మెదక్‌: గ్రామీణ ప్రాంతాల్లో ప్రజలకు అందుబాటులో ఉండాల్సిన ప్రభుత్వ వైద్య పరీక్షల వ్యవస్థలో లోపాలు రోగులను తీవ్ర ఇబ్బందులకు గురిచేస్తున్నాయి. మెదక్‌ జిల్లాలోని పీహెచ్‌సీలు, పల్లె దవాఖానాలు, బస్తీ దవాఖానాలు, ప్రభుత్వ ఆస్పత్రులు వైద్య పరీక్షల కోసం సంగారెడ్డి జిల్లా కేంద్రంలోని టీ-హబ్‌పై ఆధారపడాల్సిన పరిస్థితి నెలకొంది. దీంతో రక్త నమూనాల తరలింపు, పరీక్షల నిర్వహణ, రిపోర్టుల జాప్యం వంటి సమస్యలు పెరుగుతున్నాయి.

ప్రస్తుతం మెదక్‌ జిల్లాలోని పీహెచ్‌సీల్లో ప్రాథమిక వైద్య పరీక్షలు సైతం సక్రమంగా జరగకపోవడం ఆందోళన కలిగిస్తోంది. లక్షలాది రూపాయల వ్యయంతో ఏర్పాటు చేసిన సెల్‌ కౌంటర్‌ యంత్రాలు నిర్వహణ లేక మూలనపడటం, కొన్ని పీహెచ్‌సీల్లో యంత్రాలు లేకపోవడం, మరికొన్ని చోట్ల కెమికల్స్‌ కొరత ఉండటం వల్ల వైద్య పరీక్షల సేవలు పూర్తిస్థాయిలో అందడం లేదు.

టీ-హబ్‌పైనే ఆధారం

మెదక్‌ జిల్లాలోని ప్రభుత్వ జనరల్‌ ఆస్పత్రి, ఎంసీహెచ్‌, ఏరియా ఆస్పత్రులు, పీహెచ్‌సీలు, బస్తీ దవాఖానాలు రోగ నిర్ధారణ పరీక్షల కోసం టీ-హబ్‌పై ఆధారపడుతున్నాయి. టీ-హబ్‌లో నిత్యం సుమారు 134 రకాల వైద్య పరీక్షలు నిర్వహించాల్సి ఉండగా, ప్రస్తుతం కొన్ని అత్యంత కీలకమైన పరీక్షలు నిలిచిపోయినట్లు తెలుస్తోంది.

సీబీపీ, సీఆర్‌పీ, లిపిడ్‌ ప్రొఫైల్‌, ఆర్‌పీఆర్‌ వంటి ముఖ్యమైన రక్త పరీక్షలు అందుబాటులో లేకపోవడం వల్ల రోగులు ఇబ్బందులు పడుతున్నారు. ముఖ్యంగా సీజనల్‌ వ్యాధులు విజృంభిస్తున్న సమయంలో కీలకమైన రోగ నిర్ధారణ పరీక్షలు నిలిచిపోవడం వైద్య సేవలపై ప్రభావం చూపుతోంది.

పీహెచ్‌సీల్లో ర్యాపిడ్‌ టెస్టులకే పరిమితం

గ్రామీణ ప్రాంత ప్రజలకు అత్యంత చేరువగా ఉండే ప్రాథమిక ఆరోగ్య కేంద్రాల్లో (పీహెచ్‌సీలు) వైద్య పరీక్షల పరిస్థితి మరింత దారుణంగా ఉందనే ఆరోపణలు వినిపిస్తున్నాయి.

పీహెచ్‌సీల్లో ఏర్పాటు చేసిన సెల్‌ కౌంటర్‌ యంత్రాలకు సరైన నిర్వహణ లేకపోవడంతో అవి పనిచేయడం లేదని సమాచారం. కొన్ని కేంద్రాల్లో యంత్రాలు లేకపోవడం, ఉన్న చోట్ల కెమికల్స్‌ అందుబాటులో లేకపోవడం సమస్యగా మారింది.

