భూభారతి సేవలకు బ్రేక్.. మహబూబాబాద్లో భూముల రిజిస్ట్రేషన్లు బంద్
మహబూబాబాద్: మహబూబాబాద్ జిల్లా వ్యాప్తంగా తహసీల్దార్ కార్యాలయాల్లో భూభారతి పోర్టల్ ద్వారా వ్యవసాయ భూముల రిజిస్ట్రేషన్లు నిలిచిపోయాయి. రెండు వారాలకు పైగా భూభారతి సేవలు స్తంభించడంతో భూముల క్రయవిక్రయాలు, బహుమతి, వారసత్వ బదిలీలు, తనఖా రిజిస్ట్రేషన్లు, వ్యవసాయ భూములను వ్యవసాయేతర భూములుగా మార్చే ప్రక్రియలు నిలిచిపోయాయి. దీంతో రిజిస్ట్రేషన్ల కోసం స్లాట్లు బుక్ చేసుకున్న ప్రజలు తహసీల్దార్ కార్యాలయాల చుట్టూ తిరగాల్సిన పరిస్థితి నెలకొంది. మరోవైపు ప్రభుత్వానికి రిజిస్ట్రేషన్ ఫీజుల రూపంలో వచ్చే ఆదాయం కూడా నిలిచిపోయింది.
18 తహసీల్దార్ కార్యాలయాల్లో సేవలకు అంతరాయం
మహబూబాబాద్ జిల్లాలోని 18 తహసీల్దార్ కార్యాలయాల్లో భూభారతి పోర్టల్ ద్వారా వ్యవసాయ భూములకు సంబంధించిన వివిధ సేవలు కొనసాగుతున్నాయి. సాధారణంగా ఒక్కో కార్యాలయంలో రోజుకు సగటున 4 నుంచి 5 వరకు రిజిస్ట్రేషన్లు జరుగుతుండగా, జిల్లా వ్యాప్తంగా రోజుకు సుమారు 70 వరకు వివిధ రకాల లావాదేవీలు జరిగేవి.
భూముల కొనుగోలు, అమ్మకాలు, గిఫ్ట్ డీడ్లు, వారసత్వ హక్కుల బదిలీ, మార్టిగేజ్, హక్కుల మార్పిడి, వ్యవసాయ భూములను వ్యవసాయేతర భూములుగా మార్చే సేవలు భూభారతి పోర్టల్ ద్వారా అందుబాటులో ఉండేవి. ప్రస్తుతం ఈ సేవలు నిలిచిపోవడంతో భూ లావాదేవీలపై తీవ్ర ప్రభావం పడుతోంది.
ఆపరేటర్ల తొలగింపుతో సమస్య
భూభారతి పోర్టల్ (గతంలో ధరణి) సేవల కోసం ప్రభుత్వం ప్రతి తహసీల్దార్ కార్యాలయంలో ఔట్సోర్సింగ్ విధానంలో ఆపరేటర్లను నియమించింది. సుమారు ఏడేళ్లుగా ఈ ఆపరేటర్లు భూ రిజిస్ట్రేషన్లకు సంబంధించిన ఆన్లైన్ ప్రక్రియలను నిర్వహిస్తున్నారు.
అయితే పలుచోట్ల అక్రమాలకు పాల్పడుతున్నారనే ఆరోపణలు రావడంతో ప్రభుత్వం ఔట్సోర్సింగ్ ఆపరేటర్లను తొలగించాలని నిర్ణయించింది. వారి స్థానంలో ప్రభుత్వ ఉద్యోగులైన జూనియర్ అసిస్టెంట్లకు భూభారతి రిజిస్ట్రేషన్ బాధ్యతలు అప్పగించాలని నిర్ణయించింది.
ఈ క్రమంలో ఈ నెల 8న జిల్లాలో పనిచేస్తున్న భూభారతి ఆపరేటర్లను తొలగించారు. అయితే కొత్తగా బాధ్యతలు చేపట్టాల్సిన జూనియర్ అసిస్టెంట్లకు లాగిన్ ఐడీలు జారీ చేయడంలో జాప్యం జరగడంతో భూభారతి సేవలు పూర్తిస్థాయిలో నిలిచిపోయాయి.
స్లాట్ బుక్ చేసుకున్నా రిజిస్ట్రేషన్ లేదు
భూముల రిజిస్ట్రేషన్ కోసం ముందుగానే స్లాట్ బుక్ చేసుకున్న కొనుగోలుదారులు, విక్రయదారులు, సాక్షులు నిర్ణీత తేదీల్లో తహసీల్దార్ కార్యాలయాలకు చేరుకుంటున్నారు. అయితే భూభారతి పోర్టల్ పనిచేయకపోవడంతో రిజిస్ట్రేషన్ ప్రక్రియ పూర్తికాకుండానే వెనుదిరగాల్సి వస్తోంది.
