దేశవ్యాప్తంగా 42% బీసీ రిజర్వేషన్లు అమలు చేయాలి – గుజ్జ సత్యం డిమాండ్
హైదరాబాద్: దేశవ్యాప్తంగా బీసీ రిజర్వేషన్లు 42 శాతం అమలు చేయడంతో పాటు వాటికి రాజ్యాంగబద్ధ రక్షణ కల్పించాలంటే తమిళనాడు తరహాలో రాజ్యాంగంలోని 9వ షెడ్యూల్లో చేర్చాల్సిన అవసరం ఉందని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం పేర్కొన్నారు. శుక్రవారం నిర్వహించిన మీడియా సమావేశంలో ఆయన ఈ డిమాండ్లను వెల్లడించారు.
దేశంలో బీసీల రాజకీయ హక్కులు, విద్యా అవకాశాలు, ఉద్యోగాల్లో రిజర్వేషన్లు బలపడాలంటే కేంద్ర మరియు రాష్ట్ర ప్రభుత్వాలు సమగ్ర విధానాలు తీసుకురావాలని ఆయన కోరారు. దేశ జనాభాలో పెద్ద భాగం బీసీలే అయినప్పటికీ వారు ఇప్పటికీ సామాజిక, ఆర్థిక, విద్యా రంగాల్లో వెనుకబడిన వర్గంగానే కొనసాగుతున్నారని ఆయన ఆందోళన వ్యక్తం చేశారు.
ప్రస్తుతం దేశవ్యాప్తంగా చర్చనీయాంశంగా మారిన కుల గణన (Caste Census) బీసీల అసలు పరిస్థితులను వెలుగులోకి తీసుకువస్తుందని గుజ్జ సత్యం అన్నారు. ఆ డేటా ఆధారంగా బీసీల సామాజిక న్యాయం, విద్యా అవకాశాలు, ఉద్యోగాల్లో రిజర్వేషన్ల పెంపు వంటి కీలక నిర్ణయాలు తీసుకోవాల్సిన అవసరం ఉందన్నారు.
బీసీలపై జరుగుతున్న వివక్ష, అన్యాయాలను అరికట్టేందుకు ప్రత్యేకంగా “బీసీ రక్షణ చట్టం” తీసుకురావాలని ఆయన డిమాండ్ చేశారు. ఎస్సీ, ఎస్టీ అట్రాసిటీస్ చట్టం తరహాలో బీసీల హక్కులను రక్షించే కఠిన చట్టం అమలు చేయాల్సిన అవసరం ఉందన్నారు.
ఇటీవల పార్లమెంట్లో ఆమోదం పొందిన మహిళా రిజర్వేషన్ బిల్లులో బీసీ మహిళలకు సబ్ కోటా కల్పించకపోతే మహిళల సమగ్ర సాధికారత సాధ్యం కాదని ఆయన స్పష్టం చేశారు. రాజకీయ వ్యవస్థలో బీసీ మహిళల ప్రాతినిధ్యం పెరగాలంటే ప్రత్యేక రిజర్వేషన్ అవసరమని తెలిపారు.
దేశంలో జరుగుతున్న బీసీ ఉద్యమం, బీసీ సంక్షేమ సంఘం డిమాండ్లు మరియు సామాజిక న్యాయం కోసం జరుగుతున్న పోరాటాలను అన్ని రాజకీయ పార్టీలు గౌరవించాలని గుజ్జ సత్యం అన్నారు. కేంద్ర మరియు రాష్ట్ర ప్రభుత్వాలు బీసీలకు విద్య, ఉద్యోగాలు, రాజకీయాల్లో సముచిత రిజర్వేషన్లు కల్పించేలా చర్యలు తీసుకోవాలని ఆయన కోరారు.
బీసీల హక్కుల సాధన కోసం దేశవ్యాప్తంగా ఉద్యమాలను మరింత బలోపేతం చేస్తామని, సామాజిక న్యాయం, రాజకీయ ప్రాతినిధ్యం, ఆర్థిక అభివృద్ధి లక్ష్యంగా పోరాటం కొనసాగిస్తామని గుజ్జ సత్యం వెల్లడించారు.

Implement 42% BC Reservations, Include in 9th Schedule: Gujja Sathyam
Hyderabad: National Vice President of the National BC Welfare Association Gujja Sathyam has demanded that 42 percent reservations for Backward Classes (BCs) be implemented across the country and included in the 9th Schedule of the Indian Constitution to ensure strong constitutional protection. He said that adopting a model similar to Tamil Nadu, where reservation laws are placed under the 9th Schedule, would help safeguard BC reservations from legal challenges.
Speaking at a media conference held in Hyderabad on Friday, Gujja Sathyam stated that the issue of BC reservations has become one of the most important social justice concerns in India. He emphasized that governments must introduce comprehensive policies aimed at strengthening the political rights, educational opportunities, and employment reservations for BC communities across the country.
According to Sathyam, although BC communities constitute a significant share of India’s population, they still continue to face social, economic, and educational backwardness. He said that decades of systemic inequality have limited their access to quality education, government jobs, and political representation. Therefore, expanding reservations and ensuring stronger constitutional protection is essential to achieve true equality and social justice.
He further explained that the ongoing debate on the Caste Census has brought renewed attention to the conditions of backward communities. A nationwide caste census, he said, would provide accurate data about the population, socio-economic status, and representation of BC communities. Such data would enable policymakers to make informed decisions regarding reservation policies, welfare schemes, and social justice measures.
Gujja Sathyam also called for the introduction of a “BC Protection Act” to safeguard the rights and dignity of BC communities. He said that incidents of discrimination, social exclusion, and injustice against BC groups continue to occur in various parts of the country. In this context, he demanded a strong legal framework similar to the SC/ST (Prevention of Atrocities) Act, which provides legal protection to Scheduled Castes and Scheduled Tribes.
According to him, a dedicated BC Protection Act would help prevent discrimination and provide legal remedies for victims of injustice. He added that such legislation would send a strong message that the rights of backward communities are protected by law.
Referring to the Women’s Reservation Bill recently passed in Parliament, Sathyam said that the objective of women’s empowerment would remain incomplete if BC women are not given a separate sub-quota within the reservation framework. He stressed that BC women face double discrimination—both social and gender-based—and therefore require special policy attention.
He argued that ensuring proper political representation for BC women would not only strengthen democracy but also empower communities that have historically remained underrepresented in legislative bodies. According to him, providing a dedicated quota for BC women would create opportunities for leadership and inclusive governance.
During the media interaction, Gujja Sathyam also highlighted the growing BC movement across the country, which is demanding greater recognition of the rights and contributions of backward communities. He urged all political parties to acknowledge the importance of the BC community in India’s social and political landscape and support policies that promote social justice.
He appealed to both the central and state governments to take immediate steps to expand BC reservations in education, employment, and political representation. He also called for stronger welfare programs aimed at improving access to education, skill development, and economic opportunities for BC youth.
Concluding his address, Gujja Sathyam said that the BC welfare movement will continue to grow stronger until justice is achieved. He affirmed that activists and organizations working for BC rights would intensify their efforts across the country to ensure social justice, equal representation, and economic development for backward communities.
He expressed confidence that with sustained public support and political will, India can move towards a more inclusive and equitable society where all communities receive fair opportunities and constitutional protection.
