Delimitation India 2026 : డీలిమిటేషన్ పేరుతో లోక్సభ స్థానాలను కేవలం జనాభా ప్రాతిపదికన పెంచే ప్రయత్నం దక్షిణాది రాష్ట్రాల ప్రాతినిధ్యాన్ని బలహీనపరచే ప్రమాదం ఉందని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం ఆందోళన వ్యక్తం చేశారు. ఈ అంశంపై మంగళవారం నిర్వహించిన మీడియా సమావేశంలో ఆయన మాట్లాడుతూ, భారత సమాఖ్య వ్యవస్థ సమతుల్యతను కాపాడే విధంగా డీలిమిటేషన్ ప్రక్రియ ఉండాలని స్పష్టం చేశారు.
ఈరోజు తెలంగాణ అసెంబ్లీ సమావేశాల్లో డీలిమిటేషన్ అంశంపై జరిగిన చర్చ దేశ రాజకీయాల్లో కీలక పరిణామంగా మారిందని ఆయన పేర్కొన్నారు. జనాభా ఆధారంగా మాత్రమే లోక్సభ స్థానాల పునర్విభజన జరిగితే కుటుంబ నియంత్రణ విధానాలను సమర్థంగా అమలు చేసిన దక్షిణాది రాష్ట్రాలకు అన్యాయం జరుగుతుందని అసెంబ్లీ ఏకగ్రీవంగా వ్యక్తం చేసిన అభిప్రాయం సముచితమని గుజ్జ సత్యం అన్నారు. అభివృద్ధి, జనాభా నియంత్రణ వంటి అంశాల్లో ముందున్న రాష్ట్రాలను రాజకీయంగా బలహీనపరచే విధంగా వ్యవస్థ రూపుదిద్దుకోవడం ప్రజాస్వామ్య స్ఫూర్తికి విరుద్ధమని ఆయన విమర్శించారు.
దేశంలో ఉత్తరాది రాష్ట్రాల్లో జనాభా పెరుగుదల అధికంగా ఉండగా, దక్షిణాది రాష్ట్రాలు గత మూడు దశాబ్దాలుగా కుటుంబ నియంత్రణ విధానాలను క్రమబద్ధంగా అమలు చేశాయని ఆయన గుర్తు చేశారు. అయితే ఇప్పుడు అదే అంశాన్ని ప్రమాణంగా తీసుకుని పార్లమెంటులో సీట్ల పునర్విభజన చేస్తే దక్షిణాది రాష్ట్రాల స్వరం తగ్గే ప్రమాదం ఉందని హెచ్చరించారు. ఇప్పటికే హైదరాబాద్–సైబరాబాద్ ప్రాంతాల్లో జనాభా వేగంగా పెరుగుతున్నప్పటికీ, మొత్తం రాష్ట్రాల ప్రాతినిధ్యం తగ్గే విధంగా నిర్ణయాలు తీసుకుంటే అది సమాఖ్య వ్యవస్థకు తీవ్రమైన దెబ్బ అవుతుందని అన్నారు.
భారత రాజ్యాంగం ప్రకారం ప్రతి జనగణన అనంతరం నియోజకవర్గాల పునర్విభజన జరగాల్సి ఉన్నప్పటికీ, దేశ సమతుల్యతను దృష్టిలో ఉంచుకుని గతంలో డీలిమిటేషన్ ప్రక్రియను 2026 వరకు నిలిపివేశారని గుజ్జ సత్యం గుర్తుచేశారు. ఇప్పుడు 2026 తర్వాత పార్లమెంటులో సభ్యుల సంఖ్య పెరిగే అవకాశంపై దేశవ్యాప్తంగా చర్చ జరుగుతోందని పేర్కొన్నారు. ఈ నేపథ్యంలో కేంద్ర ప్రభుత్వం స్పష్టమైన విధానాన్ని ప్రకటించకపోవడం రాష్ట్రాల్లో అనుమానాలను మరింత పెంచుతోందని అన్నారు.
తెలంగాణ అసెంబ్లీ ఈరోజు తీసుకున్న తీర్మానం దక్షిణాది రాష్ట్రాల ఆందోళనను ప్రతిబింబిస్తోందని ఆయన పేర్కొన్నారు. జనాభా నియంత్రణ పాటించిన రాష్ట్రాలను శిక్షించే విధంగా రాజకీయ వ్యవస్థ ఉండకూడదని అసెంబ్లీ స్పష్టంగా తెలియజేసిందని అన్నారు. ఇది కేవలం తెలంగాణ సమస్య మాత్రమే కాకుండా మొత్తం దక్షిణాది రాష్ట్రాల ప్రాతినిధ్యానికి సంబంధించిన అంశమని ఆయన అభిప్రాయపడ్డారు.
ఈ సందర్భంగా ఆయన బీసీల రాజకీయ ప్రాతినిధ్య అంశాన్ని కూడా ప్రస్తావించారు. దేశంలో బీసీలు అత్యధిక జనాభా కలిగిన సామాజిక వర్గం అయినప్పటికీ, పార్లమెంటు మరియు శాసనసభల్లో వారి ప్రాతినిధ్యం తక్కువగా ఉందని గుజ్జ సత్యం పేర్కొన్నారు. డీలిమిటేషన్ ప్రక్రియలో సామాజిక న్యాయం అంశాన్ని కూడా పరిగణనలోకి తీసుకోవాలని ఆయన డిమాండ్ చేశారు. జనాభా ఆధారంగా మాత్రమే కాకుండా సామాజిక సమతుల్యత, ప్రాంతీయ సమతుల్యతను దృష్టిలో ఉంచుకుని సీట్ల పునర్విభజన జరగాలని సూచించారు.

డీలిమిటేషన్ ప్రక్రియను పూర్తిగా పారదర్శకంగా నిర్వహించాలని, అన్ని రాష్ట్రాలతో విస్తృతంగా సంప్రదింపులు జరిపి ఒక సమతుల్య విధానాన్ని రూపొందించాలని గుజ్జ సత్యం సూచించారు. లేకపోతే ఉత్తర–దక్షిణ రాష్ట్రాల మధ్య రాజకీయ అసమతుల్యత పెరిగే ప్రమాదం ఉందని హెచ్చరించారు. భారతదేశం ఒక సమాఖ్య దేశమని, ప్రతి రాష్ట్రం గౌరవం మరియు ప్రాతినిధ్యం సమానంగా ఉండాలని ఆయన స్పష్టం చేశారు.
