రూ.60,000 కోట్లు కేటాయించాలి – బీసీలకు ఇచ్చిన మాట నిలబెట్టుకోండి: గుజ్జ సత్యం

BC Welfare : రాష్ట్రంలో అధికారంలోకి వచ్చిన ప్రభుత్వం ఎన్నికల ముందు విడుదల చేసిన కామారెడ్డి డిక్లరేషన్లో ఓబిసీలకు ఇచ్చిన హామీలను రెండు సంవత్సరాలుగా అమలు చేయడంలో పూర్తిగా విఫలమైందని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం తీవ్రంగా విమర్శించారు.
ఎన్నికల సమయంలో ప్రతి సంవత్సరం బీసీల సంక్షేమానికి రూ.20,000 కోట్ల ప్రత్యేక బడ్జెట్ కేటాయిస్తామని ఘనంగా హామీ ఇచ్చిన ప్రభుత్వం, అధికారంలోకి వచ్చిన తరువాత ఆ హామీని నిలబెట్టుకోలేకపోయిందని ఆయన పేర్కొన్నారు. కేటాయింపులు చేయకపోవడం మాత్రమే కాకుండా, ప్రకటించిన నిధుల్లో కూడా 50% కూడా విడుదల చేయకుండా బీసీల అభివృద్ధిని నిర్లక్ష్యం చేసినట్టు ఆరోపించారు.
మూడు సంవత్సరాల బకాయిలను ఒకే బడ్జెట్లో కేటాయించాలి
“మీరు ఇచ్చిన మాట ప్రకారం సంవత్సరానికి రూ.20,000 కోట్లు కేటాయించాల్సి ఉండగా, గత రెండు సంవత్సరాల బకాయిలతో కలిపి ఈ 2026–27 బడ్జెట్లో మొత్తం రూ.60,000 కోట్లు కేటాయించాలి. గత రెండేళ్లలో ఎంత కేటాయించారు? అందులో ఎంత విడుదల చేశారు? ఎంత ఖర్చు పెట్టారు? అన్న పూర్తి లెక్కలు ప్రజలకు వెల్లడించాలి” అని గుజ్జ సత్యం డిమాండ్ చేశారు.
బీసీ గురుకులాల దయనీయ పరిస్థితి
రాష్ట్రంలో ఉన్న 1023 బీసీ గురుకులాల్లో సగానికి పైగా సొంత భవనాలు లేక అద్దె భవనాల్లోనే కొనసాగుతున్నాయని, ఇది విద్యార్థుల భవిష్యత్తుతో ఆడుకోవడమేనని ఆయన అన్నారు. రెండు సంవత్సరాలుగా ఒక్క కొత్త భవనం కూడా నిర్మించకపోవడం ప్రభుత్వ నిర్లక్ష్యానికి నిదర్శనమని విమర్శించారు. వెంటనే అన్ని బీసీ గురుకులాలకు శాశ్వత భవనాలు నిర్మించేందుకు ప్రత్యేక నిధులు కేటాయించాలని డిమాండ్ చేశారు.
కులాల వారీగా కార్పొరేషన్లు ఏర్పాటు చేయాలి
వివిధ బీసీ కులాల కోసం ప్రత్యేక కార్పొరేషన్లు ఏర్పాటు చేసి ఆర్థిక స్వావలంబన కల్పిస్తామని ప్రకటించిన హామీ ఇప్పటికీ అమలు కాలేదని తెలిపారు. ప్రతి కులానికి ప్రత్యేక కార్పొరేషన్ ఏర్పాటు చేసి తగిన నిధులు కేటాయించాలని ఆయన డిమాండ్ చేశారు.
ఫీజు రీయింబర్స్మెంట్ వెంటనే విడుదల చేయాలి
ఫీజు రీయింబర్స్మెంట్ కోసం వేలాది మంది విద్యార్థులు ఎదురు చూస్తున్నారని, కాలేజీ యాజమాన్యాలు విద్యార్థులను ఇబ్బందులకు గురి చేస్తున్నాయని గుజ్జ సత్యం తెలిపారు. బీసీ విద్యార్థుల భవిష్యత్తు దృష్ట్యా పెండింగ్ ఫీజు రీయింబర్స్మెంట్ మొత్తాన్ని వెంటనే విడుదల చేయాలని ఆయన డిమాండ్ చేశారు.