రిజిస్ట్రేషన్లు ఎప్పుడు ప్రారంభమవుతాయని కార్యాలయ సిబ్బందిని అడిగితే ‘‘రేపు ప్రారంభమవుతాయి’’ అనే సమాధానం వస్తోందని పలువురు అర్జీదారులు చెబుతున్నారు. దీంతో భూముల కొనుగోలు, విక్రయాలకు సంబంధించిన లావాదేవీలు వాయిదా పడుతున్నాయి.
కొత్తగా స్లాట్ బుక్ చేసుకునేందుకు కూడా పలువురు ప్రజలు వెనుకాడుతున్నారు. ఫలితంగా భూభారతి రిజిస్ట్రేషన్లు నిలిచిపోవడంతో ప్రభుత్వానికి వచ్చే రిజిస్ట్రేషన్ ఆదాయంపై కూడా ప్రభావం పడుతోంది.
జూనియర్ అసిస్టెంట్లకు శిక్షణ పూర్తి
భూభారతి ఆపరేటర్లను తొలగించిన తర్వాత సేవలకు అంతరాయం కలగకుండా ప్రభుత్వం జూనియర్ అసిస్టెంట్లకు ప్రత్యేక శిక్షణ ఇచ్చింది. స్లాట్ బుకింగ్, భూముల వివరాల నమోదు, హక్కుల మార్పిడి, క్రయవిక్రయాలు, వారసత్వ బదిలీలు, మార్టిగేజ్ తదితర భూభారతి సేవలపై వారికి సాంకేతిక అవగాహన కల్పించారు.
జిల్లాలోని 18 మండలాల్లో పనిచేస్తున్న జూనియర్ అసిస్టెంట్లకు శిక్షణ పూర్తయినప్పటికీ, భూభారతి లాగిన్ ఐడీల జారీ ప్రక్రియలో జాప్యం కారణంగా వారు విధులు ప్రారంభించలేకపోతున్నారు.
ప్రభుత్వ ఉద్యోగులే భూభారతి ఆపరేటర్లుగా వ్యవహరిస్తే పొరపాట్లు లేదా అక్రమాలకు పాల్పడిన సందర్భంలో బాధ్యత నేరుగా వారిపైనే ఉండే అవకాశం ఉంటుంది. ఈ ఉద్దేశంతోనే ప్రభుత్వం కొత్త విధానాన్ని అమలు చేస్తోంది.
కొన్ని చోట్ల మాత్రమే తాత్కాలిక సేవలు
జిల్లాలోని రెండు, మూడు తహసీల్దార్ కార్యాలయాల్లో మాత్రం పాత ఆపరేటర్ల సహాయంతో తాత్కాలికంగా భూభారతి సేవలు కొనసాగుతున్నట్లు సమాచారం. మిగిలిన కార్యాలయాల్లో మాత్రం భూభారతి పోర్టల్ సేవలు పూర్తిగా నిలిచిపోయాయి.
కేసముద్రం తహసీల్దార్ జి.వివేక్ మాట్లాడుతూ.. జూనియర్ అసిస్టెంట్లకు భూభారతి లాగిన్ ఐడీలు జారీ చేసే ప్రక్రియ కొనసాగుతోందని తెలిపారు. ఐడీలు అందిన వెంటనే భూముల రిజిస్ట్రేషన్లు యథావిధిగా ప్రారంభమవుతాయని చెప్పారు.
వెంటనే భూభారతి సేవలు పునరుద్ధరించాలి
భూముల రిజిస్ట్రేషన్లు నిలిచిపోవడంతో ప్రజలు తీవ్ర ఇబ్బందులు ఎదుర్కొంటున్న నేపథ్యంలో ప్రభుత్వం వెంటనే స్పందించాలని అర్జీదారులు కోరుతున్నారు. జూనియర్ అసిస్టెంట్లకు లాగిన్ ఐడీలు త్వరగా జారీ చేసి భూభారతి పోర్టల్ సేవలను పునరుద్ధరించాలని డిమాండ్ చేస్తున్నారు.
భూభారతి సేవలు అందుబాటులోకి వస్తేనే పెండింగ్లో ఉన్న భూ రిజిస్ట్రేషన్లు పూర్తికావడంతో పాటు, భూముల క్రయవిక్రయాలు, వారసత్వ బదిలీలు, తనఖా రిజిస్ట్రేషన్లు తదితర ప్రక్రియలు మళ్లీ సాధారణ స్థితికి వచ్చే అవకాశం ఉంది. ప్రజలకు ఇబ్బందులు లేకుండా మహబూబాబాద్ జిల్లాలో భూభారతి రిజిస్ట్రేషన్లను తక్షణమే పునఃప్రారంభించాలని పలువురు కోరుతున్నారు.

