హైదరాబాద్: ప్రభుత్వ ఉద్యోగులు, ఉపాధ్యాయులు ప్రభుత్వానికి బానిసలు కాదని తెలంగాణ రక్షణ సేన (టీఆర్ఎస్) అధ్యక్షురాలు కల్వకుంట్ల కవిత అన్నారు. ఉద్యోగులు, ఉపాధ్యాయులకు ఇచ్చిన హామీలను సెప్టెంబర్ 18లోగా నెరవేర్చాలని ముఖ్యమంత్రి రేవంత్రెడ్డికి అల్టిమేటం ఇచ్చారు. ప్రభుత్వం స్పందించకపోతే హైదరాబాద్ దిగ్బంధానికి సిద్ధం కావాలని ఉద్యోగ సంఘాలకు ఆమె పిలుపునిచ్చారు. ఉద్యోగులు, ఉపాధ్యాయుల పోరాటానికి తెలంగాణ రక్షణ సేన అన్ని విధాలుగా అండగా ఉంటుందని స్పష్టం చేశారు.
హైదరాబాద్ బాగ్లింగంపల్లిలో ప్రభుత్వ ఉద్యోగులు, ఉపాధ్యాయుల సమస్యలపై తెలంగాణ రక్షణ సేన ఆధ్వర్యంలో నిర్వహించిన సదస్సులో కవిత మాట్లాడారు. సీఎం రేవంత్రెడ్డిపై తీవ్రస్థాయిలో విమర్శలు చేశారు. మాట తప్పడం, మడమ తిప్పడం సీఎం రేవంత్రెడ్డి ట్రేడ్మార్క్గా మారిందని విమర్శించారు. తమ సమస్యలు పరిష్కరించాలని కోరుతున్న ఉద్యోగులు, ఉపాధ్యాయులను బెదిరించడం సరికాదన్నారు.
ఉద్యోగులు, ఉపాధ్యాయులను నిర్లక్ష్యం చేస్తున్నారు
ప్రభుత్వ పరిపాలన సజావుగా సాగాలంటే ఉద్యోగులు, ఉపాధ్యాయుల సహకారం అత్యంత అవసరమని కవిత అన్నారు. అయితే కాంగ్రెస్ ప్రభుత్వం ప్రభుత్వ ఉద్యోగులను చిన్నచూపు చూస్తోందని ఆరోపించారు. ఉద్యోగులు, ఉపాధ్యాయుల సమస్యలను పరిష్కరించకుండా ప్రభుత్వం నిర్లక్ష్యంగా వ్యవహరిస్తోందన్నారు.
2023 అసెంబ్లీ ఎన్నికల ముందు ప్రభుత్వ ఉద్యోగులు, ఉపాధ్యాయులకు అనేక హామీలు ఇచ్చిన రేవంత్రెడ్డి.. అధికారంలోకి వచ్చిన తర్వాత వాటిని అమలు చేయడం లేదని విమర్శించారు. ప్రభుత్వ ఉద్యోగులు, ఉపాధ్యాయులు ప్రస్తుతం తీవ్ర ఇబ్బందులు ఎదుర్కొంటున్నారని అన్నారు.
5 లక్షల మంది రెగ్యులర్ ఉద్యోగులు.. మరో 5 లక్షల మంది ఔట్సోర్సింగ్ సిబ్బంది
తెలంగాణలో ఐదు లక్షలకు పైగా పర్మినెంట్ ప్రభుత్వ ఉద్యోగులు ఉన్నారని కవిత తెలిపారు. మరో ఐదు లక్షల మంది వరకు ఔట్సోర్సింగ్ ఉద్యోగులు పనిచేస్తున్నారని చెప్పారు. దాదాపు రెండు లక్షల మంది రిటైర్డ్ ఉద్యోగులు ఉన్నారని వివరించారు.
