డిగ్రీ గురుకులాల మూసివేత సిఫార్సులపై తీవ్ర ఆందోళన
‘ఇంట్లో ఎలుకలు ఉన్నాయనే కారణంతో ఒకడు తన ఇంటినే తగులబెట్టుకున్నాడంట’ అనే సామెతను తెలంగాణ విద్యా కమిషన్ తాజా సిఫార్సులు గుర్తుకు తెస్తున్నాయని విద్యావేత్తలు వ్యాఖ్యానిస్తున్నారు. నిర్దేశిత సంఖ్యకు తక్కువగా అడ్మిషన్లు నమోదవుతున్నాయనే కారణంతో రాష్ట్రంలోని డిగ్రీ గురుకుల కళాశాలలను రద్దు చేయాలని కమిషన్ సూచించడం తీవ్ర చర్చకు దారితీసింది. ఈ నిర్ణయాన్ని వివిధ కుల సంఘాలు, విద్యావేత్తలు తీవ్రంగా వ్యతిరేకిస్తున్నాయి. మహిళల ఉన్నత విద్యకు ఇది పెద్ద దెబ్బ అవుతుందని వారు హెచ్చరిస్తున్నారు. యూనివర్సిటీ స్థాయి వ్యవస్థపై సరైన అవగాహన లేకపోవడం వల్లే గురుకుల డిగ్రీ కళాశాలలు నిర్వీర్యమవుతున్నాయని వారు అంటున్నారు. బడుగు వర్గాలకు ఉన్నత విద్యను అందించాలనే గురుకులాల అసలు లక్ష్యానికే ఇది విఘాతం కలిగిస్తుందని విమర్శిస్తున్నారు.
మహిళా ఉన్నత విద్య కోసం గురుకులాల ఏర్పాటు
దేశంలో మహిళా విద్యాభివృద్ధికి మహాత్మా జ్యోతిబా ఫూలే చేసిన సేవలు అమూల్యమైనవి. ఆయన ఆలోచనలను ఆదర్శంగా తీసుకుని కేసీఆర్ నాయకత్వంలోని గత తెలంగాణ ప్రభుత్వం మహిళల విద్యాభివృద్ధికి ప్రత్యేక ప్రాధాన్యం ఇచ్చింది. సామాజికంగా వెనుకబడిన ఎస్సీ, ఎస్టీ, బీసీ వర్గాల బాలికలను ఉన్నత విద్య వైపు తీసుకెళ్లేందుకు ప్రత్యేకంగా గురుకుల పాఠశాలలు, ఇంటర్, డిగ్రీ రెసిడెన్షియల్ కళాశాలలు ఏర్పాటు చేసింది. తరువాత పీజీ కళాశాలలను కూడా ప్రారంభించింది. పౌష్టికాహారం, వసతి వంటి సదుపాయాలతో కార్పొరేట్ స్థాయికి సరితూగే నాణ్యమైన విద్యను అందించింది. విద్యార్థినులకు ఉపాధి అవకాశాలు పెరిగేలా విభిన్న కోర్సులను ప్రవేశపెట్టింది.
పలుచోట్ల ప్రత్యేక మహిళా కళాశాలలు
సాధారణ డిగ్రీ కోర్సులతో పాటు ప్రత్యేక వృత్తి విద్య గురుకులాలను కూడా ప్రభుత్వం ఏర్పాటు చేసింది. రుక్మాపూర్లో సైనిక్ స్కూల్, భువనగిరిలో ఆర్మ్డ్ ఫోర్స్ కాలేజీ, వికారాబాద్లో ఫైన్ ఆర్ట్స్ కాలేజీ, సంగారెడ్డిలో హోటల్ మేనేజ్మెంట్ కోర్సులు ప్రారంభించాయి. హనుమకొండ, కందుకూరులో రెసిడెన్షియల్ లా కాలేజీలు, కరీంనగర్, వనపర్తిలో అగ్రికల్చర్ రెసిడెన్షియల్ డిగ్రీ కళాశాలలు కూడా మహిళల కోసం ఏర్పాటు చేయబడ్డాయి. ఈ గురుకులాల వల్ల ఎస్సీ, ఎస్టీ, ఓబీసీ వర్గాల విద్యార్థినులు పెద్ద ఎత్తున ఉన్నత విద్యలోకి ప్రవేశిస్తున్నారని గణాంకాలు చెబుతున్నాయి. ప్రభుత్వ రంగంలో చదువుతున్న బాలికలు 67.04 శాతం ఉండటం దీని ఉదాహరణగా చెప్పబడుతోంది. పీజీ కోర్సుల్లో 72 శాతం, డిగ్రీలో 52 శాతం, బీఈడీ కోర్సుల్లో 81 శాతం యువతులే చేరుతున్నట్టు సమాచారం.
అడ్మిషన్లు తగ్గడానికి కారణాలు
గురుకుల డిగ్రీ కళాశాలల్లో సీట్లు పూర్తిగా నిండకపోవడానికి అడ్మిషన్ విధానంలో ఉన్న లోపాలే ప్రధాన కారణమని విద్యావేత్తలు చెబుతున్నారు. రాష్ట్రంలో సాధారణ డిగ్రీ అడ్మిషన్లు ‘దోస్త్’ విధానం ద్వారా జరుగుతాయి. అయితే గురుకుల డిగ్రీ కళాశాలలను ఆ వ్యవస్థ నుంచి మినహాయించారు. అదనంగా సొసైటీలు ప్రత్యేకంగా మరోసారి ఎంట్రెన్స్ పరీక్ష నిర్వహించి మెరిట్ ఆధారంగా సీట్లు కేటాయిస్తున్నాయి. అప్పటికే ఇతర డిగ్రీ కాలేజీల్లో అడ్మిషన్లు పూర్తవడంతో విద్యార్థులు అక్కడే చేరిపోతున్నారు. దీంతో గురుకులాల్లో సీట్లు ఖాళీగా మిగులుతున్నాయి. ఈ సమస్యను పరిష్కరించేందుకు దోస్త్ ద్వారా లేదా నేరుగా అడ్మిషన్లు ఇవ్వాలని విద్యావేత్తలు సూచిస్తున్నారు. ఈ నేపథ్యంలో 2026-27 విద్యాసంవత్సరం నుంచి నేరుగా అడ్మిషన్లు ఇవ్వాలని ఎస్సీ, బీసీ గురుకుల సొసైటీలు నిర్ణయం తీసుకున్నాయి.
