42% హామీకి సమాధి… బీసీల భవిష్యత్తుతో కాంగ్రెస్ చెలగాటం : ఆర్. కృష్ణయ్య
హైదరాబాద్, జనవరి 22: (Bc Reservations) మున్సిపల్ ఎన్నికల పేరుతో కాంగ్రెస్ ప్రభుత్వం బీసీలకు మరోసారి తీవ్ర అన్యాయం చేసిందని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ అధ్యక్షులు, రాజ్యసభ సభ్యులు ఆర్. కృష్ణయ్య మండిపడ్డారు. గ్రామ పంచాయతీల్లో జరిగిన ద్రోహమే ఇప్పుడు మున్సిపాలిటీల్లోనూ పునరావృతమైందని, 42 శాతం బీసీ రిజర్వేషన్ల హామీని పాతిపెట్టి ఎన్నికలకు వెళ్లడం బహుజన సమాజంపై రాజకీయ దాడేనని విమర్శించారు.
జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం ఏర్పాటు చేసిన మీడియా సమావేశంలో, జాతీయ వర్కింగ్ ప్రెసిడెంట్ ర్యాగ అరుణ్ కుమార్తో కలిసి పాల్గొన్న ఆర్. కృష్ణయ్య, ప్రభుత్వ నిర్ణయాలపై ఘాటు వ్యాఖ్యలు చేశారు. రాష్ట్ర జనాభాలో 56–60 శాతం ఉన్న బీసీలకు కేవలం 31 శాతం చైర్మన్ పదవులు కేటాయించడం సామాజిక న్యాయానికి తూట్లు పొడవడమేనన్నారు. “15 శాతం కూడా లేని అగ్రకులాలకు 61 మున్సిపల్ చైర్మన్ స్థానాలు ఇచ్చి, బీసీలను పక్కన పెట్టడం ఏ ప్రజాస్వామ్యం?” అని ప్రశ్నించారు.
42 శాతం రిజర్వేషన్లు అమలు చేసి ఉంటే బీసీలకు కనీసం 52 చైర్మన్ స్థానాలు రావాల్సి ఉండేదని, ప్రభుత్వ మాట తప్పడం వల్ల 14 కీలక స్థానాలు కోల్పోయారని తెలిపారు. తాజా సామాజిక సర్వే ప్రకారం 56 శాతం మేర రిజర్వేషన్లు ఇవ్వాల్సి ఉన్నా, బీసీల నుంచి దాదాపు 30 స్థానాలు లాక్కున్నారని ఆరోపించారు.
మున్సిపల్ చైర్మన్, మేయర్ పదవులు కేవలం హోదాలు కాదని, వేల కోట్ల రూపాయల అభివృద్ధి నిధులపై అధికారం కలిగిన కీలక స్థానాలని ఆర్. కృష్ణయ్య గుర్తు చేశారు. ఒక్కో మున్సిపాలిటీలో సగటున రూ.100 కోట్ల బడ్జెట్ ఉంటే, చైర్మన్ స్థానాల కోత ద్వారా సుమారు రూ.1400 కోట్ల అభివృద్ధి నిధుల నుంచి బీసీలను దూరం చేస్తున్నారని ఆవేదన వ్యక్తం చేశారు. కార్పొరేషన్లలో మేయర్ పరిధి రూ.500 కోట్లకు పైగా ఉండగా, బీసీలకు కేవలం మూడు మేయర్ స్థానాలే ఇవ్వడం ద్వారా దాదాపు రూ.3500 కోట్ల పాలనా నిర్ణయాల నుంచి బీసీలను తప్పించారని విమర్శించారు.
కౌన్సిలర్, కార్పొరేటర్ స్థానాల్లోనూ బీసీలకు కేవలం 28 శాతం మాత్రమే కేటాయించడం ప్రజాస్వామ్యంపై దాడేనని ఆర్. కృష్ణయ్య అన్నారు. 2704 స్థానాల్లో 387 బీసీ స్థానాలు తగ్గడంతో కనీసం రూ.1000 కోట్లకు పైగా అభివృద్ధి నిధులు బీసీ కాలనీలకు చేరకుండా పోతున్నాయన్నారు. “ఇది సంఖ్యల కోత కాదు… బీసీ జీవితాలపై కోత” అని ఆయన తీవ్రంగా వ్యాఖ్యానించారు.
ఈ సందర్భంగా జాతీయ వర్కింగ్ ప్రెసిడెంట్ ర్యాగ అరుణ్ కుమార్ మాట్లాడుతూ, “కాంగ్రెస్ పార్టీ ఎన్నికల సమయంలో 42 శాతం హామీ ఇచ్చి, అధికారంలోకి వచ్చాక అదే హామీని కాలరాసింది. తమ ప్రభుత్వమే నిర్వహించిన సామాజిక సర్వేలో బీసీలు 56 శాతానికి పైగా ఉన్నారని తేలినా, ఆ నిజాన్ని రిజర్వేషన్లలో అమలు చేయకపోవడం ద్రోహం కాక మరేమిటి?” అని ప్రశ్నించారు. బీసీ హక్కుల కోసం పోరాటం రాజీ లేని ఉద్యమంగా కొనసాగుతుందని, అవసరమైతే న్యాయపరమైన చర్యలకూ వెళ్తామని స్పష్టం చేశారు.
మీడియా సమావేశంలో జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం మాట్లాడుతూ, 42 శాతం బీసీ రిజర్వేషన్లు అమలు చేయకుండా మున్సిపల్ ఎన్నికల నోటిఫికేషన్ ఇస్తే కాంగ్రెస్ పార్టీని బీసీ సమాజం రాజకీయంగా క్షమించదని హెచ్చరించారు.
