవంబర్ నుంచి 2026 మార్చి 31 వరకు రూ.647 కోట్ల విలువైన రెట్రోఫిట్టింగ్ బిల్లులను ప్రభుత్వం చెల్లించినట్లు శ్రీనివాస్ ప్రసాద్ తెలిపారు.
మార్చి 31 వరకు ఉన్న రెట్రోఫిట్టింగ్ బిల్లులన్నింటినీ చెల్లించడం ద్వారా ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్లకు ఆర్థికంగా పెద్ద ఊరట లభించిందన్నారు. పెండింగ్ బిల్లుల కారణంగా ఎదుర్కొన్న నగదు ప్రవాహ సమస్యలు కొంతవరకు పరిష్కారమయ్యే అవకాశం ఉందని తెలిపారు.
స్పర్శ పథకం బిల్లులపై కొనసాగుతున్న ప్రక్రియ
స్పర్శ పథకం కింద సుమారు రూ.138 కోట్ల బిల్లులు కాంట్రాక్టర్లకు రావాల్సి ఉందని అసోసియేషన్ జనరల్ సెక్రటరీ తెలిపారు. అయితే సాంకేతిక సమస్యల కారణంగా ఇప్పటివరకు సుమారు రూ.70 కోట్ల మేర చెల్లింపులు జరిగాయని వెల్లడించారు.
మిగిలిన బకాయిలను కూడా వీలైనంత త్వరగా క్లియర్ చేస్తామని అధికారులు హామీ ఇచ్చినట్లు ఆయన తెలిపారు. సాంకేతిక సమస్యలను పరిష్కరించి స్పర్శ పథకం పెండింగ్ బిల్లుల చెల్లింపులు పూర్తి చేయాలని కాంట్రాక్టర్లు కోరుతున్నారు.
ఎంఎస్ఎంఈ కాంట్రాక్టర్లకు ప్రయోజనం
ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్ల పెండింగ్ బిల్లుల చెల్లింపులు కేవలం కాంట్రాక్టర్లకే కాకుండా వారిపై ఆధారపడిన కుటుంబాలకు కూడా ప్రయోజనం చేకూరుస్తాయని అసోసియేషన్ పేర్కొంది. ముఖ్యంగా ఎంఎస్ఎంఈ రంగానికి చెందిన అనేక మంది ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్లు పెండింగ్ పేమెంట్ల కారణంగా ఆర్థిక ఇబ్బందులు ఎదుర్కొంటున్నారని తెలిపింది.
ప్రభుత్వం బిల్లులు విడుదల చేయడం వల్ల కాంట్రాక్టర్లు తమ సిబ్బందికి వేతనాలు, సరఫరాదారులకు చెల్లింపులు, పనులకు సంబంధించిన ఇతర ఆర్థిక బాధ్యతలను నిర్వహించేందుకు అవకాశం కలుగుతుందని అసోసియేషన్ ప్రతినిధులు తెలిపారు.
నెలనెలా పేమెంట్లకు ప్రణాళిక
ఇకపై ఆర్డబ్ల్యూఎస్ కాంట్రాక్టర్లకు నెలనెలా నిర్దిష్ట విధానంలో పేమెంట్లు చేసేలా ప్రణాళిక రూపొందిస్తామని ప్రభుత్వం హామీ ఇచ్చినట్లు అసోసియేషన్ ప్రతినిధులు తెలిపారు. ఈ విధానం అమలైతే భవిష్యత్తులో పెద్ద మొత్తంలో బిల్లులు పెండింగ్లో పడకుండా కాంట్రాక్టర్లకు నగదు ప్రవాహం సజావుగా ఉండే అవకాశం ఉందన్నారు.
చంద్రబాబు నాయుడు, పవన్ కల్యాణ్ నేతృత్వంలోని కూటమి ప్రభుత్వం కాంట్రాక్టర్ల సమస్యలను పరిష్కరించేందుకు తీసుకుంటున్న చర్యలను అసోసియేషన్ స్వాగతించింది. ఆర్డబ్ల్యూఎస్ పెండింగ్ బిల్లులు, జల్ జీవన్ మిషన్ బిల్లులు, రెట్రోఫిట్టింగ్ బిల్లుల చెల్లింపులు చేపట్టినందుకు ప్రభుత్వానికి కృతజ్ఞతలు తెలిపింది.