వారందరికీ భరోసా కల్పించేందుకే ఈ సదస్సు నిర్వహించామని అన్నారు. ప్రభుత్వ ఉద్యోగుల సమస్యలు, ఉపాధ్యాయుల సమస్యలు పరిష్కరించాల్సిన బాధ్యత ప్రభుత్వంపై ఉందని స్పష్టం చేశారు.
ప్రభుత్వ విద్యను కాంగ్రెస్ ప్రభుత్వం నిర్లక్ష్యం చేస్తోంది
తెలంగాణలో ప్రతి ఒక్కరికీ ఉచిత విద్య, వైద్యం అందించాలన్నది తెలంగాణ రక్షణ సేన లక్ష్యమని కవిత తెలిపారు. అయితే కాంగ్రెస్ ప్రభుత్వం ప్రభుత్వ విద్యను పూర్తిగా నిర్లక్ష్యం చేస్తోందని ఆరోపించారు.
రాష్ట్రంలో దాదాపు 600 మండలాలు ఉన్నప్పటికీ కేవలం ఎనిమిది మంది మాత్రమే పర్మినెంట్ మండల విద్యాధికారులు (ఎంఈఓలు) ఉన్నారని అన్నారు. దీంతో ప్రభుత్వ పాఠశాలలపై సమర్థవంతమైన పర్యవేక్షణ లేకుండా పోయిందని ఆందోళన వ్యక్తం చేశారు.
హెడ్మాస్టర్లు, సీనియర్ టీచర్లను ఎంఈఓలుగా నియమిస్తూ ప్రభుత్వం తాత్కాలిక విధానాలను అవలంబిస్తోందని విమర్శించారు. విద్యార్థుల రికార్డులు, రిపోర్టులు, ఇతర పరిపాలనా పనులతో ఉపాధ్యాయులను బోధనకు దూరం చేస్తున్నారని అన్నారు.
ఒకే ఒక్క ఉపాధ్యాయుడు ఉన్న పాఠశాలల పరిస్థితి మరింత దారుణంగా ఉందన్నారు. సీనియారిటీ ప్రకారం ఇవ్వాల్సిన ప్రమోషన్లు కూడా ఉపాధ్యాయులకు ఇవ్వడం లేదని ఆరోపించారు.
గురుకులాలు, డిగ్రీ కాలేజీల్లో భారీగా ఖాళీలు
గురుకులాలు, డిగ్రీ కాలేజీల్లో సుమారు 40 శాతం వరకు ఉద్యోగ ఖాళీలు ఉన్నాయని కవిత తెలిపారు. ఖాళీలను భర్తీ చేయకుండా ఉన్న సిబ్బందిపైనే అదనపు పనిభారం మోపుతున్నారని విమర్శించారు.
ఉపాధ్యాయుల సమస్యలు పరిష్కరించకుండా ప్రభుత్వ విద్యను బలోపేతం చేయడం సాధ్యం కాదని అన్నారు. తాము అధికారంలోకి వస్తే ప్రతి గ్రామంలో పాఠశాల, ప్రతి తరగతికి ఒక ఉపాధ్యాయుడు ఉండేలా విధానాన్ని అమలు చేస్తామని హామీ ఇచ్చారు.
32 నెలలుగా డీఏ ఇవ్వలేదు
ధరలు పెరుగుతున్న నేపథ్యంలో ప్రభుత్వ ఉద్యోగులకు డీఏ (కరువు భత్యం) ఇవ్వాల్సిన బాధ్యత ప్రభుత్వంపై ఉందని కవిత అన్నారు. గత 32 నెలలుగా ఉద్యోగులకు డీఏ ఇవ్వకుండా ప్రభుత్వం జాప్యం చేస్తోందని ఆరోపించారు.
గతంలో బీఆర్ఎస్ ప్రభుత్వంపై రేవంత్రెడ్డి తీవ్ర విమర్శలు చేశారని, అధికారంలోకి వచ్చిన తర్వాత ఉద్యోగుల సమస్యలను పరిష్కరించడంలో మాత్రం విఫలమయ్యారని విమర్శించారు.
