ప్రధానమంత్రి నరేంద్ర మోదీ నాయకత్వంలోని కేంద్ర ప్రభుత్వం గ్రామీణాభివృద్ధి (Rural Development) పై ప్రత్యేక దృష్టి సారిస్తూ కీలక నిర్ణయాలు తీసుకుంటోంది. తాజాగా తెలంగాణ గ్రామ పంచాయతీలకు రూ.619.85 కోట్లు విడుదల చేయడం ద్వారా గ్రామాల అభివృద్ధికి మరింత ఊతమిచ్చింది. ఈ విషయాన్ని కేంద్ర బొగ్గు, గనుల శాఖ మంత్రి కిషన్ రెడ్డి వెల్లడించారు.
15వ ఆర్థిక సంఘం (15th Finance Commission Grants) సిఫార్సుల మేరకు 2025-26 ఆర్థిక సంవత్సరానికి సంబంధించిన మొదటి విడత నిధులు విడుదల చేయడంపై ఆయన హర్షం వ్యక్తం చేశారు. ఈ సందర్భంగా ప్రధానమంత్రి నరేంద్ర మోదీ, కేంద్ర పంచాయతీరాజ్ శాఖ మంత్రి రాజీవ్ రంజన్ సింగ్కు ప్రత్యేక ధన్యవాదాలు తెలిపారు.
నిధుల విభజన – గ్రామీణాభివృద్ధికి పెద్ద ఊతం
తెలంగాణకు విడుదల చేసిన రూ.619.85 కోట్లలో:
- రూ.371.91 కోట్లు – టైడ్ గ్రాంట్స్ (Tied Grants)
- రూ.247.94 కోట్లు – అన్ టైడ్ గ్రాంట్స్ (Untied Grants)
టైడ్ గ్రాంట్స్ ద్వారా గ్రామాల్లో:
రోడ్ల నిర్మాణం
తాగునీటి సరఫరా
పారిశుద్ధ్యం
మురుగునీటి శుద్ధి
వర్షపు నీటి సంరక్షణ
గ్రామీణ మౌలిక వసతుల అభివృద్ధి
అన్ టైడ్ గ్రాంట్స్ ద్వారా గ్రామ సభ నిర్ణయాల ప్రకారం స్థానిక అవసరాలకు అనుగుణంగా అభివృద్ధి కార్యక్రమాలు చేపట్టవచ్చని కిషన్ రెడ్డి తెలిపారు.
తెలంగాణకు కేంద్ర నిధులు – భారీ పెరుగుదల
కేంద్ర ప్రభుత్వం గ్రామీణాభివృద్ధి నిధులు (Rural Development Funds) కింద తెలంగాణకు భారీగా నిధులు కేటాయించింది:
- 14వ ఆర్థిక సంఘం (2015-20): ₹5,060 కోట్లు
- 15వ ఆర్థిక సంఘం (2020-26): ₹9,050 కోట్లు (80% పెరుగుదల)
- మొత్తం: ₹14,110 కోట్లు
ఇందులో ఇప్పటికే ₹11,111 కోట్లు విడుదల కాగా,
2024-25 కోసం ₹1,032.42 కోట్లు విడుదల అయ్యాయి.
ఇప్పుడు 2025-26 కోసం ₹619.85 కోట్లు విడుదల చేయడం జరిగింది.
నిధుల బదిలీపై కేంద్రం కఠిన నిబంధనలు
కేంద్రం విడుదల చేసిన నిధులు రాష్ట్రాలకు చేరిన వెంటనే:
- 10 పని దినాల్లో గ్రామ పంచాయతీలకు బదిలీ చేయాలి
- ఆలస్యం అయితే వడ్డీతో చెల్లించాలి
- రాష్ట్రం మ్యాచింగ్ గ్రాంట్ ఇవ్వడం తప్పనిసరి
ఇది గ్రామ పంచాయతీ నిధులు (Gram Panchayat Funds) సరైన వినియోగానికి కీలకంగా మారనుంది.