కామారెడ్డి డిక్లరేషన్పై ప్రశ్నలు
కామారెడ్డి డిక్లరేషన్లో ఇచ్చిన హామీలపై గత రెండు సంవత్సరాల్లో ఏం చేశారు? ఏం చేయలేదు? అనే విషయాలపై ప్రభుత్వం వైట్ పేపర్ విడుదల చేయాలని డిమాండ్ చేశారు. హామీలు అమలు చేయకుండా ఓట్ల కోసం బీసీలను మోసం చేసే ప్రయత్నం చేస్తున్నారని ఆరోపించారు.
ఉద్యమానికి సిద్ధం
ఈ 2026–27 బడ్జెట్లో బీసీలకు రూ.60,000 కోట్ల సమగ్ర కేటాయింపు చేయకపోతే, బీసీ సంక్షేమానికి నిధులు విడుదల చేయకపోతే, రాష్ట్రంలోని ప్రతి గ్రామంలో బీసీ నాయకత్వంలో ఉద్యమం చేపడతామని హెచ్చరించారు. “ఓట్ల కోసం వాగ్దానాలు చేసి అమలు చేయకపోతే, బీసీలు మౌనంగా ఉండరు. తెలంగాణలో గ్రామం గ్రామానికి బీసీ గర్జన వినిపిస్తుంది” అని గుజ్జ సత్యం స్పష్టం చేశారు.
బీసీల హక్కుల సాధన కోసం చట్టబద్ధ పోరాటం కొనసాగిస్తామని, హామీలు నెరవేర్చే వరకు తమ ఉద్యమం ఆగదని జాతీయ బీసీ సంక్షేమ సంఘం స్పష్టం చేసింది.

Telangana Govt Fails BC Promises, ₹60,000 Cr Demand Raised
The government that came to power in the state has completely failed to implement the promises made to OBCs in the Kamareddy Declaration released before the elections, strongly criticized Gujja Sathyam, National Vice President of the National BC Welfare Association.
He stated that during the elections, the government had proudly promised to allocate ₹20,000 crore annually for BC welfare. However, after coming to power, it failed to fulfill this commitment. Not only were proper allocations not made, but even 50% of the announced funds were not released, showing clear neglect towards BC development.
Allocate three years’ dues in a single budget
“As per your promise, ₹20,000 crore should be allocated every year. Including the dues of the past two years, a total of ₹60,000 crore should be allocated in the 2026–27 budget. The government must reveal complete details of how much was allocated, released, and spent in the last two years,” demanded Gujja Sathyam.
Poor condition of BC Gurukuls
He pointed out that out of 1,023 BC Gurukuls in the state, more than half are functioning in rented buildings without proper infrastructure, which is playing with students’ future. He criticized the government for not constructing even a single new building in the past two years and demanded immediate allocation of funds for permanent buildings for all BC Gurukuls.
Demand for caste-wise corporations
He stated that the promise to establish separate corporations for various BC communities to ensure financial empowerment has not been implemented yet. He demanded the formation of dedicated corporations for each caste along with adequate funding.
Release fee reimbursement immediately
Gujja Sathyam highlighted that thousands of students are waiting for fee reimbursement, while college managements are troubling them. He demanded immediate release of pending fee reimbursement amounts to safeguard the future of BC students.
Questions on Kamareddy Declaration
He demanded that the government release a white paper detailing what has been done and what has not been done regarding the promises made in the Kamareddy Declaration over the last two years. He accused the government of deceiving BCs for votes without implementing the promises.
Ready for agitation
He warned that if ₹60,000 crore is not allocated for BCs in the 2026–27 budget and funds for BC welfare are not released, a statewide movement will be launched under BC leadership in every village. “BCs will not remain silent if promises made for votes are not fulfilled. The roar of BCs will be heard in every village of Telangana,” he asserted.
The National BC Welfare Association stated that it will continue its legal struggle for BC rights and that the movement will not stop until the promises are fulfilled.