దీంతో ప్రస్తుతం పలు పీహెచ్‌సీల్లో మలేరియా, డెంగీ, హెచ్‌ఐవీ, టైఫాయిడ్‌ వంటి కొన్ని పరీక్షలను మాత్రమే ర్యాపిడ్‌ టెస్ట్‌ కిట్లతో నిర్వహిస్తున్నారు. రక్తంలో కణాల సంఖ్యను తెలుసుకునేందుకు అత్యంత ప్రాథమికంగా అవసరమైన కంప్లీట్‌ బ్లడ్‌ కౌంట్‌ (CBC) పరీక్ష కూడా స్థానికంగా అందుబాటులో లేకపోవడం గమనార్హం.

రోజుకు 2 వేల మంది ఓపీకి

మెదక్‌ జిల్లా వ్యాప్తంగా 98 పల్లె దవాఖానాలు, రెండు బస్తీ దవాఖానాలు, 20 పీహెచ్‌సీలు, ఒక అర్బన్‌ హెల్త్‌ సెంటర్‌ ఉన్నట్లు అధికారులు పేర్కొంటున్నారు. వీటి పరిధిలో రోజూ దాదాపు 2 వేల మంది వరకు ఓపీ సేవలు పొందుతున్నారు.

వీరిలో సుమారు వెయ్యి మందికి అవసరమైన రక్త నమూనాలను సేకరించి జిల్లా కేంద్రంలోని టీ-హబ్‌కు పంపిస్తున్నట్లు సమాచారం. పెద్ద సంఖ్యలో రక్త నమూనాలు ఒకే కేంద్రానికి చేరుతుండటంతో పరీక్షల నిర్వహణపై ఒత్తిడి పెరుగుతోంది.

రిపోర్టుల కోసం 2–3 రోజుల నిరీక్షణ

టీ-హబ్‌కు రక్త నమూనాలు పంపించిన తర్వాత రిపోర్టులు రావడానికి రెండు నుంచి మూడు రోజుల సమయం పడుతున్నట్లు తెలుస్తోంది. దీంతో అత్యవసర వైద్య చికిత్స అవసరమైన రోగులు సైతం రిపోర్టుల కోసం వేచి చూడాల్సిన పరిస్థితి ఏర్పడుతోంది.

ప్రాథమిక స్థాయి రక్త పరీక్షల కోసం కూడా గ్రామీణ ప్రాంతాల నుంచి రోగులు మళ్లీ ఆస్పత్రులకు రావాల్సి రావడంతో వారికి ప్రయాణ ఖర్చులు, సమయం, శారీరక ఇబ్బందులు అదనపు భారంగా మారుతున్నాయి.

ప్రైవేటు ల్యాబ్‌లను ఆశ్రయిస్తున్న రోగులు

ప్రభుత్వ ఆస్పత్రుల్లో వైద్య పరీక్షలు అందుబాటులో లేకపోవడం లేదా రిపోర్టులు ఆలస్యమవుతుండటంతో కొంతమంది రోగులు ప్రైవేటు డయాగ్నోస్టిక్‌ కేంద్రాలను ఆశ్రయిస్తున్నారు.

ప్రైవేటు ల్యాబ్‌లలో పరీక్షలు చేయించుకోవడానికి డబ్బులు చెల్లించాల్సి రావడంతో పేద, మధ్యతరగతి కుటుంబాలపై అదనపు ఆర్థిక భారం పడుతోంది. ప్రభుత్వ వైద్య వ్యవస్థలో ఉచితంగా లేదా తక్కువ ఖర్చుతో అందాల్సిన ప్రాథమిక రోగ నిర్ధారణ పరీక్షలు అందుబాటులో లేకపోవడం పట్ల రోగులు అసంతృప్తి వ్యక్తం చేస్తున్నారు.

