హైదరాబాద్: ప్రజారోగ్యం, వినియోగదారుల భద్రతకు మరింత ప్రాధాన్యం ఇస్తూ తెలంగాణ ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. ఫుడ్ సేఫ్టీ డిపార్ట్మెంట్, డ్రగ్స్ కంట్రోల్ అడ్మినిస్ట్రేషన్ను ఏకీకృతం చేస్తూ ‘TG SAFE’ (Telangana Standards Authority for Food and Essential Drugs) పేరుతో కొత్త ఉమ్మడి పరిపాలనా వ్యవస్థను ఏర్పాటు చేసింది. కల్తీ ఆహారం, నకిలీ మందులు, నాణ్యత లేని ఔషధాలు, నిబంధనలకు విరుద్ధంగా తయారయ్యే లేదా విక్రయించే ఉత్పత్తులపై నిఘా, తనిఖీలు, పరీక్షలు, ఎన్ఫోర్స్మెంట్ను మరింత పటిష్ఠం చేయడం ఈ వ్యవస్థ ప్రధాన లక్ష్యంగా ప్రభుత్వం పేర్కొంది. ఆరోగ్య, వైద్య, కుటుంబ సంక్షేమ శాఖ జీవో ఎంఎస్ నంబర్ 67 ద్వారా TG SAFE ఏర్పాటుకు ఉత్తర్వులు జారీ చేసింది. ఈ ఉత్తర్వులు ఆగస్టు 15, 2026 నుంచి అమల్లోకి వచ్చాయి. ఫుడ్ సేఫ్టీ అండ్ స్టాండర్డ్స్ యాక్ట్–2006, డ్రగ్స్ అండ్ కాస్మెటిక్స్ యాక్ట్–1940 కింద ఉన్న చట్టబద్ధ అధికారాలకు భంగం కలగకుండా రెండు విభాగాల పరిపాలనా సమన్వయం చేపట్టినట్లు ఉత్తర్వుల్లో స్పష్టం చేశారు.