అడ్మిషన్లు తగ్గడానికి మరో కారణం టైమ్టేబుల్ వ్యవస్థ అని కూడా చెబుతున్నారు. పాఠశాలల తరహాలోనే డిగ్రీ కళాశాలలకు టైమ్టేబుల్ విధించడం విద్యార్థులకు ఇబ్బందిగా మారింది. ఒకే తరగతిలో వంద మందికి పైగా విద్యార్థులను కూర్చోబెట్టడం, సబ్జెక్ట్ మారినప్పుడల్లా తరగతి గదులు మార్చడం సమస్యలను పెంచుతోంది.
టైమ్టేబుల్తో ఇబ్బందులు
ఎస్సీ గురుకుల డిగ్రీ కళాశాలల్లో ఉదయం 8 గంటలకే తరగతులు ప్రారంభమవుతున్నాయి. ముందుగా ప్రిపరేటరీ టెస్టులు, తరువాత అసెంబ్లీ, ఆపై మధ్యాహ్నం వరకు నిరంతర తరగతులు కొనసాగుతున్నాయి. ఐదు గంటల పాటు ఎలాంటి విరామం లేకుండా తరగతులు నిర్వహించడం విద్యార్థినులకు ఇబ్బందిగా మారింది. మధ్యలో కేవలం రెండు నిమిషాల వాష్రూమ్ బ్రేక్ మాత్రమే ఇవ్వడం వల్ల విద్యార్థులు అసౌకర్యానికి గురవుతున్నారు. ఈ కారణాలతో కొందరు విద్యార్థినులు మధ్యలోనే గురుకులాలను వదిలి వెళ్లిపోతున్నట్టు సమాచారం.
గురుకులాల మూసివేతపై విమర్శలు
గతంలో కేసీఆర్ ప్రభుత్వం సామాజిక పరిస్థితులను దృష్టిలో ఉంచుకుని గురుకుల డిగ్రీ కళాశాలలను ఏర్పాటు చేసింది. అయితే ప్రస్తుతం రేవంత్ రెడ్డి ప్రభుత్వం వాటి మూసివేత వైపు అడుగులు వేస్తోందని విమర్శలు వినిపిస్తున్నాయి. గత రెండు సంవత్సరాల్లో పలు ఇంటర్ గురుకుల కళాశాలలను మూసివేయడం, కొన్ని ప్రత్యేక గురుకులాలను రద్దు చేయడం వంటి నిర్ణయాలు తీసుకున్నట్టు చెబుతున్నారు. ఇటీవల కొన్ని డిగ్రీ గురుకుల కళాశాలలను విలీనం చేయడమూ దీనికి ఉదాహరణగా పేర్కొంటున్నారు.
ఇలాంటి పరిస్థితుల్లో విద్యా కమిషన్ కూడా గురుకుల డిగ్రీ కళాశాలలను మూసివేయాలని సిఫార్సు చేయడం మరింత చర్చకు దారితీసింది. క్షేత్రస్థాయి లోపాలను సరిచేయడం బదులుగా కళాశాలలనే రద్దు చేయాలని సూచించడం సరైన నిర్ణయం కాదని విద్యావేత్తలు, విద్యార్థి సంఘాలు, బీసీ-ఎస్సీ-ఎస్టీ సంఘాలు విమర్శిస్తున్నాయి.
అనుభవం లేని వారికి బాధ్యతలు?
యూజీసీ మార్గదర్శకాల ప్రకారం డిగ్రీ కళాశాల ప్రిన్సిపాల్గా నియమితులవ్వాలంటే కనీసం 15 ఏళ్ల బోధనా అనుభవం, పీహెచ్డీ, పరిశోధన పత్రాలు వంటి ప్రమాణాలు ఉండాలి. ఈ గైడ్లైన్స్ను పాటించాలని 2019లో తెలంగాణ ప్రభుత్వం జారీ చేసిన జీవో-15లో పేర్కొంది. అయినప్పటికీ అనుభవం లేని వారికి ఇన్చార్జి బాధ్యతలు ఇవ్వడం జరుగుతోందని విమర్శలు ఉన్నాయి. సీనియర్లను పక్కనబెట్టి ప్రధాన కార్యాలయంలో పనిచేసిన వ్యక్తిని జాయింట్ సెక్రటరీగా నియమించడం కూడా వివాదాస్పదమైంది. అనుభవం లేని అధికారుల నిర్ణయాల వల్లే గురుకుల డిగ్రీ కళాశాలలు దెబ్బతింటున్నాయని సొసైటీ ఉద్యోగ వర్గాలు ఆరోపిస్తున్నాయి. ఈ అంశాలను పలుమార్లు ప్రభుత్వ దృష్టికి తీసుకెళ్లినా స్పందన రాలేదని వారు చెబుతున్నారు.