సాంకేతిక సమస్యలు.. కెమికల్స్‌ కొరత

పీహెచ్‌సీల్లో వైద్య పరీక్షల కోసం అవసరమైన యంత్రాలు, కెమికల్స్‌, సాంకేతిక సిబ్బంది, నిర్వహణ వంటి అంశాలపై నిరంతర పర్యవేక్షణ అవసరం. అయితే కొన్ని కేంద్రాల్లో యంత్రాలు పనిచేయకపోవడం, కెమికల్స్‌ కొరత ఉండటం వంటి సమస్యలు తరచూ ఎదురవుతున్నాయని తెలుస్తోంది.

ప్రత్యేకంగా సీబీసీ వంటి ప్రాథమిక రక్త పరీక్షలు కూడా స్థానికంగా జరగకపోవడం ప్రభుత్వ ప్రాథమిక ఆరోగ్య సేవల లక్ష్యానికే విరుద్ధమనే విమర్శలు వస్తున్నాయి.

శాశ్వత పరిష్కారం చూపాలని డిమాండ్‌

మెదక్‌ జిల్లాలో వైద్య పరీక్షల సమస్యకు తాత్కాలిక చర్యలు కాకుండా శాశ్వత పరిష్కారం చూపాలని రోగులు కోరుతున్నారు. పీహెచ్‌సీల్లో పనిచేయకుండా ఉన్న సెల్‌ కౌంటర్‌ యంత్రాలను వెంటనే మరమ్మతు చేయాలని, అవసరమైన చోట కొత్త యంత్రాలను ఏర్పాటు చేయాలని, కెమికల్స్‌ కొరత లేకుండా సరఫరా వ్యవస్థను బలోపేతం చేయాలని కోరుతున్నారు.

అలాగే టీ-హబ్‌పై ఆధారపడే రక్త నమూనాల సంఖ్యను తగ్గించేందుకు పీహెచ్‌సీల స్థాయిలోనే అవసరమైన రోగ నిర్ధారణ పరీక్షలు నిర్వహించేలా చర్యలు తీసుకోవాలని ప్రజలు డిమాండ్‌ చేస్తున్నారు.

అధికారుల వివరణ

మెదక్‌ జిల్లాలోని పీహెచ్‌సీల్లో ప్రస్తుతం మలేరియా, డెంగీ, హెచ్‌ఐవీ, టైఫాయిడ్‌ వంటి పరీక్షలను ర్యాపిడ్‌ కిట్ల ద్వారా నిర్వహిస్తున్నామని అధికారులు తెలిపారు. కొన్ని ప్రాంతాల్లో సెల్‌ కౌంటర్‌ యంత్రాలు అందుబాటులో లేకపోవడం వల్ల రక్త నమూనాలను సేకరించి జిల్లా కేంద్రంలోని టీ-హబ్‌కు పంపిస్తున్నామని చెప్పారు.

యంత్రాల మరమ్మతులకు సంబంధించి ఉన్నతాధికారులకు నివేదికలు అందజేశామని, రోగులకు ఎలాంటి ఇబ్బందులు కలగకుండా వైద్య సేవలు అందించేందుకు చర్యలు తీసుకుంటున్నామని అధికారులు పేర్కొన్నారు.

Medak: Healthcare services in several Medak Primary Health Centres (PHCs) are facing serious challenges due to the non-availability of essential diagnostic tests, shortage of chemicals and non-functional laboratory equipment. With several government healthcare facilities depending on the T-Hub at the Sangareddy district headquarters for diagnostic services, patients are reportedly facing delays in receiving medical reports.

The situation has become particularly concerning at a time when seasonal diseases are increasing. The disruption of laboratory services is forcing many patients to approach private diagnostic centres, resulting in additional financial burden on poor and middle-class families.

Medak PHCs Depend Heavily on T-Hub

Government General Hospital, MCH, area hospitals, PHCs and basti dawakhanas in the region depend on the T-Hub diagnostic facility at Sangareddy district headquarters for several medical tests.

Around 134 types of diagnostic tests are supposed to be conducted regularly at the facility. However, several important tests, including Complete Blood Count (CBC), C-Reactive Protein (CRP), lipid profile and RPR, are reportedly unavailable or affected.

The disruption has created difficulties for patients who require diagnostic reports before doctors can finalise treatment.

Only Rapid Tests Available at Several PHCs

The condition of laboratory facilities at Medak PHCs is reportedly a major concern, particularly in rural areas.

