మార్కాపురం జిల్లా, ఆగస్టు 31: ఆంధ్రప్రదేశ్లో ప్రతిష్ఠాత్మకమైన వెలిగొండ ప్రాజెక్ట్ ఫేజ్-1 ప్రారంభమైంది. ముఖ్యమంత్రి నారా చంద్రబాబు నాయుడు సోమవారం దోర్నాల మండలం గంటావానిపల్లి వద్ద వెలిగొండ ప్రాజెక్ట్ ఫీడర్ కెనాల్ వద్ద ప్రత్యేక పూజలు నిర్వహించి, కృష్ణమ్మకు జలహారతి ఇచ్చారు. అనంతరం కృష్ణా జలాలను తలపై చల్లుకుని సాంప్రదాయబద్ధంగా పూజా కార్యక్రమంలో పాల్గొన్నారు.
జలహారతి అనంతరం కెనాల్ ఒడ్డున కృష్ణమ్మకు చంద్రబాబు సాష్టాంగ ప్రణామం చేశారు. ఈ దృశ్యంతో అక్కడికి తరలివచ్చిన రైతులు, మహిళలు, స్థానిక ప్రజలు పెద్ద ఎత్తున హర్షధ్వానాలు చేశారు.
పైలాన్ ఆవిష్కరణ.. నల్లమలసాగర్కు కృష్ణా జలాలు
పూజా కార్యక్రమాల అనంతరం ముఖ్యమంత్రి చంద్రబాబు వెలిగొండ ప్రాజెక్ట్ ఫేజ్-1 పైలాన్ను ఆవిష్కరించి ప్రాజెక్టును జాతికి అంకితం చేశారు. అనంతరం ఫీడర్ కెనాల్ వద్ద గేట్లను ఎత్తి నల్లమలసాగర్ రిజర్వాయర్కు కృష్ణా జలాలను విడుదల చేశారు.
స్థానిక రైతులతో బటన్ నొక్కించి గేట్లు ఎత్తించిన వెంటనే కెనాల్లో కృష్ణా జలాలు పరవళ్లు తొక్కుతూ నల్లమలసాగర్ వైపు పరుగులు తీశాయి. దీంతో వెలిగొండ ప్రాజెక్ట్ పరిధిలోని కరువు ప్రాంతాల్లో కొత్త ఆశలు చిగురించాయి.
30 ఏళ్ల నిరీక్షణకు తెర
వెలిగొండ ప్రాజెక్ట్ వెనుక మూడు దశాబ్దాల చరిత్ర ఉంది. 1996 మార్చి 5న అప్పటి ఉమ్మడి ఆంధ్రప్రదేశ్ ముఖ్యమంత్రిగా ఉన్న చంద్రబాబు నాయుడు ఈ ప్రాజెక్టుకు శంకుస్థాపన చేశారు. సరిగ్గా 30 ఏళ్ల తర్వాత అదే చంద్రబాబు చేతుల మీదుగా వెలిగొండ ప్రాజెక్ట్ ఫేజ్-1 ప్రారంభం కావడం ప్రాధాన్యత సంతరించుకుంది.
ఎన్నో సాంకేతిక, ఆర్థిక, నిర్మాణపరమైన సవాళ్లను ఎదుర్కొన్న వెలిగొండ ప్రాజెక్ట్ తొలి దశ ఇప్పుడు పూర్తయింది. కరువు పీడిత ప్రాంతాలకు కృష్ణా జలాలను తీసుకెళ్లాలన్న లక్ష్యంతో చేపట్టిన ఈ ప్రాజెక్ట్ను రాష్ట్ర ప్రభుత్వం అత్యంత ప్రాధాన్య ప్రాజెక్టుగా పరిగణించి పనులను వేగవంతం చేసింది.