Bhoobharati Land Registrations Halted in Mahabubabad for Over Two Weeks
Mahabubabad: Agricultural land registrations through the Bhoobharathi portal have remained suspended for more than two weeks across Mahabubabad district, leaving land buyers, sellers and other applicants in distress. The disruption at Tahsildar offices has also affected the Telangana government’s revenue from land registration fees.
The Bhoobharathi land registration services were being provided through 18 Tahsildar offices across the district. These services included agricultural land sales and purchases, gift transfers, inheritance transfers, mortgage registrations and conversion of agricultural land for non-agricultural purposes.
On average, around four to five registrations were processed every day at each office, translating into nearly 70 different land transactions a day across the district. With the Bhoobharathi portal services now largely unavailable, hundreds of applicants are reportedly waiting for their transactions to be completed.
Bhoobharathi services hit after operators removed
The government had appointed outsourcing personnel as Bhoobharathi operators at every Tahsildar office to handle online land registration services. These operators had reportedly been working with the system for nearly seven years.
However, amid allegations of irregularities involving private operators at several locations, the government decided to remove them and transfer the responsibility to government employees, particularly Junior Assistants.
The outsourcing operators in Mahabubabad district were removed on August 8. However, the transition has resulted in a major operational gap, as the newly trained Junior Assistants are still waiting for their Bhoobharathi login credentials.
As a result, Bhoobharathi land registrations have been disrupted across most Tahsildar offices in the district.
Applicants with booked slots left waiting
The disruption has caused serious inconvenience to people who had already booked slots for land registration.
Land buyers, sellers and witnesses are reportedly visiting Tahsildar offices on scheduled dates only to find that the Bhoobharathi portal services are unavailable. Many applicants are being forced to return without completing their transactions.
Applicants seeking information about when Bhoobharathi land registrations will resume reportedly receive assurances that services would restart “the next day”. However, the delay has continued for more than two weeks.
With uncertainty surrounding the resumption of registrations, several applicants are also reluctant to book fresh slots.
Government revenue takes a hit
The suspension of land registrations in Mahabubabad has not only affected the public but has also impacted government revenue.
Every completed land transaction generates revenue for the government through registration-related fees and other charges. With agricultural land sales, purchases, gift transfers, inheritance transfers and mortgage registrations being delayed, the government is losing potential revenue from these transactions.
The continued disruption has therefore raised concerns among applicants as well as officials over the need for an immediate solution.
Junior Assistants trained but waiting for login IDs
The government reportedly anticipated the transition from outsourced Bhoobharathi operators to Junior Assistants and provided technical training to the employees.
The training covered several important aspects of the Bhoobharathi portal, including slot booking, entry of land details, transfer of rights, sale and purchase transactions, inheritance transfers and mortgage registrations.
Junior Assistants in all 18 mandals of Mahabubabad district were reportedly trained to handle the services.
Officials believe that assigning the responsibility to government employees would also make accountability clearer. In case of errors or irregularities, action could be taken directly against the responsible government employee.
However, despite completing the training, the Junior Assistants are yet to receive their required Bhoobharathi login IDs in several offices.
Temporary arrangements in a few offices
While most Tahsildar offices have been affected, Bhoobharathi services are reportedly continuing temporarily at two or three offices with the assistance of the old operators.
Except for these offices, the e-portal services have remained suspended across the district, leaving applicants waiting for the government to complete the transition process.
Tahsildar says registrations will resume after login IDs are issued
Kasamudram Tahsildar G. Vivek said that the process of issuing Bhoobharathi login IDs to Junior Assistants was underway.
According to the Tahsildar, once the login IDs are issued, land registrations and other Bhoobharathi services will resume as usual.
The statement has offered some hope to applicants who have been waiting for their transactions to be completed. However, there is growing demand for the government to speed up the process and restore Bhoobharathi land registration services without further delay.
Applicants demand immediate restoration of Bhoobharathi services
People who have already booked registration slots are urging the Telangana government and revenue authorities to immediately resolve the technical and administrative issues.
Applicants say that delays in Bhoobharathi land registrations are affecting property transactions and causing unnecessary expenditure and inconvenience to buyers, sellers and witnesses.
They are demanding that login IDs be issued to the trained Junior Assistants at the earliest and that Bhoobharathi portal services in all 18 Tahsildar offices of Mahabubabad district be restored immediately.
The smooth functioning of the Bhoobharathi portal is crucial for ensuring timely agricultural land registrations, property transactions and other revenue services. Authorities are now expected to complete the transition from outsourced operators to government employees and bring Bhoobharathi land registrations back on track at the earliest.