51 శాతం ఫిట్మెంట్ ఇవ్వాలి
ప్రభుత్వ ఉద్యోగుల పీఆర్సీ గడువు ముగిసే పరిస్థితి ఏర్పడుతోందని కవిత ఆందోళన వ్యక్తం చేశారు. ఉద్యోగులకు తక్షణమే 51 శాతం ఫిట్మెంట్ ప్రకటించాలని ప్రభుత్వాన్ని డిమాండ్ చేశారు.
ఉద్యోగ సంఘాలు లేవనెత్తుతున్న 37 ప్రధాన డిమాండ్లలో చాలా వరకు ఆర్థిక అంశాలతో సంబంధం లేనివేనని అన్నారు. కాబట్టి వాటిని పరిష్కరించేందుకు ప్రభుత్వం చొరవ చూపాలని కోరారు.
2003 బ్యాచ్ ఉద్యోగులకు ఓపీఎస్ అమలు చేయాలి
2003లో నియమితులైన పోలీసులకు ఓపీఎస్ (పాత పెన్షన్ విధానం) అమలు కాలేదని కవిత గుర్తు చేశారు. అదే విధంగా 2003లో నియమితులైన ఉపాధ్యాయులకు కూడా ఓపీఎస్ అమలు చేయాలని డిమాండ్ చేశారు.
2003 బ్యాచ్ ఉపాధ్యాయులకు ఓపీఎస్ అమలు చేస్తే ప్రభుత్వానికి సుమారు రూ.2 వేల కోట్లు ఆదా అవుతాయని ఆమె పేర్కొన్నారు. ఆ మొత్తాన్ని ఇతర పెండింగ్ బకాయిల చెల్లింపులకు వినియోగించవచ్చని సూచించారు.
317 జీవో బాధితులకు న్యాయం చేయాలి
317 జీవో బాధిత ఉద్యోగులకు న్యాయం చేయాలని కవిత డిమాండ్ చేశారు. ముఖ్యంగా 317 జీవో బాధితుల్లో మహిళా ఉద్యోగులు అధిక సంఖ్యలో ఉన్నారని తెలిపారు. వారి సమస్యలు పరిష్కారం కాకపోవడం తనను బాధిస్తోందన్నారు.
గత ప్రభుత్వ హయాంలో 317 జీవో బాధితులకు న్యాయం చేసేందుకు తాను ప్రయత్నించినప్పటికీ అది పూర్తిస్థాయిలో ఫలించలేదని పేర్కొన్నారు.
ప్రభుత్వ హెల్త్ కార్డుపై కవిత ఓపెన్ ఛాలెంజ్
ప్రభుత్వ ఉద్యోగులకు అందిస్తున్న హెల్త్ కార్డు వాస్తవంగా ప్రైవేట్ ఆసుపత్రుల్లో పనిచేస్తుందా? అని కవిత సీఎం రేవంత్రెడ్డిని ప్రశ్నించారు.
“ప్రభుత్వ ఉద్యోగుల హెల్త్ కార్డు ఎక్కడైనా ప్రైవేట్ ఆసుపత్రిలో పనిచేస్తే మీరు చెప్పినట్లు చేస్తాం. పనిచేయకపోతే ముఖ్యమంత్రి రాజీనామా చేస్తారా?” అంటూ సీఎం రేవంత్రెడ్డికి ఓపెన్ ఛాలెంజ్ చేశారు.
ఉద్యోగులు తమ హక్కులు, బెనిఫిట్స్ అడిగితే మరో రెండేళ్లు వేచి ఉండాలని ప్రభుత్వం చెబుతోందని విమర్శించారు. మరో రెండేళ్లు గడిచేలోపు ప్రస్తుత ప్రభుత్వం అధికారంలో ఉండకపోవచ్చని వ్యాఖ్యానించారు.