Cell counter machines purchased at considerable cost have allegedly become non-functional due to lack of maintenance. In some PHCs, laboratory equipment is reportedly unavailable altogether, while centres that have equipment are facing shortages of chemicals and other consumables.

As a result, several Medak PHCs are currently depending mainly on rapid diagnostic kits.

Tests for diseases such as malaria, dengue, HIV and typhoid are being conducted through rapid kits. However, basic laboratory investigations such as CBC blood tests are reportedly not being performed at some PHCs.

Blood Samples Sent to District Centre

Medak district has 98 Palle Dawakhanas, two Basti Dawakhanas, 20 Primary Health Centres and one Urban Health Centre, according to the information provided.

Together, these healthcare facilities reportedly cater to nearly 2,000 outpatients every day. Blood samples from around 1,000 patients are being collected and sent to the T-Hub at the district headquarters for diagnostic testing.

With a large number of blood samples reaching the central facility, patients are reportedly experiencing delays in receiving their test reports.

Patients Waiting 2–3 Days for Reports

One of the major concerns associated with the Medak PHCs medical test shortage is the delay in diagnostic reports.

Patients whose blood samples are sent to the district-level T-Hub reportedly have to wait two to three days for their reports. For patients requiring urgent treatment, such delays can create additional difficulties.

People from remote villages also have to make repeated trips to healthcare facilities to collect reports or consult doctors after receiving test results. This increases their travel expenses, waiting time and overall healthcare costs.

Private Diagnostic Centres Become the Alternative

With essential diagnostic tests not readily available at some government health facilities, patients are increasingly being pushed towards private diagnostic centres.

For economically weaker families, paying for blood tests and other diagnostic investigations at private laboratories can be a significant financial burden.

Patients argue that basic diagnostic services should be readily available at government PHCs so that treatment can begin without unnecessary delays or additional expenditure.

Seasonal Diseases Add to the Pressure

The disruption in diagnostic services comes at a critical time when seasonal illnesses such as dengue, malaria and other fever-related diseases require timely testing and diagnosis.

Doctors often depend on blood investigations to assess a patient’s condition and determine the appropriate treatment. The lack of basic laboratory facilities at the PHC level could therefore increase the pressure on higher-level government hospitals and diagnostic centres.

Immediate Repairs and Regular Supply Needed

Patients and local residents are demanding immediate intervention from health authorities to address the Medak PHCs medical test shortage.

They have sought:

  • Immediate repair of non-functional cell counter machines
  • Installation of laboratory equipment wherever it is unavailable
  • Regular supply of chemicals and diagnostic consumables
  • Availability of essential CBC and other blood tests at PHC level
  • Reduction in delays at the T-Hub
  • Regular monitoring of laboratory services
  • A permanent mechanism to prevent recurring shortages

Health officials need to ensure that laboratory equipment remains functional and that essential chemicals and consumables are supplied without interruption.

Officials Say Repairs Have Been Reported

Officials said that malaria, dengue, HIV and typhoid tests are being conducted through rapid test kits at PHCs in Medak district.

Where cell counter machines are not available, blood samples are being collected and sent to the district-level T-Hub for testing, they said.

Officials also stated that reports regarding the repair of laboratory equipment have been submitted to the higher authorities and assured that efforts are being made to provide medical services without inconvenience to patients.

Need for a Permanent Solution

The recurring problems at Medak PHCs highlight the need for strengthening diagnostic infrastructure at the primary healthcare level.

Instead of depending entirely on a centralised diagnostic facility, essential blood tests should be made available at PHCs wherever technically feasible. Functional laboratory equipment, trained personnel, uninterrupted chemical supplies and regular maintenance are essential for ensuring timely diagnosis.

For rural patients, a functional Medak PHCs medical testing system can mean the difference between receiving treatment on time and making repeated trips to distant hospitals.

Authorities are therefore expected to take immediate corrective measures and establish a permanent solution to the diagnostic test shortage in Medak PHCs, particularly during periods of increased seasonal disease activity.
