పాలిటెక్నిక్ విద్యపై ఉన్నత స్థాయి కమిటీ.. విద్యార్థుల భవిష్యత్తుపై కీలక అధ్యయనం
హైదరాబాద్, ఆగస్టు 25: తెలంగాణలో పాలిటెక్నిక్ విద్యను ఆధునికీకరించడంతోపాటు విద్యార్థుల విద్య, కెరీర్, ఉపాధి హక్కుల పరిరక్షణకు ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. రాష్ట్రంలోని పాలిటెక్నిక్ విద్యా వ్యవస్థను సమగ్రంగా అధ్యయనం చేసేందుకు ఉన్నత స్థాయి కమిటీని ఏర్పాటు చేసింది. భవిష్యత్తులో పారిశ్రామిక రంగానికి అవసరమైన నైపుణ్యం కలిగిన మానవ వనరులను తయారు చేయడం, పాలిటెక్నిక్ విద్యలో నైపుణ్యాభివృద్ధి, ఉపాధి అవకాశాలను పెంచడం ఈ కమిటీ ప్రధాన లక్ష్యంగా ఉండనుంది.
కే కేశవరావు చైర్మన్గా కమిటీ
ప్రభుత్వం ఏర్పాటు చేసిన ఉన్నత స్థాయి కమిటీకి ప్రభుత్వ సలహాదారు కే కేశవరావు చైర్మన్గా వ్యవహరించనున్నారు. ఎమ్మెల్సీ ప్రొఫెసర్ కోదండరాం, రిటైర్డ్ ప్రొఫెసర్ శాంతా సిన్హా, విద్యుత్తుశాఖ ప్రత్యేక ప్రధాన కార్యదర్శి నవీన్ మిట్టల్తో పాటు విద్యుత్శాఖ కార్యదర్శిని సభ్యులుగా నియమించింది. సాంకేతిక విద్యాశాఖ కమిషనర్ను మెంబర్ కన్వీనర్గా నియమిస్తూ ప్రభుత్వం ఉత్తర్వులు జారీ చేసింది.
కమిటీ 30 రోజుల్లోగా సమగ్ర అధ్యయనం చేసి సిఫారసులతో కూడిన నివేదికను ప్రభుత్వానికి సమర్పించాల్సి ఉంటుంది. పాలిటెక్నిక్ విద్యను ప్రస్తుత అవసరాలకు అనుగుణంగా ఎలా మార్చాలి, విద్యార్థులకు మెరుగైన ఉపాధి అవకాశాలు ఎలా కల్పించాలి, సాంకేతిక విద్యలో ఎలాంటి సంస్కరణలు తీసుకురావాలనే అంశాలపై కమిటీ దృష్టి సారించనుంది.
పరిశ్రమల అవసరాలకు అనుగుణంగా పాలిటెక్నిక్ విద్య
ప్రస్తుతం వేగంగా మారుతున్న పారిశ్రామిక, సాంకేతిక రంగాల అవసరాలకు అనుగుణంగా పాలిటెక్నిక్ విద్యలో మార్పులు తీసుకురావాలని ప్రభుత్వం భావిస్తోంది. ఇందుకోసం పాఠ్యాంశాలను ఆధునికీకరించడం, ఆధునిక మౌలిక సదుపాయాలను అందుబాటులోకి తీసుకురావడం, పరిశ్రమలతో పాలిటెక్నిక్ కళాశాలలకు అనుసంధానం పెంచడం వంటి అంశాలను పరిశీలించనుంది.
విద్యార్థులకు కేవలం డిప్లొమా విద్య అందించడమే కాకుండా.. స్కిల్ డెవలప్మెంట్, పరిశ్రమ అవసరాలు, ఉద్యోగ నైపుణ్యాలు, కెరీర్ అవకాశాలతో పాలిటెక్నిక్ విద్యను అనుసంధానం చేయాలన్నది ప్రభుత్వ ఉద్దేశంగా కనిపిస్తోంది. తద్వారా పాలిటెక్నిక్ విద్య పూర్తిచేసిన విద్యార్థులకు మెరుగైన ఉద్యోగ అవకాశాలు కల్పించడంతోపాటు స్వయం ఉపాధి అవకాశాలను కూడా పెంచే అవకాశం ఉంది.
జూన్ 16న కీలక ఉత్తర్వులు
పాలిటెక్నిక్ విద్యావ్యవస్థను నైపుణ్యాభివృద్ధి కేంద్రంగా తీర్చిదిద్దే లక్ష్యంతో ప్రభుత్వం జూన్ 16న ఉత్తర్వులు జారీ చేసింది. అయితే పాలిటెక్నిక్ విద్య, స్కిల్ డెవలప్మెంట్ కార్యక్రమాలను ఒకే గొడుగు కిందకు తీసుకురావాలన్న ప్రతిపాదనపై విద్యార్థులు, అధ్యాపకులు, ఉద్యోగుల్లో ఆందోళన వ్యక్తమైంది.
పాలిటెక్నిక్ విద్య భవిష్యత్తు ఏమిటి? విద్యార్థులకు ఉద్యోగ అవకాశాలు ఎలా ఉంటాయి? ప్రభుత్వ పాలిటెక్నిక్ కళాశాలల్లో ఎలాంటి మార్పులు వస్తాయి? ప్రైవేటీకరణకు అవకాశం ఉందా? వంటి అనేక ప్రశ్నలు విద్యార్థులు, అధ్యాపకులు, ఉద్యోగుల్లో తలెత్తాయి. ఈ నేపథ్యంలోనే ప్రభుత్వం ఉన్నత స్థాయి కమిటీని ఏర్పాటు చేసి సమగ్ర అధ్యయనానికి శ్రీకారం చుట్టింది.
ప్రభుత్వ పాలిటెక్నిక్ కళాశాలలపై సీపీఎం ఆందోళన
ఇదిలా ఉండగా.. రాష్ట్రంలోని ప్రభుత్వ పాలిటెక్నిక్ కళాశాలలను ప్రైవేటీకరించే చర్యలను నిలిపివేయాలని సీపీఎం డిమాండ్ చేసింది. పేద, మధ్య తరగతి విద్యార్థులకు అందుబాటులో ఉన్న సాంకేతిక విద్యను బలహీనపర్చడం సరికాదని ఆ పార్టీ రాష్ట్ర కార్యదర్శి జాన్ వెస్లీ పేర్కొన్నారు.
జీవో 97ను తక్షణం రద్దు చేయాలని, పాలిటెక్నిక్ విద్యను రాష్ట్ర సాంకేతిక విద్యా వ్యవస్థలోనే కొనసాగించాలని ఆయన డిమాండ్ చేశారు. ప్రభుత్వ పాలిటెక్నిక్ కళాశాలలను బలోపేతం చేయాల్సింది పోయి వాటి భవిష్యత్తుపై అనిశ్చితి కలిగించే నిర్ణయాలు తీసుకోవడం వల్ల విద్యార్థులు, అధ్యాపకులు, ఉద్యోగుల్లో ఆందోళన పెరుగుతుందని సీపీఎం అభిప్రాయపడింది.
విద్యార్థుల కెరీర్పై కమిటీ నిర్ణయాలు కీలకం
ప్రభుత్వం ఏర్పాటు చేసిన ఉన్నత స్థాయి కమిటీ సిఫారసులు తెలంగాణ పాలిటెక్నిక్ విద్య భవిష్యత్తుకు కీలకంగా మారనున్నాయి. ముఖ్యంగా పాఠ్యాంశాల ఆధునికీకరణ, స్కిల్ డెవలప్మెంట్, పరిశ్రమల అనుసంధానం, ఆధునిక ల్యాబ్లు, మౌలిక సదుపాయాలు, ఉపాధి అవకాశాలు, విద్యార్థుల కెరీర్ హక్కుల పరిరక్షణ వంటి అంశాలపై కమిటీ చేసే సిఫారసులపై ఆసక్తి నెలకొంది.