రిటైర్డ్ ఉద్యోగుల బకాయిలు వెంటనే చెల్లించాలి
రిటైర్డ్ ఉద్యోగులకు చెల్లించాల్సిన ప్రయోజనాలను ఆలస్యం చేస్తే వడ్డీ భారం కూడా ప్రభుత్వంపైనే పడుతుందని కవిత అన్నారు. రిటైర్డ్ ఉద్యోగులకు చెల్లించాల్సిన బకాయిలను వెంటనే విడుదల చేయాలని డిమాండ్ చేశారు.
ఉద్యోగ సంఘాలు పోరాటానికి సిద్ధం కావాలి
ప్రభుత్వంపై పోరాటం విషయంలో ఉద్యోగ సంఘాలు పదేపదే ఆందోళనలను వాయిదా వేయడం సరైంది కాదని కవిత అన్నారు. తెలంగాణ ఉద్యమ సమయంలో ఉద్యోగులు, ఉపాధ్యాయులు కీలక పాత్ర పోషించారని గుర్తు చేశారు.
“తల్లి కాంగ్రెస్తో పోరాడి తెలంగాణ సాధించుకున్నాం. పిల్ల కాంగ్రెస్కు భయపడాల్సిన అవసరం లేదు” అంటూ ఉద్యోగులు, ఉపాధ్యాయులకు పిలుపునిచ్చారు.
ఆంధ్రప్రదేశ్లో గతంలో ఉపాధ్యాయులు ప్రభుత్వంపై పెద్ద ఎత్తున పోరాటం చేసి తమ డిమాండ్లను సాధించుకున్నారని గుర్తు చేశారు. తెలంగాణలో కూడా ఉద్యోగులు, ఉపాధ్యాయులు ఐక్యంగా పోరాడి తమ హక్కులను సాధించుకోవాలని సూచించారు.
హైదరాబాద్ దిగ్బంధానికి పిలుపు
ప్రభుత్వ ఉద్యోగులు, ఉపాధ్యాయులకు ఇచ్చిన హామీలను నిర్ణీత గడువులోగా నెరవేర్చాలని కవిత డిమాండ్ చేశారు. ప్రభుత్వం స్పందించకపోతే హైదరాబాద్ దిగ్బంధానికి ఉద్యోగ సంఘాలు పిలుపునివ్వాలని సూచించారు.
ఉద్యోగులు చేసే ఆందోళనలకు తెలంగాణ రక్షణ సేన నైతికంగా, రాజకీయంగా అండగా ఉంటుందని తెలిపారు. ఉద్యోగుల భుజం తట్టి వారి తరఫున పోరాడేందుకు సిద్ధంగా ఉన్నామని హామీ ఇచ్చారు.
ఔట్సోర్సింగ్ ఉద్యోగుల సమస్యలు పరిష్కరించాలి
ఔట్సోర్సింగ్ ఉద్యోగుల సమస్యలపైనా కవిత స్పందించారు. నెలల తరబడి జీతాలు ఆలస్యమైనా ప్రజలకు ఇబ్బంది కలగకూడదనే ఉద్దేశంతో వారు విధులు నిర్వహిస్తున్నారని అన్నారు.
ఔట్సోర్సింగ్ ఉద్యోగులకు పెండింగ్లో ఉన్న జీతాలను వెంటనే చెల్లించాలని, వారి సమస్యలను పరిష్కరించాలని ప్రభుత్వాన్ని డిమాండ్ చేశారు.
ఉద్యోగులనే అభివృద్ధి భాగస్వాములుగా చూస్తాం
తెలంగాణ రక్షణ సేన అధికారంలోకి వస్తే ప్రభుత్వ ఉద్యోగులను కేవలం సిబ్బందిగా కాకుండా రాష్ట్ర అభివృద్ధిలో డెవలపర్స్, భాగస్వాములుగా చూస్తామని కవిత హామీ ఇచ్చారు.
