హైదరాబాద్ మెట్రోకు భారీ ఆర్థిక రుణం.. ఐఆర్ఎఫ్సీతో కీలక ఒప్పందం
హైదరాబాద్ మెట్రో రైలుకు (Hyderabad Metro Rail) భారీ ఆర్థిక ప్రయోజనం చేకూరింది. ఇండియన్ రైల్వే ఫైనాన్స్ కార్పొరేషన్తో (ఐఆర్ఎఫ్సీ) హైదరాబాద్ మెట్రో కీలక రీఫైనాన్సింగ్ ఒప్పందం కుదుర్చుకుంది. రూ.13,600 కోట్ల రుణ సదుపాయానికి సంబంధించిన ఈ ఒప్పందంపై ఈరోజు (సోమవారం) ఢిల్లీలో సంతకాలు జరిగాయి. ఈ కార్యక్రమంలో ఐఆర్ఎఫ్సీ సీఎండీ మనోజ్ కుమార్ దూబే, తెలంగాణ ప్రభుత్వ ప్రధాన కార్యదర్శి రామకృష్ణరావు సమక్షంలో ఈ ఒప్పంద ప్రక్రియ పూర్తయింది. హైదరాబాద్ మెట్రోకు దీర్ఘకాలిక ఆర్థిక బలం చేకూర్చే కీలక అడుగుగా ఈ ఒప్పందాన్ని అధికారులు అభివర్ణించారు.తెలంగాణ ముఖ్యమంత్రి రేవంత్రెడ్డి నాయకత్వంలో పట్టణ రవాణా వ్యవస్థను మరింత బలోపేతం చేయడానికి ప్రభుత్వం కట్టుబడి ఉందని సీఎస్ రామకృష్ణ రావు తెలిపారు. హైదరాబాద్ దేశ ఆర్థిక వృద్ధికి కీలక కేంద్రంగా ఎదుగుతోందని, మెట్రో కనెక్టివిటీ విస్తరణతో ట్రాఫిక్ రద్దీ తగ్గి ప్రజలకు మెరుగైన రవాణా సౌకర్యాలు అందుతాయని పేర్కొన్నారు. ఈ ఒప్పందం ప్రకారం ప్రస్తుతం ఉన్న రుణాలను రీఫైనాన్స్ చేసేందుకు రూ.13,600 కోట్ల రుణం మంజూరు చేయనున్నారు. నాన్ కన్వర్టిబుల్ డిబెంచర్లు, కమర్షియల్ పేపర్లు, వర్కింగ్ కాపిటల్ రీఫైనాన్సింగ్ కోసం ఈ నిధులను వినియోగించనున్నారు. 20 ఏళ్ల కాలపరిమితితో త్రైమాసిక చెల్లింపుల విధానంలో ఈ రుణ సదుపాయం ఇవ్వనున్నారు.
రీఫైనాన్సింగ్ ద్వారా హైదరాబాద్ మెట్రోపై ఉన్న ఆర్థిక భారం తగ్గడమే కాకుండా, భవిష్యత్తులో విస్తరణ ప్రణాళికలకు కూడా ఆర్థిక వెసులుబాటు కలగనుంది. మరో కీలక పరిణామంగా, లార్సెన్ అండ్ టూబ్రో (Larsen & Toubro) నుంచి ఎల్అండ్టీ మెట్రో రైల్ హైదరాబాద్ లిమిటెడ్ వందశాతం యాజమాన్యం తెలంగాణ ప్రభుత్వానికి బదిలీ కానుంది. దీంతో హైదరాబాద్ మెట్రో రాష్ట్ర ప్రభుత్వ ఆధీనంలోని ప్రధాన ప్రజా రవాణా ఆస్తిగా మారనుంది. ఈ సందర్భంగా భారత ప్రభుత్వం, ఐఆర్ఎఫ్సీ, ఎల్అండ్టీ, హైదరాబాద్ మెట్రో రైలు బృందాలకు సీఎస్ రామకృష్ణరావు కృతజ్ఞతలు తెలిపారు. హైదరాబాద్కు సమర్థవంతమైన, సుస్థిరమైన ప్రజా రవాణా వ్యవస్థను విస్తరించడమే ప్రభుత్వ లక్ష్యమని సీఎస్ స్పష్టం చేశారు.

Hyderabad Metro Bags ₹13,600 Crore IRFC Refinance Boost for Future Expansion
The Hyderabad Metro Rail has received a major financial boost through a key refinancing agreement with Indian Railway Finance Corporation. The agreement, worth ₹13,600 crore, was formally signed on Monday in Delhi. The signing ceremony took place in the presence of IRFC Chairman and Managing Director Manoj Kumar Dubey and Telangana Chief Secretary Ramakrishna Rao.
Officials described the agreement as a significant step toward strengthening the long-term financial stability of Hyderabad Metro Rail. Telangana Chief Secretary Ramakrishna Rao stated that under the leadership of Chief Minister A. Revanth Reddy, the state government is committed to further strengthening the urban transport system. He noted that Hyderabad is emerging as a major driver of India’s economic growth and that expanding metro connectivity will help reduce traffic congestion while providing better public transportation facilities to citizens.
Under this agreement, a ₹13,600 crore loan facility will be provided to refinance the existing debt of Hyderabad Metro Rail. The funds will be utilized for refinancing non-convertible debentures (NCDs), commercial papers, and working capital requirements. The loan facility will have a tenure of 20 years with quarterly repayment terms.
The refinancing arrangement is expected to significantly reduce the financial burden on Hyderabad Metro Rail and create greater financial flexibility for future expansion projects. In another major development, 100% ownership of L&T Metro Rail Hyderabad Limited will be transferred from Larsen & Toubro to the Telangana government. As a result, Hyderabad Metro Rail will become a major public transport asset fully under the control of the state government.
On this occasion, Chief Secretary Ramakrishna Rao expressed gratitude to the Government of India, IRFC, L&T, and the Hyderabad Metro Rail teams for their support. He reiterated that the government’s goal is to expand an efficient and sustainable public transportation system for Hyderabad.