ఫేజ్-1తో 1.19 లక్షల ఎకరాలకు సాగునీరు
వెలిగొండ ప్రాజెక్ట్ ఫేజ్-1 ద్వారా నల్లమలసాగర్లోకి 10.7 టీఎంసీల కృష్ణా జలాలను తరలించే సామర్థ్యం ఉంది. తొలి దశలో సుమారు 1.19 లక్షల ఎకరాలకు సాగునీరు, దాదాపు 4 లక్షల మందికి తాగునీరు అందించాలన్నది ప్రాజెక్ట్ లక్ష్యం.
శ్రీశైలం రిజర్వాయర్ ఫోర్షోర్ ప్రాంతంలోని కొల్లం వాగు సమీపం నుంచి కృష్ణా వరద జలాలను నల్లమల కొండల మీదుగా నిర్మించిన జంట సొరంగాల ద్వారా నల్లమలసాగర్కు తరలించే విధంగా ఈ ప్రాజెక్టును రూపొందించారు. ఈ జంట సొరంగాల పొడవు ఒక్కొక్కటి సుమారు 18.8 కిలోమీటర్లు.
ప్రకాశం, నెల్లూరు, కడప ప్రాంతాలకు ఊరట
వెలిగొండ ప్రాజెక్ట్ ప్రధానంగా కరువు ప్రభావిత ప్రాంతాలకు సాగు, తాగునీటి భద్రత కల్పించే లక్ష్యంతో చేపట్టబడింది. కృష్ణా జలాలు నల్లమలసాగర్కు చేరడంతో ఉమ్మడి ప్రకాశం, నెల్లూరు, కడప ప్రాంతాల్లోని కరువు మండలాలకు గణనీయమైన ప్రయోజనం కలగనుంది.
ప్రత్యేకంగా పశ్చిమ ప్రకాశం ప్రాంతంలో వ్యవసాయానికి నీటి కొరత, తాగునీటి సమస్యలు దీర్ఘకాలంగా కొనసాగుతున్న నేపథ్యంలో వెలిగొండ ప్రాజెక్ట్ ప్రారంభం రైతులకు కీలక పరిణామంగా మారింది.
ఫేజ్-2 పూర్తయితే మొత్తం 3.283 లక్షల ఎకరాలకు సాగునీరు, సుమారు 11.25 లక్షల మందికి తాగునీరు అందించే లక్ష్యంతో ప్రాజెక్టును విస్తరించనున్నారు.
నిర్వాసితులకు పరిహారం.. రూ.768 కోట్ల చెల్లింపులు
వెలిగొండ ప్రాజెక్ట్ పనులతో ప్రభావితమైన నిర్వాసిత కుటుంబాల పునరావాసం, పునరావాస పరిహారం విషయంలో కూడా ప్రభుత్వం చర్యలు చేపట్టింది. ప్రభుత్వం తెలిపిన వివరాల ప్రకారం 6,206 నిర్వాసిత కుటుంబాలకు రూ.768 కోట్ల పరిహారం 48 రోజుల వ్యవధిలో చెల్లించారు. అదనంగా గెజిట్లో పేర్లు లేని లబ్ధిదారుల కోసం రూ.169 కోట్లు కేటాయించారు.
ప్రాజెక్ట్ ప్రారంభానికి ముందు పునరావాస, పునరావాస పరిహారం అంశాలను వేగంగా పరిష్కరించేందుకు ప్రభుత్వం చర్యలు తీసుకుంది.
రూ.10,200 కోట్ల భారీ సాగునీటి ప్రాజెక్ట్
పూల సుబ్బయ్య వెలిగొండ ప్రాజెక్ట్ మొత్తం అంచనా వ్యయం సుమారు రూ.10,200 కోట్లు. శ్రీశైలం రిజర్వాయర్ ఫోర్షోర్ నుంచి కృష్ణా వరద జలాలను గ్రావిటీ ద్వారా నల్లమలసాగర్కు తరలించేలా ప్రాజెక్టును రూపొందించారు. మొత్తం ప్రాజెక్ట్ ద్వారా 53.85 టీఎంసీల కృష్ణా వరద జలాలను వినియోగించాలన్నది లక్ష్యం.
