హైదరాబాద్, మే 30: రాష్ట్రంలోని బీసీల అభివృద్ధి, సంక్షేమం కోసం బడ్జెట్లో ప్రత్యేకంగా రూ.2500 కోట్ల నిధిని కేటాయించడంతో పాటు బీసీ సబ్ప్లాన్ చట్టాన్ని అమలు చేయాలని బీసీ నాయకులు ప్రభుత్వాన్ని డిమాండ్ చేశారు. జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం అధ్యక్షతన బషీర్బాగ్ ప్రెస్క్లబ్లో నిర్వహించిన **“బీసీ డిమాండ్ల సాధనకై భవిష్యత్ కార్యాచరణ సమావేశం”**లో పలువురు ప్రముఖులు పాల్గొని బీసీల సమస్యలపై చర్చించారు.
ఈ సందర్భంగా రాజ్యసభ సభ్యుడు ఆర్. కృష్ణయ్య మాట్లాడుతూ, రాష్ట్ర బడ్జెట్లో బీసీల జనాభా నిష్పత్తికి అనుగుణంగా నిధులు కేటాయించాల్సిన అవసరం ఉందన్నారు. ఎస్సీ, ఎస్టీ సబ్ప్లాన్ తరహాలో బీసీ సబ్ప్లాన్ చట్టాన్ని తీసుకువచ్చి నిధుల వినియోగానికి చట్టబద్ధ రక్షణ కల్పించాలని డిమాండ్ చేశారు.
మండలి ప్రతిపక్ష నేత మధుసూధనాచారి మాట్లాడుతూ, తెలంగాణ ఉద్యమంలో కీలక పాత్ర పోషించిన బీసీలకు ఇప్పటికీ సముచిత ప్రాధాన్యం దక్కడం లేదన్నారు. బీసీల ఆర్థిక, విద్యా, రాజకీయ సాధికారత కోసం ప్రత్యేక కార్యాచరణ అవసరమని పేర్కొన్నారు.
సమావేశానికి అధ్యక్షత వహించిన గుజ్జ సత్యం మాట్లాడుతూ, బీసీల సమస్యల పరిష్కారానికి రాష్ట్రవ్యాప్తంగా దశలవారీ ఉద్యమ కార్యాచరణ చేపడతామని తెలిపారు. బీసీ సబ్ప్లాన్ అమలు, రూ.2500 కోట్ల ప్రత్యేక నిధి, ఫీజు రీయింబర్స్మెంట్ బకాయిల విడుదల, బీసీ కార్పొరేషన్ల బలోపేతం, 42 శాతం రిజర్వేషన్ల అమలు వంటి డిమాండ్ల సాధన కోసం ఐక్య ఉద్యమం నిర్వహిస్తామని ప్రకటించారు. బీసీల హక్కులు, అవకాశాలు, అభివృద్ధి కోసం పోరాటం మరింత ఉధృతం చేస్తామని హెచ్చరించారు.
నేషనల్ పొలిటికల్ ఫ్రంట్ ఛైర్మన్ వీజీఆర్ నారగోని మాట్లాడుతూ, బీసీ వర్గాలు ఐక్యంగా పోరాడితేనే హక్కులు సాధ్యమవుతాయని అన్నారు. రాజకీయ ప్రాతినిధ్యం పెరగకపోతే సామాజిక న్యాయం అసంపూర్ణంగానే మిగిలిపోతుందని పేర్కొన్నారు.
ఓబీసీ సెల్ నేషనల్ ఇన్చార్జ్ కత్తి వెంకటస్వామి మాట్లాడుతూ, దేశవ్యాప్తంగా బీసీలు ఎదుర్కొంటున్న సమస్యలు ఒకే విధంగా ఉన్నాయని చెప్పారు. బీసీ యువతకు విద్య, ఉపాధి, స్వయం ఉపాధి అవకాశాల కల్పనకు ప్రత్యేక విధానాలు రూపొందించాలని కోరారు.