ప్రభుత్వ ఉద్యోగులను గౌరవించే విధంగా, వారికి భద్రత, సంక్షేమం కల్పించేలా తమ ప్రభుత్వం పనిచేస్తుందని తెలిపారు. ప్రభుత్వ విద్య, ప్రభుత్వ ఉద్యోగుల సంక్షేమం తమ ప్రధాన ప్రాధాన్యతల్లో ఒకటిగా ఉంటుందని స్పష్టం చేశారు.

HYDERABAD: Telangana Rakshana Sena (TRS) president Kalvakuntla Kavitha has issued a strong ultimatum to Telangana Chief Minister A. Revanth Reddy, demanding that the government fulfil its promises to Telangana government employees and teachers by September 18.
Addressing a conference on the problems of government employees and teachers at Bagh Lingampally in Hyderabad on Tuesday, Kavitha said government employees were not the “slaves” of the Chief Minister and warned that employees’ organisations should be prepared for a Hyderabad blockade if the government failed to respond to their demands.
Kavitha assured the employees and teachers that the Telangana Rakshana Sena would extend full support to their struggle.
Kavitha Targets Revanth Reddy Over Employee Issues
Kavitha alleged that breaking promises and changing positions had become the “trademark” of Chief Minister Revanth Reddy. She criticised the government for allegedly threatening employees and teachers when they raised demands concerning their service benefits and working conditions.
She recalled the crucial role played by government teachers and employees during the Telangana statehood movement and said they had placed the movement above their jobs at the time.
However, she alleged that Telangana government employees and teachers are now facing serious problems under the Revanth Reddy government.
According to Kavitha, no government can provide transparent and effective administration without the cooperation of its employees. She accused the Congress government of neglecting government employees instead of treating them as important partners in governance.
Telangana Government Employees Demand Pending Benefits
Kavitha said the Congress government had made several promises to government employees and teachers before the 2023 elections but had failed to fulfil them after coming to power.
She claimed that employees and teachers across Telangana were unhappy with the government’s approach and said the conference was organised to give them confidence and assurance.
She also highlighted the size of the government workforce, stating that Telangana has more than five lakh permanent government employees, another five lakh outsourcing employees and nearly two lakh retired employees.
Kavitha said the Telangana Rakshana Sena would treat government employees as partners in development if it came to power and promised a government that would respect and support employees.
Government Education System Being Neglected
Kavitha strongly criticised the alleged deterioration of the government education system in Telangana.
She said the Telangana Rakshana Sena’s objective was to ensure free education and healthcare for everyone in the state. However, she alleged that the Congress government was neglecting government education.
Kavitha pointed out that Telangana has nearly 600 mandals but only eight permanent Mandal Education Officers (MEOs), according to her. She said the shortage of permanent MEOs was affecting monitoring of government schools.
She also criticised the practice of assigning MEO responsibilities to headmasters and senior teachers, arguing that such additional administrative responsibilities could affect classroom teaching.
Teachers Burdened With Reports and Administrative Work
Kavitha alleged that teachers were increasingly being burdened with reports, student-related documentation and other administrative responsibilities instead of being allowed to focus on teaching.
She expressed concern about schools functioning with only one teacher and said promotions based on seniority were also not being provided to teachers as expected.
She further claimed that gurukuls and degree colleges in Telangana have significant vacancies, with vacancies reportedly reaching around 40% in some institutions.
Kavitha demanded that the government immediately fill vacant teaching posts and improve working conditions for existing teachers.
Kavitha Demands Pending DA for Government Employees
The issue of Dearness Allowance (DA) for Telangana government employees was another major point raised by Kavitha.
She said employees should receive DA in accordance with the increase in the cost of essential commodities. She alleged that government employees had not received DA for the past 32 months.
Kavitha criticised the Revanth Reddy government over the alleged delay in releasing pending DA and recalled that Revanth Reddy had previously criticised the BRS government over similar employee-related issues.
She questioned why the government had not resolved the issue after coming to power.
