మున్సిపాలిటీల్లో వార్డు ఆఫీసర్ల నిర్లక్ష్యం.. అస్తవ్యస్తంగా పారిశుధ్యం, ప్రజల్లో ఆగ్రహం
మున్సిపాలిటీ పరిధిలో పారిశుధ్య నిర్వహణ, అభివృద్ధి పనులు, ప్రభుత్వ సంక్షేమ పథకాల అమలును మరింత సమర్థవంతంగా చేపట్టేందుకు ప్రభుత్వం ప్రతి వార్డుకు ప్రత్యేకంగా వార్డు ఆఫీసర్లను నియమించింది. అయితే క్షేత్రస్థాయిలో ఈ వార్డు ఆఫీసర్లు కనిపించడం లేదన్న విమర్శలు తీవ్రంగా వినిపిస్తున్నాయి. ఎక్కువ మంది అధికారులు కార్యాలయాలకే పరిమితమవుతుండటంతో మున్సిపల్ వార్డుల్లో సమస్యలు రోజురోజుకూ పెరుగుతున్నాయని ప్రజలు ఆగ్రహం వ్యక్తం చేస్తున్నారు. కొత్త పాలకవర్గాలు బాధ్యతలు స్వీకరించిన నేపథ్యంలో మున్సిపాలిటీ పారిశుధ్యం, వార్డు అభివృద్ధి, ప్రజా సమస్యల పరిష్కారంపై ప్రత్యేక దృష్టి పెట్టాలని స్థానికులు డిమాండ్ చేస్తున్నారు.
అస్తవ్యస్తంగా మారిన మున్సిపల్ వార్డులు
పట్టణంలోని మొత్తం 34 వార్డుల్లో పరిస్థితి దయనీయంగా మారిందని స్థానికులు చెబుతున్నారు. పారిశుధ్య సమస్యలు, చెత్త పేరుకుపోవడం, మురుగు కాల్వలు పొంగిపొర్లడం, వీధిదీపాలు పనిచేయకపోవడం వంటి సమస్యలు తీవ్రంగా వేధిస్తున్నాయి. ముఖ్యంగా చెత్త ట్రాలీలు ప్రతిరోజూ రాకపోవడంతో రహదారుల పక్కనే చెత్తకుప్పలు పేరుకుపోతున్నాయి. ఫలితంగా దుర్వాసనతో పాటు దోమలు పెరిగి ప్రజలు అనారోగ్యానికి గురవుతున్నారు.
అదేవిధంగా కోతులు, వీధి కుక్కల బెడద కూడా ఎక్కువవడంతో ప్రజలు భయాందోళనకు గురవుతున్నారు. ఈ సమస్యలను వార్డు ఆఫీసర్లు ఉన్నతాధికారుల దృష్టికి తీసుకెళ్లి పరిష్కారానికి చర్యలు తీసుకోవాల్సి ఉన్నా, చాలా చోట్ల నిర్లక్ష్యమే కనిపిస్తోందని ప్రజలు ఆరోపిస్తున్నారు.
విధులపై దృష్టి సారించని వార్డు ఆఫీసర్లు
ప్రభుత్వం నిర్దేశించిన విధుల ప్రకారం వార్డు ఆఫీసర్లు ప్రతి రోజు తమకు కేటాయించిన వార్డులను సందర్శించి పారిశుధ్య పనులను పర్యవేక్షించాలి. ఇంటింటికి చెత్త సేకరణ, వ్యర్థాల నిర్వహణ, మురుగు కాల్వల శుభ్రత, వీధి దీపాల పర్యవేక్షణ, తాగునీటి సరఫరా వంటి అంశాలపై ప్రత్యేక దృష్టి పెట్టాలి. అలాగే సింగిల్ యూజ్ ప్లాస్టిక్ నిషేధం, మాంసం దుకాణాల పరిశుభ్రత, అంటువ్యాధుల నివారణ చర్యలను కూడా పర్యవేక్షించాల్సిన బాధ్యత వారిపై ఉంది.
ఇవి మాత్రమే కాకుండా ఆసరా పింఛన్లు, ప్రభుత్వ సంక్షేమ పథకాలు అర్హులకు అందేలా చూడడం, ఆస్తి పన్ను వసూళ్లు పర్యవేక్షించడం, వార్డుల్లో అవసరమైన మౌలిక సదుపాయాలను గుర్తించి ఉన్నతాధికారులకు నివేదించడం వంటి కీలక బాధ్యతలు కూడా వార్డు ఆఫీసర్లపై ఉన్నాయి. అయితే చాలామంది అధికారులు కేవలం కార్యాలయాల్లోనే ఉండిపోతూ ప్రజా సమస్యలను పట్టించుకోవడం లేదని విమర్శలు వెల్లువెత్తుతున్నాయి.
మున్సిపాలిటీల్లో వార్డు ఆఫీసర్ల భారీ కొరత
జిల్లాలోని పలు మున్సిపాలిటీల్లో వార్డు ఆఫీసర్ల కొరత తీవ్రంగా ఉంది. ఒక్కో వార్డుకు ఒక్కో అధికారి ఉండాల్సి ఉన్నప్పటికీ అనేక చోట్ల సిబ్బంది కొరత కారణంగా ప్రజలు తీవ్ర ఇబ్బందులు ఎదుర్కొంటున్నారు.
- మంచిర్యాల కార్పొరేషన్లో 60 వార్డులకు 56 మంది వార్డు ఆఫీసర్లు మాత్రమే ఉన్నారు.
