ఫీజుల రియంబర్స్మెంట్ స్కీం ఎత్తివేసే కుట్రలు మానుకోవాలి: గుజ్జ సత్యం

హైదరాబాద్, కాచిగూడ ప్రతినిధి: రాష్ట్రంలో ఫీజు రీయింబర్స్మెంట్ పథకాన్ని బలహీనపరిచే కుట్రలను ప్రభుత్వం వెంటనే విరమించుకోవాలని, లేకపోతే విద్యార్థి ఉద్యమాలతో తెలంగాణ రాష్ట్రం అగ్నిగుండంగా మారే పరిస్థితి ఏర్పడుతుందని రాజ్యసభ సభ్యులు, జాతీయ బీసీ సంక్షేమ సంఘం అధ్యక్షులు ఆర్. కృష్ణయ్య తీవ్ర హెచ్చరిక చేశారు. కాచిగూడ మహారాజ్ హోటల్లో నిర్వహించిన అఖిలపక్ష రౌండ్ టేబుల్ సమావేశంలో ఆయన ముఖ్య అతిథిగా పాల్గొని మాట్లాడారు.
అఖిలపక్ష రౌండ్ టేబుల్ సమావేశానికి జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం, రాష్ట్ర బీసీ సంక్షేమ సంఘం వర్కింగ్ ప్రెసిడెంట్ నీల వెంకటేష్, ప్రధాన కార్యదర్శి ప్రసాద్ అధ్యక్షత వహించారు. సమావేశానికి మాజీ స్పీకర్, శాసనమండలి ప్రతిపక్ష నేత మధుసూదనా చారి, వివిధ రాజకీయ పార్టీల నాయకులు, బీసీ సంఘాల ప్రతినిధులు హాజరయ్యారు. BRS, BJP, BSP, AAP, BJP-OBC మోర్చా, రిపబ్లిక్ పార్టీ ప్రతినిధులతో పాటు 34 బీసీ కుల సంఘాలు, 18 బీసీ సంఘాల నాయకులు పాల్గొన్నారు.
సమావేశంలో మాట్లాడిన ఆర్. కృష్ణయ్య, ఫీజు రీయింబర్స్మెంట్ పథకం రెండు తెలుగు రాష్ట్రాల్లో సామాజిక–విద్యా విప్లవానికి నాంది పలికిందన్నారు. గత 18 సంవత్సరాలుగా అమలవుతున్న ఈ పథకం వల్ల దాదాపు రెండు కోట్ల కుటుంబాల జీవితాల్లో గణనీయమైన మార్పులు వచ్చాయని చెప్పారు. పేద, ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ వర్గాల విద్యార్థులు ఉన్నత విద్య వైపు అడుగులు వేయడానికి ఈ పథకం కీలక పాత్ర పోషించిందన్నారు.
ఇటీవల హైకోర్టు సింగిల్ జడ్జి ఇచ్చిన తీర్పు, అనంతరం ప్రభుత్వం జారీ చేసిన GO నెం.07పై ఆయన తీవ్ర అభ్యంతరం వ్యక్తం చేశారు. విద్యార్థుల ఖాతాల్లో నేరుగా ఫీజు జమ చేసే విధానం అమల్లోకి వస్తే కాలేజీ అడ్మిషన్లు, ఫీజు చెల్లింపుల వ్యవస్థలో గందరగోళం ఏర్పడే ప్రమాదం ఉందన్నారు. కాలేజీలు విద్యార్థుల వద్ద నేరుగా ఫీజులు వసూలు చేయలేని పరిస్థితుల్లో ఈ విధానం ఆచరణ సాధ్యం కాదని స్పష్టం చేశారు.
శాసనమండలి ప్రతిపక్ష నేత మధుసూదనా చారి మాట్లాడుతూ, విద్య అనేది రాజ్యాంగబద్ధమైన హక్కు అని, పేద విద్యార్థులకు ఉన్నత విద్య అందించే బాధ్యత ప్రభుత్వాలపై ఉందన్నారు. ప్రభుత్వం విధాన నిర్ణయాల్లో స్పష్టత లేకపోవడం వల్ల వేలాది మంది విద్యార్థులు అనిశ్చితి పరిస్థితులను ఎదుర్కొంటున్నారని వ్యాఖ్యానించారు. విద్యార్థులపై ఫీజుల ఒత్తిడి పెంచడం, సర్టిఫికెట్లు నిలిపివేయడం వంటి చర్యలు తీవ్ర పరిణామాలకు దారితీసే ప్రమాదం ఉందన్నారు.
జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం మాట్లాడుతూ, ఫీజు రీయింబర్స్మెంట్ పథకం కేవలం సంక్షేమ కార్యక్రమం కాదని, ఇది సామాజిక న్యాయం, విద్యా సమానత్వానికి ప్రతీకగా నిలిచిందన్నారు. నేడు వేల కోట్ల ఫీజు బకాయిల కారణంగా విద్యార్థులు, తల్లిదండ్రులు, కళాశాలలు తీవ్ర ఇబ్బందులు ఎదుర్కొంటున్నాయని పేర్కొన్నారు.
ఇటీవల విద్యార్థి ప్రణీత్ ఆత్మహత్య ఘటనను ప్రస్తావిస్తూ, ఫీజుల ఒత్తిడి విద్యార్థుల జీవితాలపై తీవ్ర ప్రభావం చూపుతోందని ఆవేదన వ్యక్తం చేశారు. రాష్ట్రవ్యాప్తంగా ఇదే పరిస్థితి కొనసాగితే విద్యార్థుల్లో అసంతృప్తి మరింత పెరిగే ప్రమాదం ఉందన్నారు.
సమావేశంలో నాయకులు మాట్లాడుతూ ప్రస్తుతం రాష్ట్రంలో దాదాపు రూ.8 వేల కోట్లకు పైగా ఫీజు రీయింబర్స్మెంట్ బకాయిలు పెండింగ్లో ఉన్నాయని తెలిపారు. ప్రభుత్వం నుంచి నిధులు విడుదల కాకపోవడంతో కళాశాలలు ఆర్థిక సంక్షోభంలో చిక్కుకున్నాయని, విద్యార్థులకు హాల్ టికెట్లు, సర్టిఫికెట్లు ఇవ్వకుండా ఒత్తిడి పెరుగుతోందని ఆందోళన వ్యక్తం చేశారు.
ఫీజు రీయింబర్స్మెంట్ పథకం తెలంగాణ ఐటీ రంగం అభివృద్ధికి కూడా పరోక్షంగా తోడ్పడిందని, నైపుణ్యం కలిగిన యువత అందుబాటులోకి రావడంతో హైదరాబాద్ ప్రపంచ స్థాయి ఐటీ కేంద్రంగా ఎదిగిందని పేర్కొన్నారు.

