తెలంగాణ విద్యా విధానంలో సామాజిక న్యాయం తప్పనిసరి: గుజ్జ సత్యం

హైదరాబాద్: తెలంగాణ రాష్ట్ర విద్యా విధానం (Telangana Education Policy) రూపకల్పనలో సామాజిక న్యాయం ప్రధాన ప్రమాణంగా ఉండాలని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు, BSMAT రాష్ట్ర ఉపాధ్యక్షులు గుజ్జ సత్యం పేర్కొన్నారు.
హైదరాబాద్లోని సుందరయ్య విజ్ఞాన కేంద్రంలో తెలంగాణ లెక్చరర్స్ ఫోరం అధ్యక్షులు ప్రొఫెసర్ కత్తి వెంకటస్వామి ఆధ్వర్యంలో నిర్వహించిన “తెలంగాణ విద్యా విధానం – తెలంగాణ విద్యా కమిషన్ నివేదిక” పై రౌండ్ టేబుల్ సమావేశంలో ఆయన గెస్ట్ స్పీకర్గా పాల్గొని మాట్లాడారు.
ఈ సందర్భంగా గుజ్జ సత్యం మాట్లాడుతూ, ఇటీవల ప్రభుత్వం వద్దకు సమర్పించిన **తెలంగాణ విద్యా కమిషన్ నివేదిక (Telangana Education Commission Report) లో విద్యా వ్యవస్థలో పలు సంస్కరణలు ప్రతిపాదించినప్పటికీ, వాటి అమలు దశలో ప్రభావాన్ని సమగ్రంగా పరిశీలించాల్సిన అవసరం ఉందన్నారు.
ప్రస్తుతం రాష్ట్ర బడ్జెట్లో విద్యా రంగానికి కేటాయిస్తున్న నిధులు సుమారు 8 శాతం మాత్రమే ఉన్నాయని, విద్యా రంగం సమగ్ర అభివృద్ధి చెందాలంటే Education Budget Telangana కనీసం 15 నుంచి 18 శాతం వరకు పెరగాల్సిన అవసరం ఉందని ఆయన సూచించారు.
ప్రభుత్వ పాఠశాలలు మరియు విశ్వవిద్యాలయాలను బలోపేతం చేయకపోతే విద్యా వ్యవస్థలో అసమానతలు పెరిగే ప్రమాదం ఉందని గుజ్జ సత్యం హెచ్చరించారు. ముఖ్యంగా గ్రామీణ ప్రాంతాల్లో ప్రభుత్వ పాఠశాలల పరిస్థితి, ఉపాధ్యాయుల ఖాళీలు, ఉన్నత విద్యాసంస్థల్లో నిధుల కొరత వంటి సమస్యలను పరిష్కరించేందుకు స్పష్టమైన కార్యాచరణ అవసరమన్నారు.
రాష్ట్రంలో విద్యార్థులలో పెద్ద శాతం బీసీ, ఎస్సీ, ఎస్టీ మరియు ఇతర వెనుకబడిన వర్గాలకు చెందినవారేనని ఆయన తెలిపారు. అందువల్ల తెలంగాణ విద్యా విధానం రూపొందించే సమయంలో ఈ వర్గాల విద్యా అభివృద్ధికి ప్రత్యేక ప్రాధాన్యత ఇవ్వాల్సిన అవసరం ఉందన్నారు.
ఉన్నత విద్యలో వారి ప్రాతినిధ్యం పెరగాలంటే స్కాలర్షిప్లు, హాస్టల్ సదుపాయాలు, పరిశోధన అవకాశాలు విస్తరించాల్సిన అవసరం ఉందని గుజ్జ సత్యం సూచించారు.
ఇటీవల విద్యా కమిషన్ ప్రతిపాదించిన పరీక్షా వ్యవస్థలో మార్పులు, విద్యా నాణ్యత పెంపు, సాంకేతికత వినియోగం వంటి అంశాలను స్వాగతించినప్పటికీ, అవి అమలు దశలో సామాజిక సమానత్వాన్ని దృష్టిలో ఉంచుకుని అమలు కావాలని ఆయన పేర్కొన్నారు.
తెలంగాణ రాష్ట్ర అభివృద్ధి విద్యా వ్యవస్థ బలంపై ఆధారపడి ఉందని పేర్కొన్న గుజ్జ సత్యం, ప్రభుత్వ పాఠశాలలు, విశ్వవిద్యాలయాలు మరియు సంక్షేమ హాస్టళ్లను బలోపేతం చేస్తేనే సమాన అవకాశాలతో కూడిన సమాజ నిర్మాణం సాధ్యమవుతుందని అన్నారు.

Hyderabad: National BC Welfare Association National Vice President and BSMAT State Vice President Gujja Sathyam emphasized that social justice must be the core principle in the Telangana Education Policy. He made these remarks while participating as a guest speaker in a roundtable meeting on “Telangana Education Policy – Education Commission Report” held at Sundarayya Vignana Kendram in Hyderabad.
The meeting was organized under the leadership of Telangana Lecturers Forum President Professor Katti Venkataswamy, where educationists and intellectuals discussed the recently submitted Telangana Education Commission Report.
Speaking on the occasion, Gujja Sathyam said that although the Telangana Education Commission proposed several reforms for improving the education system, the government must carefully evaluate their long-term impact before implementation.
He pointed out that the Education Budget in Telangana currently stands at around 8 percent of the state budget, which is insufficient for comprehensive development of the education sector. He suggested that the allocation should be increased to at least 15–18 percent to strengthen the state’s education infrastructure.
Sathyam warned that failure to strengthen government schools and universities in Telangana could widen educational inequality. He stressed the need for a clear action plan to address issues such as the condition of rural government schools, teacher vacancies, and lack of funding in higher education institutions.
Highlighting the social composition of students in the state, Gujja Sathyam said a significant percentage of students belong to BC, SC, ST, and other marginalized communities. Therefore, the Telangana Education Policy must prioritize their educational advancement through expanded scholarships, hostel facilities, and research opportunities in higher education.
While welcoming certain proposals in the Education Commission Report, including reforms in the examination system, improvements in education quality, and increased use of technology in classrooms, he emphasized that these reforms should be implemented with a focus on social equality and inclusive education.
He further stated that the development of Telangana largely depends on the strength of its education system. Strengthening government schools, universities, and welfare hostels will help build a society that provides equal educational opportunities for all sections.
Several educationists, representatives of teachers’ associations, and intellectuals participated in the roundtable discussion and shared their views on the Telangana Education Policy and the Education Commission Report.