- బెల్లంపల్లి మున్సిపాలిటీలో 34 వార్డులకు కేవలం 17 మంది మాత్రమే విధులు నిర్వహిస్తున్నారు.
- లక్షెట్టిపేట మున్సిపాలిటీలో 15 వార్డులకు ఇద్దరు అధికారులు మాత్రమే ఉన్నారు.
- చెన్నూర్ మున్సిపాలిటీలో 18 వార్డులకు ముగ్గురు అధికారులు మాత్రమే ఉన్నారు.
- క్యాతనపల్లి మున్సిపాలిటీలో 22 వార్డులకు తొమ్మిది మంది అధికారులు ఉన్నారు.
- మందమర్రి మున్సిపాలిటీలో 24 వార్డులకు 13 మంది వార్డు ఆఫీసర్లే పనిచేస్తున్నారు.
ఈ నేపథ్యంలో పూర్తి స్థాయిలో వార్డు ఆఫీసర్ల నియామకం, మున్సిపాలిటీ పారిశుధ్య నిర్వహణ, ప్రజా సమస్యల పరిష్కారంపై అధికారులు, ప్రజాప్రతినిధులు వెంటనే చర్యలు తీసుకోవాలని ప్రజలు కోరుతున్నారు.

However, locals allege that many ward officers are rarely seen in their assigned wards and are instead functioning only from municipal offices. As a result, public complaints related to drainage overflow, garbage dumping, stray animals, and poor street lighting continue to rise.
With newly elected municipal bodies assuming office, residents are demanding immediate reforms in municipality sanitation and better accountability from ward officers and municipal officials. Citizens are urging ward councilors and public representatives to closely monitor the functioning of ward officers and ensure that civic issues are addressed on priority.
Poor Municipality Sanitation Troubling Residents
The municipality consists of 34 wards, but lack of field-level supervision has reportedly turned many areas into unhygienic zones. Residents say municipality sanitation has become completely ineffective in several wards due to irregular garbage collection and poor drainage maintenance.
Garbage piles can be seen along roadsides as waste collection vehicles fail to visit residential areas regularly. Overflowing drainage water on roads is creating severe health hazards, increasing mosquito breeding and the spread of seasonal diseases. Locals complain that despite repeated requests, municipal authorities are not responding quickly to sanitation complaints.
Citizens are also facing problems due to rising monkey and stray dog menace in residential colonies. Parents say children and elderly people are afraid to move around freely because of frequent attacks by stray animals. Residents allege that municipal authorities have failed to take preventive measures despite repeated complaints.
Street light failures in many wards are adding to public inconvenience. Several internal roads remain dark during nighttime, causing safety concerns for women, senior citizens, and daily commuters. Residents believe that regular inspections by ward officers could have helped identify and resolve these issues much earlier.
Ward Officers Accused of Neglecting Duties
The government introduced the ward officer system to ensure better coordination between municipal authorities and the public. Ward officers were given key responsibilities related to municipality sanitation, public welfare schemes, sanitation worker supervision, and infrastructure maintenance.
According to municipal guidelines, ward officers are expected to visit their assigned wards every day and monitor sanitation activities personally. Their responsibilities include supervising sanitation workers, implementing door-to-door garbage collection, overseeing waste management systems, and ensuring proper cleaning of drains and roads.
Ward officers are also responsible for monitoring drinking water supply, repairing street lights, preventing infectious diseases, and implementing public health measures. They are expected to inspect meat shops and local markets to ensure hygiene standards are maintained. In addition, they must strictly enforce the ban on single-use plastic and promote environmental protection measures within municipal limits.
Apart from sanitation duties, ward officers play a major role in implementing government welfare schemes. They are expected to help eligible beneficiaries access pension schemes, development programs, and civic services. Monitoring property tax collection, reporting infrastructure requirements, supporting plantation drives, and maintaining nurseries are also part of their responsibilities.
However, residents allege that many officers are failing to perform these duties effectively. Instead of regularly interacting with the public and identifying local problems, several ward officers are reportedly remaining confined to municipal offices. This lack of field presence is resulting in delays in problem resolution and worsening civic conditions in multiple wards.
Severe Shortage of Ward Officers Across Municipalities
Adding to the problem is the shortage of ward officers in many municipalities across the district. Officials admit that several municipal bodies do not have adequate staff to monitor all wards efficiently.
Mancherial Municipal Corporation, which has 60 wards, currently has only 56 ward officers. Bellampalli Municipality has only 17 officers for 34 wards. Luxettipet Municipality has just two officers for 15 wards, while Chennur Municipality has only three officers for 18 wards. Kyathanpalli Municipality has nine officers for 22 wards, and Mandamarri Municipality has only 13 officers for its 24 wards.
Due to staff shortages, many ward officers are handling multiple wards simultaneously, making it difficult to provide proper supervision and quick resolution of public complaints. Residents say this shortage is directly affecting municipality sanitation, garbage management, drainage maintenance, and implementation of welfare schemes.
Residents Demand Immediate Action
People across municipalities are now demanding immediate action from the government and municipal authorities. Citizens want full-scale recruitment of ward officers, regular field inspections, stronger monitoring systems, and improved accountability in municipal administration.
Residents believe that unless municipalities strengthen sanitation management, improve civic infrastructure, and ensure active functioning of ward officers, urban areas will continue to face severe public health and sanitation challenges. Public representatives are also being urged to take responsibility and ensure that municipal services function effectively for the benefit of citizens.