• కొత్తగా జారీ చేసిన GO నెం.07ను వెంటనే ఉపసంహరించుకోవాలి
• హైకోర్టు సింగిల్ జడ్జి తీర్పుపై ఫుల్ బెంచ్కు అప్పీల్ చేయాలి
• పెండింగ్లో ఉన్న రూ.8 వేల కోట్ల ఫీజు బకాయిలను తక్షణమే విడుదల చేయాలి

Strong opposition emerged against the Telangana government’s handling of the Fee Reimbursement Scheme as leaders at an All-Party Round Table Meeting demanded immediate release of pending dues and withdrawal of GO No.07. The meeting witnessed sharp criticism from political leaders, BC welfare representatives, and student rights activists over the growing uncertainty surrounding higher education in the state.
The All-Party Round Table Meeting held at Maharaja Hotel, Kachiguda, was chaired by Gujja Sathyam, National Vice President of the National BC Welfare Association, along with State BC Welfare Association Working President Neela Venkatesh and General Secretary Prasad.
The meeting was attended by Rajya Sabha MP R. Krishnaiah, Legislative Council Opposition Leader Madhusudana Chary, representatives from BRS, BJP, BSP, AAP, BJP-OBC Morcha, Republic Party, and leaders from 34 BC caste associations and 18 BC welfare organizations.
Gujja Sathyam Raises Alarm Over Student Crisis in Telangana
Speaking at the meeting, Gujja Sathyam expressed serious concern over the ongoing crisis surrounding Fee Reimbursement dues and stated that thousands of students, parents, and educational institutions are facing severe uncertainty due to policy confusion.
Gujja Sathyam said the Fee Reimbursement Scheme is not merely a welfare initiative but a transformational social justice program that enabled lakhs of students from BC, SC, ST, Minority, and economically weaker sections to pursue higher education.
He demanded the immediate release of over ₹8,000 crore pending Fee Reimbursement dues, stating that continued delays are placing immense pressure on students and colleges across Telangana.
“Students are being denied certificates, hall tickets, admissions, and academic opportunities due to pending payments. Education should not become a burden for poor families,” Gujja Sathyam stated.
R. Krishnaiah Warns of Statewide Protests
Rajya Sabha MP and National BC Welfare Association President R. Krishnaiah warned that any attempt to weaken or dismantle the Fee Reimbursement Scheme could trigger widespread student protests across Telangana.
He stated that the scheme has brought revolutionary changes over the last 18 years and significantly improved access to higher and professional education among weaker sections.
According to him, nearly two crore families across the Telugu states benefited from the program, contributing to social mobility and economic growth.
Madhusudana Chary Criticizes Policy Confusion
Legislative Council Opposition Leader Madhusudana Chary questioned the practicality of GO No.07 and criticized the government’s lack of clarity in implementing education policies.
He stated that education is a constitutional right and governments have a responsibility to protect students from financial distress.
He also raised concerns regarding reports of colleges allegedly pressuring students over fees and withholding academic documents.
Concerns Over GO No.07 and Court Developments
Leaders at the meeting expressed concerns that the recently issued GO No.07, which proposes transferring fee payments directly into students’ accounts, may create operational confusion for educational institutions.
Participants argued that such changes could negatively impact admissions, fee structures, and access to education for students from economically weaker sections.
The leaders also referred to recent legal developments and emphasized that education policy decisions should prioritize students’ welfare rather than creating uncertainty.
Major Demands Raised During the Meeting:
• Withdraw GO No.07 immediately
• Appeal against the High Court Single Judge order before a Full Bench
• Release pending Fee Reimbursement dues exceeding ₹8,000 crore immediately
• Protect students from financial and academic distress
The meeting concluded with leaders warning that if urgent action is not taken, student organizations and BC welfare groups may intensify statewide protests.