బీజేపీ బీసీ మోర్చా రాష్ట్ర అధ్యక్షుడు ఆనంద్ గౌడ్ మాట్లాడుతూ, బీసీల అభివృద్ధికి ప్రత్యేక నిధులు కేటాయించడం ప్రభుత్వ బాధ్యత అని అన్నారు. బీసీ కార్పొరేషన్లను బలోపేతం చేసి యువతకు స్వయం ఉపాధి అవకాశాలు కల్పించాలని సూచించారు.
అఖిల భారత యాదవ సంఘం అధ్యక్షుడు రాములు యాదవ్ మాట్లాడుతూ, సంప్రదాయ వృత్తులపై ఆధారపడిన బీసీ కులాలకు ఆర్థిక సహాయం పెంచాలని కోరారు. వృత్తిదారులకు వడ్డీ లేని రుణాలు, ఆధునిక పరికరాలు అందించాలని డిమాండ్ చేశారు.
జాతీయ బీసీ సంక్షేమ సంఘం వర్కింగ్ ప్రెసిడెంట్ అరుణ్ కుమార్ మాట్లాడుతూ, బీసీ సంఘాలన్నీ ఒకే వేదికపైకి వచ్చి పోరాడాల్సిన అవసరం ఉందన్నారు. హక్కులు సాధించే వరకు ఉద్యమాలు కొనసాగుతాయని స్పష్టం చేశారు.
జాతీయ బీసీ సంక్షేమ సంఘం రాష్ట్ర వర్కింగ్ ప్రెసిడెంట్గా పదవి బాధ్యతలు తీసుకున్న వంశీ యాదవ్ మాట్లాడుతూ, బీసీ యువత సామాజిక, రాజకీయ రంగాల్లో మరింత చైతన్యవంతం కావాలని పిలుపునిచ్చారు. హక్కుల సాధనలో యువత ముందుండి పోరాటం చేయాలని కోరారు.
సమావేశంలో బీసీ విద్యార్థుల సమస్యలపై ప్రత్యేకంగా చర్చించారు. రాష్ట్ర ప్రభుత్వం ఫీజు రీయింబర్స్మెంట్, స్కాలర్షిప్ బకాయిలను వెంటనే విడుదల చేయాలని డిమాండ్ చేశారు. బకాయిల కారణంగా వేలాది మంది విద్యార్థులు ఉన్నత విద్యకు దూరమవుతున్నారని, కళాశాలలు సర్టిఫికెట్లు నిలిపివేస్తున్నాయని ఆవేదన వ్యక్తం చేశారు.
బీసీ గురుకులాలు, హాస్టళ్లలో మౌలిక వసతులు మెరుగుపరచాలని, ప్రతి విద్యార్థికి నాణ్యమైన విద్య అందేలా చర్యలు తీసుకోవాలని కోరారు. విదేశీ విద్య పథకం, ఉన్నత విద్యా ప్రోత్సాహక పథకాలకు అధిక నిధులు కేటాయించాలని సూచించారు.
అలాగే బీసీ కార్పొరేషన్లు, ఫెడరేషన్లకు తగిన నిధులు లేక స్వయం ఉపాధి పథకాలు నిర్వీర్యమవుతున్నాయని నాయకులు ఆందోళన వ్యక్తం చేశారు. సంప్రదాయ వృత్తుల అభివృద్ధికి ప్రత్యేక ప్యాకేజీలు ప్రకటించి, బీసీ యువతకు వడ్డీ లేని రుణాలు అందించాలని డిమాండ్ చేశారు.
రాష్ట్రంలో బీసీల జనాభా 50 శాతానికి పైగా ఉన్నప్పటికీ అభివృద్ధి ఫలాలు అందడం లేదని సమావేశం అభిప్రాయపడింది. విద్య, ఉద్యోగాలు, స్థానిక సంస్థల ఎన్నికల్లో బీసీలకు ప్రకటించిన 42 శాతం రిజర్వేషన్లను పూర్తిస్థాయిలో అమలు చేయాలని కోరింది.