ఈ ప్రాజెక్ట్లోని జంట సొరంగాలు నల్లమల కొండల గుండా నిర్మించబడ్డాయి. అత్యంత క్లిష్టమైన భౌగోళిక, పర్యావరణ పరిస్థితుల్లో సొరంగాల నిర్మాణం చేపట్టడం వెలిగొండ ప్రాజెక్ట్లో ప్రధాన ఇంజినీరింగ్ సవాళ్లలో ఒకటిగా నిలిచింది.
భారీ బహిరంగ సభ
వెలిగొండ ప్రాజెక్ట్ ఫేజ్-1 ప్రారంభోత్సవం సందర్భంగా గంటావానిపల్లి వద్ద భారీ ప్రజా వేదికను ఏర్పాటు చేశారు. వేలాది మంది స్థానిక ప్రజలు, రైతులు, ప్రజాప్రతినిధులు కార్యక్రమానికి హాజరయ్యారు. రాష్ట్ర ప్రభుత్వ అధికారిక కార్యక్రమానికి ‘వెలిగొండ జలసిరులు – అభివృద్ధికి రెక్కలు’ అనే థీమ్ను ఖరారు చేశారు.
ఈ కార్యక్రమంలో ఏపీ బీజేపీ అధ్యక్షుడు మాధవ్, మంత్రులు కందుల దుర్గేష్, నిమ్మల రామానాయుడు తదితరులు పాల్గొన్నారు.
30 ఏళ్ల కల.. కృష్ణమ్మతో కొత్త అధ్యాయం
వెలిగొండ ప్రాజెక్ట్ ఫేజ్-1 ప్రారంభంతో కృష్ణా జలాలు నల్లమలసాగర్కు చేరడం పశ్చిమ ప్రకాశం సహా కరువు ప్రాంతాల సాగు, తాగునీటి అవసరాలకు కీలక మలుపుగా ప్రభుత్వం అభివర్ణిస్తోంది. 1996లో శంకుస్థాపన చేసిన ప్రాజెక్టును మూడు దశాబ్దాల తర్వాత ప్రారంభించిన చంద్రబాబు నాయుడు.. ఈ కార్యక్రమాన్ని తన రాజకీయ, పరిపాలనా ప్రస్థానంలో ప్రత్యేక ఘట్టంగా పేర్కొన్నారు.
కృష్ణమ్మ జలాలు నల్లమలసాగర్లోకి చేరడంతో వెలిగొండ ప్రాజెక్ట్ ఇప్పుడు కాగితాలపై ఉన్న ప్రాజెక్ట్ నుంచి ఆచరణలోకి వచ్చిన సాగునీటి ప్రాజెక్ట్గా మారింది.

The Chief Minister formally dedicated the Veligonda Project Phase 1 to the nation and released Krishna waters into the Nallamala Sagar reservoir.
The inauguration took place at the Veligonda Project feeder canal near Gantavanipalli in Dornala mandal. Chandrababu Naidu began the programme with traditional rituals, offering Jal Harathi to River Krishna and presenting Saare. He also sprinkled Krishna water on his head as part of the ceremonial proceedings.
Dressed traditionally in a dhoti, the Chief Minister participated in the puja and offered a Sashtanga Pranam to River Krishna on the banks of the feeder canal. The gesture drew loud cheers from farmers, women and local residents who gathered in large numbers for the inauguration of the Veligonda Project Phase 1.
Chandrababu Naidu Unveils Veligonda Project Phase 1
Following the traditional ceremony, Chandrababu Naidu unveiled the Veligonda Project Phase 1 pylon and formally dedicated the project to the nation.
The Chief Minister then inaugurated the water release by lifting the gates at the Veligonda Project feeder canal. Local farmers were given the opportunity to press the button to operate the gates in the presence of the Chief Minister.
As the gates opened, Krishna waters surged through the feeder canal towards Nallamala Sagar, creating a celebratory atmosphere among farmers and people from the drought-prone regions.