51% Fitment for Telangana Government Employees
Kavitha also demanded immediate action on the Pay Revision Commission (PRC) issue.
She said the PRC period of government employees was approaching expiry and demanded that the government announce 51% fitment without further delay.
She said several of the 37 demands raised by employee organisations were not directly related to financial expenditure and could be resolved through administrative decisions.
OPS Demand for 2003 Batch Employees
The Old Pension Scheme (OPS) issue also figured prominently in Kavitha’s speech.
She said police personnel recruited in 2003 had not received the benefit of OPS and demanded that the government extend the same benefit to teachers recruited in 2003.
Kavitha claimed that implementing OPS for the 2003 batch of teachers could potentially save the government around ₹2,000 crore and suggested that the savings could be utilised to clear other pending employee-related dues.
Justice for 317 GO Victims
Kavitha demanded justice for employees affected by GO 317.
She said many employees, particularly women employees, had been affected by the implementation of GO 317 and alleged that their grievances remained unresolved.
Kavitha said she had attempted to address the issue during the previous government but could not resolve it completely.
She said the suffering of women employees affected by GO 317 was particularly painful and urged the state government to take immediate steps to resolve their problems.
Kavitha Challenges Revanth Reddy Over Employee Health Cards
Kavitha also questioned the effectiveness of the health cards issued to Telangana government employees.
She challenged Chief Minister Revanth Reddy to demonstrate whether the government employee health card was accepted at private hospitals.
Kavitha said that if the employee health card was genuinely working across private hospitals, she would accept whatever challenge the Chief Minister placed before her. Otherwise, she questioned whether Revanth Reddy would be prepared to take responsibility for the failure of the system.
Retired Employees’ Benefits Must Be Released
Kavitha criticised the delay in releasing retirement benefits to retired government employees.
She said retired employees should not be forced to wait for their legitimate benefits and warned that delays could result in additional interest liabilities for the government.
She said the government must ensure that retired employees receive their dues without unnecessary delays.
Call for Stronger Employee Movement
Kavitha urged employee organisations to intensify their movement instead of repeatedly postponing protests.
Recalling the Telangana statehood movement, she said employees and teachers had played a significant role in the struggle for a separate Telangana state.
She urged employees not to be afraid of the present government and said they should fight democratically for their legitimate demands.
Kavitha also referred to teachers’ movements in Andhra Pradesh and said employees in Telangana could similarly organise themselves to secure their pending benefits.
Support for Employee Organisations
Kavitha claimed that around 206 government employee associations were involved in the Joint Action Committee (JAC) movement.
She said the Telangana Rakshana Sena had so far maintained restraint while observing the developments and would provide moral support to employees if they launched a democratic protest.
She warned government employees and teachers that relying solely on assurances from Chief Minister Revanth Reddy could result in further delays in resolving their problems.
September 18 Deadline and Hyderabad Blockade Warning
Kavitha reiterated her demand that the Telangana government resolve the pending issues of government employees and teachers within the deadline.
She called upon employee organisations to prepare for a Hyderabad blockade if the government failed to act.
Kavitha assured employees that the Telangana Rakshana Sena would stand shoulder-to-shoulder with them and fight for their rights.
Outsourcing Employees’ Salaries Must Be Paid
Kavitha also raised the problems faced by outsourcing employees in Telangana.
She said outsourcing employees continued working despite delays in receiving salaries because they did not want the public to suffer.
She demanded immediate payment of pending salaries to outsourcing employees and urged the government to resolve their employment-related issues.
Telangana Rakshana Sena’s Promise to Employees
Kavitha said that if the Telangana Rakshana Sena came to power, government employees would be treated as partners in the state’s development rather than merely as government staff.
She promised that the government would work towards respecting employees, improving their welfare and strengthening the public education system.
Kavitha concluded by assuring government employees, teachers, police personnel, outsourcing staff and retired employees that the Telangana Rakshana Sena would support their legitimate demands and stand by their side in their struggle.