ఈ సమావేశంలో నాయి బ్రాహ్మణ సంగం అధ్యక్షుడు శ్రీనివాస్, లాల్ కృష్ణ గొరిగే మల్లేష్ నీలం వెంకటేష్, అంజి, అనంతయ్య, పగిళ్ల సతీష్ , జక్కని సంజీవ్, జంగయ్య యాదవ్, బేరి రామచంద్ర యాదవ్, కిషోర్ ,లలిత యాదవ్, రమేష్ యాదవ్ బత్తుల శ్రీనివాస్ వివిధ కుల సంఘాల రాష్ట్ర అధ్యక్షులు, బీసీ నాయకులు, విద్యార్థి సంఘాల ప్రతినిధులు, సామాజిక కార్యకర్తలు పెద్ద సంఖ్యలో పాల్గొన్నారు.

BC Leaders Demand ₹2,500 Crore Special Fund and BC Sub-Plan Act in Telangana
Leaders from the Backward Classes (BC) community have urged the Telangana government to allocate a special fund of ₹2,500 crore in the state budget for BC welfare and development and to implement a BC Sub-Plan Act. The demand was raised during the “Future Action Meeting for the Achievement of BC Demands” held at the Press Club in Basheerbagh under the chairmanship of Gujja Satyam, National Vice President of the National BC Welfare Association.
Speaking at the meeting, Rajya Sabha MP R. Krishnaiah emphasized that budget allocations for BCs should be proportional to their population. He demanded a BC Sub-Plan Act on the lines of the SC and ST Sub-Plan Acts to ensure legal protection for the utilization of funds meant for BC welfare.
Leader of Opposition in the Legislative Council Madhusudhana Chary stated that BC communities, despite playing a crucial role in the Telangana movement, have not received adequate recognition and benefits. He stressed the need for a dedicated action plan to ensure their economic, educational, and political empowerment.
Addressing the gathering, Gujja Satyam announced a phased statewide movement to press for the implementation of BC demands. He said the campaign would focus on securing the BC Sub-Plan Act, a special fund of ₹2,500 crore, release of pending fee reimbursement dues, strengthening of BC corporations, and implementation of 42 percent reservations. He warned that the movement for BC rights, opportunities, and development would be intensified.
National Political Front Chairman VGR Naragoni said BC communities could secure their rights only through unity and collective struggle. He noted that social justice would remain incomplete without increased political representation for BCs.
OBC Cell National In-Charge Kathi Venkataswamy pointed out that BC communities across the country face similar challenges and called for special policies to create educational, employment, and self-employment opportunities for BC youth.
BJP BC Morcha State President Anand Goud said that allocating special funds for BC development is the government’s responsibility. He urged the strengthening of BC corporations to create self-employment opportunities for young people.
President of the All India Yadav Association Ramulu Yadav demanded increased financial assistance for BC communities dependent on traditional occupations. He called for interest-free loans and modern equipment for artisans and workers.
National BC Welfare Association Working President Arun Kumar stressed the need for all BC organizations to unite on a common platform and continue the struggle until their rights are achieved.
Vamsi Yadav, who recently assumed charge as the State Working President of the National BC Welfare Association, urged BC youth to become more active in social and political spheres and take a leading role in the fight for their rights.
The meeting also focused on issues faced by BC students. Leaders demanded the immediate release of pending fee reimbursement and scholarship dues, stating that delays have forced thousands of students away from higher education and resulted in colleges withholding certificates.
Participants called for improved infrastructure in BC residential schools and hostels and sought increased funding for overseas education and higher education support schemes. They also expressed concern that inadequate funding for BC corporations and federations has weakened self-employment programs. Special packages for traditional occupations and interest-free loans for BC youth were among the key demands.
The gathering observed that although BCs constitute more than 50 percent of the state’s population, they have not received proportional development benefits. It urged the government to fully implement the promised 42 percent reservations in education, employment, and local body elections.
Several BC leaders, representatives of caste associations, student organizations, and social activists participated in the meeting, including Srinivas of the Nai Brahmin Association, Lal Krishna, Gorige Mallesh, Neelam Venkatesh, Anji, Ananthayya, Pagilla Satish, Jakkani Sanjeev, Jangayya Yadav, Beri Ramachandra Yadav, Kishore, Lalitha Yadav, Ramesh Yadav, and Battula Srinivas.