TG SAFE కమిషనర్గా సీనియర్ ఐపీఎస్ అధికారి అవినాశ్ మొహంతిని తెలంగాణ ప్రభుత్వం నియమించింది. ప్రస్తుతం ఆయన డ్రగ్స్ కంట్రోల్ అడ్మినిస్ట్రేషన్ తెలంగాణ డైరెక్టర్ జనరల్గా బాధ్యతలు నిర్వహిస్తున్నారు. ఫుడ్ సేఫ్టీ, డ్రగ్స్ కంట్రోల్ వ్యవస్థలను ఒకే పరిపాలనా వ్యవస్థ కింద సమన్వయం చేయడంలో TG SAFE కమిషనర్ కీలక పాత్ర పోషించనున్నారు. TG SAFEలో ఆరు కీలక విభాగాలు
కొత్తగా ఏర్పాటు చేసిన TG SAFEలో మొత్తం ఆరు ప్రధాన విభాగాలు పనిచేయనున్నాయి.
1. డ్రగ్ అడ్మినిస్ట్రేషన్ వింగ్:
డ్రగ్స్, కాస్మెటిక్స్కు సంబంధించిన లైసెన్సింగ్, తనిఖీలు, శాంప్లింగ్, పరీక్షలు, దర్యాప్తు, నియంత్రణ చర్యలను ఈ విభాగం పర్యవేక్షిస్తుంది.
2. ఫుడ్ సేఫ్టీ వింగ్:
ఆహార వ్యాపారాల లైసెన్సింగ్, రిజిస్ట్రేషన్, తనిఖీలు, శాంప్లింగ్, పరీక్షలు, నిబంధనల అమలు, ఎన్ఫోర్స్మెంట్ బాధ్యతలను నిర్వహిస్తుంది.
3. ఎన్ఫోర్స్మెంట్ వింగ్:
కల్తీ, నకిలీ, నాణ్యత లేని ఆహారం, మందులు వంటి అంశాలపై ఇంటెలిజెన్స్ సేకరణ, రిస్క్ ఆధారిత తనిఖీలు, దర్యాప్తు, ఎన్ఫోర్స్మెంట్ను బలోపేతం చేస్తుంది.
4. లీగల్ & ప్రాసిక్యూషన్ వింగ్:
చట్టపరమైన చర్యలు, కేసులు, ప్రాసిక్యూషన్కు అవసరమైన న్యాయ సహాయాన్ని అందిస్తుంది.
5. ల్యాబొరేటరీ వింగ్:
ఫుడ్ సేఫ్టీ ల్యాబొరేటరీలు, డ్రగ్స్ టెస్టింగ్ ల్యాబొరేటరీలను సమన్వయపరుస్తూ ఆహారం, మందుల నమూనాల పరీక్షలను మరింత సమర్థవంతంగా నిర్వహించనుంది.
6. అడ్మినిస్ట్రేటివ్ వింగ్:
సిబ్బంది, బడ్జెట్, పరిపాలన, మానవ వనరులు తదితర అంశాలను పర్యవేక్షిస్తుంది. (Telangana Today)
పోలీసు సిబ్బందితో ప్రత్యేక ఎన్ఫోర్స్మెంట్
TG SAFE ఎన్ఫోర్స్మెంట్ వ్యవస్థకు పోలీసు శాఖ సహకారం అందించనుంది. అక్రమ కార్యకలాపాలపై ఇంటెలిజెన్స్ సేకరణ, రిస్క్ ఆధారిత తనిఖీలు, అవసరమైన ఎన్ఫోర్స్మెంట్ చర్యలకు పోలీసు సిబ్బందిని కేటాయించాలని ప్రభుత్వం ఆదేశించింది. తద్వారా ఫుడ్ సేఫ్టీ, డ్రగ్స్ కంట్రోల్ విభాగాల తనిఖీలు కేవలం సాధారణ తనిఖీలకే పరిమితం కాకుండా డేటా, ఇంటెలిజెన్స్ ఆధారంగా నిర్వహించే అవకాశం ఉంటుంది. CURE రీజియన్పై ప్రత్యేక దృష్టి
TG SAFE కార్యకలాపాలను తొలిదశలో CURE రీజియన్లో ప్రారంభించాలని ప్రభుత్వం నిర్ణయించింది. ఈ ప్రాంతంలో అధిక సంఖ్యలో ఆహార వ్యాపార సంస్థలు, డ్రగ్స్కు సంబంధించిన సంస్థలు ఉండటంతో అక్కడి నుంచి ఉమ్మడి పరిపాలనా విధానాన్ని అమలు చేయాలని నిర్ణయించింది. Food Safety and Drugs Control Departments Unified Under One Administration; Avinash Mohanty Named TG SAFE Commissioner
Hyderabad: The Telangana government has taken a major administrative decision to strengthen food safety, drug control and consumer protection in the state by establishing the Telangana Standards Authority for Food and Essential Drugs (TG SAFE).
The new TG SAFE Telangana system brings the Food Safety Department and Drugs Control Administration under a unified administrative framework. The move is aimed at strengthening the regulation of food, medicines and cosmetics through better licensing, inspections, sampling, laboratory testing, intelligence gathering and enforcement.
The government has issued G.O.Ms.No.67 through the Medical and Health & Family Welfare Department, with the new TG SAFE framework coming into effect from August 15, 2026.
TG SAFE to Bring Food Safety and Drug Control Under One Roof
Under the new TG SAFE Telangana structure, the Food Safety Department and Drugs Control Administration will operate under a unified administration.
The government intends to improve coordination between the two regulatory systems and strengthen action against food adulteration, counterfeit medicines, substandard drugs and violations involving food and cosmetic products.
The integrated system is expected to make regulatory operations more coordinated, particularly in areas such as licensing, inspections, sampling, testing and enforcement.
Six Key Divisions Under TG SAFE
The newly established TG SAFE will function through six major divisions:
- Drugs Administration
- Food Safety
- Enforcement
- Legal and Prosecution
- Laboratory
- Administrative
The TG SAFE Telangana structure is designed to bring regulatory, technical, legal and enforcement functions into a coordinated framework.
Food and Drug Testing Laboratories to Be Integrated
One of the major features of TG SAFE is the proposed integration of Food Safety Laboratories and Drug Testing Laboratories under a common laboratory division.
The move is expected to improve coordination in sample testing and strengthen the state’s testing infrastructure for food products, medicines and related products.
The government will also focus on laboratory infrastructure, testing capacity, data analysis and technical support as part of the modernization of the food and drug regulatory system.
Intelligence-Based and Risk-Based Inspections
The TG SAFE Telangana framework will place greater emphasis on intelligence-led enforcement and risk-based inspections.
The new system will strengthen surveillance against violations, adulteration and illegal activities by using intelligence, data analysis and risk assessment to identify areas requiring regulatory intervention.

Police Personnel to Support TG SAFE Enforcement
To strengthen enforcement capabilities, the Director General of Police will allocate police personnel to TG SAFE.

TG SAFE Operations to Begin in CURE Region
The government has decided to initially commence TG SAFE operations in the CURE region.
The region has been given priority because of the concentration of food businesses and drug-related establishments. The government intends to use the initial implementation as a model for strengthening the state’s broader food and drug regulatory mechanism.
State-Level Committee for Modernisation
A state-level committee is also proposed to examine the modernization of the food safety and drug control system.
The committee will focus on key areas including:
- Testing and laboratory infrastructure
- Intelligence gathering
- Data analysis

- Laboratory modernization
- Administrative coordination
The objective is to build a more integrated and technology-driven regulatory system capable of responding quickly to food and drug safety violations.
Avinash Mohanty Appointed TG SAFE Commissioner
The Telangana government has appointed Avinash Mohanty, IPS, as the Commissioner of TG SAFE, entrusting him with additional responsibilities.
Mohanty is currently serving as the Director General of the Drugs Control Administration, Telangana. The official Drugs Control Administration website lists Avinash Mohanty, IPS, as its Director General.
His appointment as TG SAFE Commissioner places the administration of both food safety and drugs control under a unified leadership structure.