Telangana Forms High-Level Committee to Modernise Polytechnic Education
Hyderabad, August 25: The Telangana government has constituted a high-level committee to study and modernise polytechnic education in the state, with a particular focus on protecting the educational and career rights of students and improving their employment opportunities.
The move comes amid growing concerns among polytechnic students, faculty members and employees over the government’s proposal to bring polytechnic education and skill development programmes under a common framework.
The government expects the committee to examine the existing polytechnic education system, identify gaps and recommend reforms that can make technical education more relevant to the changing requirements of industry and the job market.
K Keshava Rao to Head High-Level Committee
Government Adviser K Keshava Rao has been appointed as the chairman of the high-level committee. MLC Professor Kodandaram, retired Professor Shanta Sinha and Special Chief Secretary of the Energy Department Naveen Mittal have been appointed as members.
The Secretary of the Energy Department will also be a member, while the Commissioner of Technical Education has been appointed as the Member-Convenor.
The committee has been directed to submit a comprehensive report with its recommendations within 30 days.
The committee is expected to examine various aspects of polytechnic education in Telangana, including curriculum reforms, infrastructure, skill development, industry linkages and employment opportunities for students.
Focus on Skill Development and Employment
The Telangana government is seeking to strengthen polytechnic education so that it can produce skilled human resources capable of meeting the requirements of emerging industries.
The proposed reforms are expected to focus on updating the polytechnic curriculum, introducing modern infrastructure and laboratories, strengthening technical training and establishing stronger links between polytechnic colleges and industries.

Questions Over Government Polytechnic Colleges

The Communist Party of India (Marxist), or CPM, has demanded that the government stop any moves towards privatisation of government polytechnic colleges.
CPM State Secretary John Wesley said weakening technical education that remains accessible to poor and middle-class students would not be appropriate. He demanded that GO 97 be withdrawn immediately and that polytechnic education continue under the state’s technical education system.
The CPM has also expressed concern over the possible impact of any structural changes on students who depend on affordable government institutions for technical education.
Polytechnic Education at a Crucial Stage
The recommendations of the newly constituted high-level committee on polytechnic education are expected to have a significant bearing on the future of technical education in Telangana.
The committee will have to balance two important objectives — modernising polytechnic education in line with industry requirements while ensuring that affordable technical education remains accessible to students from economically weaker and middle-class backgrounds.
Updating the curriculum, improving infrastructure, introducing industry-oriented training, expanding skill development, protecting student career interests and improving employment opportunities could emerge as key areas of discussion.
