హైదరాబాద్ పట్టణంలోని వివిధ డివిజన్ల పరిధిలో నివసించే పేదలకు ప్రభుత్వం ఇక్కడ 15,650 డబుల్బెడ్రూం ఇళ్లను కట్టించి ఇచ్చింది. కంప్యూటరైజ్డ్ లక్కీడ్రా పద్ధతిలో 2023లో లబ్ధిదారులకు ఇళ్లు కేటాయించారు. వీటిని ఇతరులకు బదలాయించడం, అమ్మడం లేదా అద్దెకు ఇవ్వడం నిషిద్ధం. కానీ, నగరంలోని వివిధ ప్రాంతాల నుంచి ఇక్కడ ఇళ్లు పొందినవారిలో కొందరు వృత్తి, వ్యాపారాల రీత్యా ఇక్కడికి వచ్చేందుకు ఇష్టపడటం లేదు.

కొల్లూరు ఫేజ్-2లో ఉన్న బ్లాకులకు అడ్మిన్లుగా ఉన్న కొందరు వ్యక్తులే ఈ క్రయవిక్రయాల్లో కీలకంగా వ్యవహరిస్తున్నట్లు తెలుస్తోంది. ఆర్థికంగా బలహీనంగా ఉన్నవారు, అనారోగ్య సమస్యలు, పెళ్లిళ్లు వంటి అవసరాల్లో ఉన్న లబ్ధిదారులను గుర్తించి ప్రలోభాలకు గురిచేస్తున్నారు. తాము స్థానిక నాయకుల అనుచరులమని చెబుతూ, కొందరు బ్రోకర్లు ఈ దందా నడుపుతున్నారు. సుమారు 50 నుంచి 70 బ్లాకుల్లో ఫ్లాట్ల అమ్మకాల ఒత్తిళ్లు ఎక్కువగా ఉన్నట్లు సమాచారం. ముఖ్యంగా 46,57,63,66 తదితర బ్లాకుల్లో ఈ అక్రమ లావాదేవీలు ఎక్కువగా జరుగుతున్నాయని ప్రచారంలో ఉంది.
తనిఖీల్లో లోపాలు
జీహెచ్ఎంసీ, ఇతర ప్రభుత్వశాఖల అధికారులు తరచూ లబ్ధిదారులు కేటాయించిన ఫ్లాట్లలో నివసిస్తున్నారో లేదో తనిఖీ చేయాల్సి ఉంటుంది. కానీ, ఈ తనిఖీల సమాచారం ముందే లబ్ధిదారులకు అందుతోంది. దీంతో, అధికారులు వచ్చే రోజున మాత్రం లబ్ధిదారులు స్వయంగా ప్రత్యక్షమై ఆ తర్వాత తిరిగి వెళ్లిపోతుండటంతో అక్రమాలు బయటపడటం లేదు. ప్రభుత్వం వెంటనే రంగంలోకి దిగి క్షేత్రస్థాయిలో విచారణ జరపాలని, అమ్మకానికి గురైన లేదా అద్దెకు ఇచ్చిన ఫ్లాట్లను స్వాధీనం చేసుకుని అర్హులైన పేదలకు అందించాలని స్థానికులు కోరుతున్నారు. లేనిపక్షంలో డబుల్ బెడ్రూం పథకం లక్ష్యం దెబ్బతినే ప్రమాదం ఉంది.

Illegal sale of government-allotted double-bedroom housing units is reportedly taking place on a large scale in Kollur, under Tellapur Division of Patancheru Circle, which is known as the largest double-bedroom housing project in Asia. Homes that were allotted by the government to help poor families achieve home ownership are allegedly being sold through notary agreements by middlemen and brokers for financial gain.
Sales Prohibited, Yet Continuing
The government constructed and allotted 15,650 double-bedroom houses in Kollur to economically weaker families from various divisions of Hyderabad. These houses were allotted in 2023 through a computerized lucky draw system. According to government rules, beneficiaries are not allowed to sell, transfer, or rent out these houses.
However, some beneficiaries who received flats are unwilling to relocate to Kollur due to their jobs, businesses, or personal circumstances. As a result, they are attempting to sell their allotted flats.
Brokers Exploiting the Situation
Taking advantage of this situation, brokers are reportedly approaching beneficiaries and persuading them to sell their flats. They advertise available flats on social media, including block and flat numbers, to attract buyers. Deals are being negotiated between ₹6 lakh and ₹15 lakh, with transactions carried out through notary agreements instead of legal property transfers.
Block Administrators Allegedly Involved
Reports suggest that some individuals serving as administrators of residential blocks in Kollur Phase-2 are playing a key role in these transactions. They allegedly identify financially vulnerable beneficiaries, including those facing medical emergencies, marriage expenses, or other financial difficulties, and encourage them to sell their flats.
Some brokers are reportedly claiming to be associates of local political leaders to intimidate or influence beneficiaries. Sources indicate that pressure to sell flats is particularly high in around 50 to 70 residential blocks, with Blocks 46, 57, 63, and 66 frequently mentioned in connection with such activities.
Weaknesses in Inspection Process
Officials from GHMC and other government departments are expected to conduct regular inspections to ensure that the original beneficiaries are residing in their allotted homes. However, information about these inspections is allegedly reaching beneficiaries in advance.
As a result, beneficiaries reportedly appear at the flats only on the day of inspection and leave afterward, making it difficult for authorities to detect violations and illegal transactions.
Demand for Government Action
Local residents are urging the government to conduct thorough ground-level investigations into the issue. They are demanding that flats found to have been sold or rented out illegally be reclaimed and reallocated to eligible poor families. Residents warn that if immediate action is not taken, the primary objective of the double-bedroom housing scheme could be seriously undermined.