పెండింగ్ నిధులపై వివరణ
తెలంగాణలో పంచాయతీ ఎన్నికలు ఆలస్యం కావడం వల్ల 2023-24, 2024-25 నిధులు పెండింగ్లో ఉన్నాయని మంత్రి తెలిపారు. తాజాగా ఎన్నికలు నిర్వహించడంతో కేంద్రం నిధులు విడుదల చేసింది.
గతంలో బీఆర్ఎస్, కాంగ్రెస్ ప్రభుత్వాలు కేంద్ర నిధులు సక్రమంగా వినియోగించలేదని విమర్శించారు. అయినప్పటికీ, యుటిలైజేషన్ సర్టిఫికెట్లు సమర్పించిన వెంటనే కేంద్రం నిధులు విడుదల చేసిందన్నారు.
భవిష్యత్ ప్రణాళికలు – మరిన్ని నిధులు రాబోతున్నాయి
16వ ఆర్థిక సంఘం (2026-31) కాలంలో తెలంగాణ గ్రామ పంచాయతీలు:
₹9,968 కోట్లు గ్రాంట్గా పొందనున్నాయి

The Central Government, under the leadership of Prime Minister Narendra Modi, is strongly committed to boosting Rural Development in Telangana and across India. Union Minister G. Kishan Reddy stated that the release of Telangana Panchayat Funds worth ₹619.85 crore reflects the government’s dedication to village development and rural infrastructure.
Welcoming the Telangana Panchayat Funds release, Kishan Reddy expressed gratitude to the Central Government and Panchayati Raj Ministry led by Rajiv Ranjan Singh. He emphasized that the vision of “Sabka Saath, Sabka Vikas” is being implemented effectively through Rural Development Funds and Panchayat Funds in Telangana.
Breakdown of Telangana Panchayat Funds
Out of the total ₹619.85 crore Telangana Panchayat Funds:
- ₹371.91 crore allocated as Tied Grants
- ₹247.94 crore allocated as Untied Grants
These Central Government Funds Telangana will significantly enhance Rural Development Telangana and strengthen Gram Panchayat infrastructure.
Tied Grants will be used for:
✔ Rural roads development
✔ Drinking water supply
✔ Sanitation and waste management
✔ Sewage treatment
✔ Rainwater harvesting
✔ Improving living standards in villages
Untied Grants allow flexibility for local development projects, enabling Gram Sabhas to decide based on village needs, further boosting Telangana Rural Development.
Massive Growth in Telangana Rural Development Funds
The Central Government Funds Telangana under Finance Commissions have increased significantly:
- 14th Finance Commission (2015–2020): ₹5,060 crore
- 15th Finance Commission (2020–2026): ₹9,050 crore (80% increase)
Total Telangana Panchayat Funds allocated: ₹14,110 crore
Out of which ₹11,111 crore has already been released.
Additionally:
- ₹1,032.42 crore released for 2024–25
- ₹619.85 crore now released for 2025–26
Under the 16th Finance Commission (2026–2031), Telangana is expected to receive ₹9,968 crore in Panchayat Funds, further accelerating Rural Development Telangana.
Strict Guidelines for Fund Transfer
As per 15th Finance Commission Grants guidelines:
- Funds must be transferred to Gram Panchayats within 10 working days
- Delays will result in interest payments by state governments
- States must provide matching grants equal to Central Government Funds
These measures ensure transparency and proper utilization of Telangana Panchayat Funds and Rural Development Funds.
Delay Due to Panchayat Elections
Kishan Reddy pointed out that Telangana Panchayat Funds for 2023–24 and 2024–25 were pending due to delays in conducting Panchayat Elections in Telangana. After elections were completed, the Central Government Funds Telangana were released.
He also alleged that previous governments failed to properly utilize Panchayat Funds Telangana, but the Central Government continued releasing funds upon submission of utilization certificates to support Rural Development in Telangana villages.

The Central Government reaffirmed its commitment to release more Telangana Panchayat Funds based on proper utilization, ensuring continuous progress in Rural Development Telangana, Village Infrastructure Development, and Gram Panchayat Growth.