AP RWS Contractors Get Major Relief as Government Releases ₹620 Crore for Pending Bills
Amaravati: Andhra Pradesh government has announced major financial relief for RWS contractors by releasing ₹620 crore towards pending bills. The move has brought considerable relief to contractors who had been waiting for payments for works executed under various Rural Water Supply (RWS) programmes.
The Navya Andhra RWS Contractors Association welcomed the government’s decision and thanked the NDA alliance government for clearing the pending payments. To express their gratitude, RWS contractors performed ‘Palabhishekam’ (milk abhishekam) to the portraits of Andhra Pradesh Chief Minister N. Chandrababu Naidu and Deputy Chief Minister Pawan Kalyan outside the Jana Sena Party office in Mangalagiri.
₹620 Crore Released for AP RWS Contractors
The release of ₹620 crore for AP RWS contractors’ pending bills is being seen as a significant step towards resolving the financial difficulties faced by contractors in the water supply sector.
Speaking on the occasion, Navya Andhra RWS Contractors Association General Secretary Koneru Srinivasa Prasad thanked Chief Minister Chandrababu Naidu and Deputy Chief Minister Pawan Kalyan for taking steps to clear the pending bills of Jal Jeevan Mission contractors.
According to Srinivasa Prasad, with the cooperation of the Chief Minister, payments relating to bills pending up to March 31, 2026, have been completed.
The association said the government’s decision to clear AP RWS pending bills would provide much-needed financial support to contractors who had been facing cash-flow pressures for several months.
Pawan Kalyan Had Assured Contractors of Early Payments
Srinivasa Prasad recalled that Deputy Chief Minister Pawan Kalyan had assured contractors that their pending payments would be cleared at a meeting held with contractors on June 18, 2026.
Following the assurance, officials concerned continuously worked towards processing and releasing the pending payments, the association said.
The contractors expressed their appreciation to both Chandrababu Naidu and Pawan Kalyan for addressing their concerns and facilitating the release of the RWS contractors’ pending bills.
₹647 Crore Paid for Retrofitting Works
Apart from the ₹620 crore recently released for pending bills, the government has also paid ₹647 crore towards retrofitting works undertaken between November 2024 and March 31, 2026, Srinivasa Prasad said.
He stated that the payment of all retrofitting bills pending up to March 31, 2026, has provided substantial financial relief to AP RWS contractors.
The clearance of retrofitting bills is particularly significant for contractors who had invested their own funds in executing rural water supply works while waiting for government payments.
₹138 Crore Due Under Sparsha Scheme
The association also highlighted the pending payments under the Sparsha scheme.
Approximately ₹138 crore is reportedly due to contractors under the scheme. However, due to technical issues, payments amounting to around ₹70 crore have been made so far.
Officials have assured contractors that the remaining Sparsha scheme pending bills will be cleared at the earliest after resolving the technical issues, the association representatives said.
Relief for MSME-Sector RWS Contractors
The clearance of RWS pending bills is expected to provide significant relief to contractors belonging to the Micro, Small and Medium Enterprises (MSME) sector.
The Navya Andhra RWS Contractors Association said the government’s payment initiative would benefit not only contractors but also the families, workers, suppliers and other stakeholders dependent on these projects.
For many RWS contractors, delayed payments had created difficulties in meeting financial commitments, including payments to workers, suppliers and other operational expenses. The release of pending bills is therefore expected to improve liquidity across the sector.
Government Plans Regular Monthly Payments
The association representatives further said that the government has assured them that a mechanism would be developed to ensure regular monthly payments to RWS contractors.
A structured monthly payment system could help prevent the accumulation of large RWS pending bills in the future and provide contractors with greater financial predictability.
Contractors welcomed the government’s assurance and expressed hope that the proposed payment mechanism would be implemented effectively.
Contractors Thank Chandrababu and Pawan Kalyan
The Navya Andhra RWS Contractors Association expressed gratitude to the Andhra Pradesh government for addressing the long-pending payment issue.
The association particularly thanked Chief Minister Chandrababu Naidu and Deputy Chief Minister Pawan Kalyan for their intervention in resolving the financial concerns of AP RWS contractors.
The release of ₹620 crore for RWS pending bills, along with the payment of ₹647 crore in retrofitting bills, marks a significant development for contractors working on rural water supply projects across Andhra Pradesh.
The contractors said they hoped the government’s commitment to regular payments would ensure smoother implementation of RWS and Jal Jeevan Mission projects in the state.
