DD News

2027 UP Assembly Elections, UP Election 2027, SP Congress Alliance, SP Congress Seat Sharing, Congress 150 Seats, Akhilesh Yadav, Rajendra Pal Gautam, Imran Masood

UP Election 2027 SP-Congress Seat Sharing Talks Intensify, Congress Seeks 150 Seats

SP Congress seat sharing talks for UP Election 2027

Lucknow: The political groundwork for the Uttar Pradesh Assembly Election 2027 is gathering pace, with the proposed SP-Congress alliance facing an important test over seat sharing. Although formal negotiations are yet to be concluded, both the Samajwadi Party (SP) and the Congress are preparing their respective claims based on electoral performance, organisational strength and constituency-level calculations.

The latest development has put the UP Election 2027 seat-sharing formula at the centre of political discussions. Uttar Pradesh Congress in-charge Rajendra Pal Gautam has publicly stated that Congress will not contest fewer than 150 Assembly seats if it enters the election in alliance with the Samajwadi Party. He also said that the seat-sharing arrangement is expected to be finalised in October.

Congress Sets 150-Seat Floor for UP Election 2027

The Congress has adopted an assertive position ahead of the UP Assembly Election 2027. Rajendra Pal Gautam said Congress has potential candidates for all 403 Assembly constituencies in Uttar Pradesh and maintained that the party should receive a substantial share under the alliance arrangement.

According to Gautam, Congress has been working on the SP-Congress seat-sharing exercise for around two months, with senior leaders including Rahul Gandhi, Mallikarjun Kharge, Priyanka Gandhi Vadra and K.C. Venugopal involved in the process.

Congress’s demand is significant because Uttar Pradesh has 403 Assembly seats, making the division of constituencies one of the most consequential issues for the proposed Congress-SP alliance in UP Election 2027.

Gautam has also indicated that Congress considers itself entitled to a substantial share of the seats under the alliance, while making clear that its floor is 150 constituencies.

2024 Lok Sabha Results Strengthen Congress’s Argument

The 2024 Lok Sabha election results in Uttar Pradesh form an important part of the Congress argument.

The SP and Congress contested the 2024 Lok Sabha election as alliance partners in Uttar Pradesh. The Samajwadi Party won 37 of the state’s 80 Lok Sabha seats, while the Congress won six seats. Together, the two parties won 43 seats, while the BJP won 33.

For Congress, the 2024 performance represents a significant basis for seeking a larger role in the upcoming UP Assembly Election 2027.

The party is therefore expected to use its performance in the 2024 Lok Sabha election, its organisational expansion and its performance in specific Assembly segments while negotiating the SP Congress seat-sharing formula.

SP Has Its Own Electoral Calculations

The Samajwadi Party, however, has a different assessment of the UP Election 2027 seat-sharing equation.

The SP remains the larger electoral force within the alliance based on its performance in the 2024 Lok Sabha election. Its victory in 37 Lok Sabha constituencies has given the party substantial bargaining strength in negotiations over the Congress-SP alliance.

The SP’s position is also influenced by its Assembly-level performance in previous elections. The party is therefore expected to seek a significantly larger share of the 403 constituencies rather than accept a near-equal division of seats.

Reports about the negotiations have indicated that both parties are preparing competing seat-sharing plans ahead of formal discussions. However, the exact number of seats that SP is prepared to offer Congress remains subject to negotiations and should not be treated as a final agreement at this stage. NDTV

2017 SP-Congress Alliance Remains Part of the Calculation

The 2017 Uttar Pradesh Assembly election is another important reference point in the current SP-Congress seat-sharing talks.

The two parties had previously contested the 2017 Assembly election together. Congress was allocated 105 seats, while the SP contested the majority of the remaining constituencies. The alliance, however, did not translate into a strong electoral outcome for Congress.

Congress won only seven Assembly seats in the 2017 election, while the SP won 47 seats.

That experience is likely to influence the bargaining positions of both parties as they discuss the UP Election 2027 seat-sharing formula.

For the SP, the 2017 experience can be cited as an argument for a constituency-specific approach rather than simply allocating a large number of seats to Congress.

For Congress, the 2024 Lok Sabha results provide a different reference point and support its argument for a larger share in UP Assembly Election 2027.

2024 Performance Has Changed the Alliance Equation

The political equation between the Samajwadi Party and Congress is different from the situation in 2017.

In 2024, the two parties successfully contested the Lok Sabha election together in Uttar Pradesh and won 43 of the state’s 80 seats. The SP’s 37-seat performance was its strongest Lok Sabha performance in the state, while Congress secured six seats.

This has created a new basis for negotiations ahead of the UP Election 2027.

Congress is seeking to convert its improved electoral performance into a larger Assembly seat share, while the SP is expected to emphasise its much larger 2024 Lok Sabha tally and wider organisational presence.

Imran Masood and Other Congress Leaders Push for Greater Share

Congress leaders in Uttar Pradesh have also been arguing for a substantial number of Assembly constituencies in the 2027 Uttar Pradesh Assembly elections.

Saharanpur MP Imran Masood has been among the Congress leaders advocating a stronger position for the party in the seat-sharing negotiations. The demand for a larger number of seats reflects the Congress effort to strengthen its bargaining position before the formal SP-Congress alliance talks.

However, public demands made by individual leaders should be distinguished from the final seat-sharing agreement. The final formula will depend on negotiations between the senior leadership of both parties.

October Crucial for SP-Congress Seat Sharing

The next major phase of the UP Election 2027 alliance negotiations is expected in October.

Rajendra Pal Gautam has said the seat-sharing exercise is likely to be finalised during October. Reports also indicate that any final arrangement will require approval from the senior leadership of both parties, including Congress leadership and SP president Akhilesh Yadav.

This means the coming negotiations could determine not only the number of seats allocated to each party but also which constituencies are retained or exchanged.

Why Seat Sharing Matters in UP Election 2027

The Uttar Pradesh Assembly Election 2027 will involve 403 constituencies, making alliance arithmetic particularly important.

The central questions in the SP-Congress seat-sharing talks include:

  • How many seats will Congress contest?
  • How many constituencies will remain with the SP?
  • Will the parties use the 2024 Lok Sabha results as the primary benchmark?
  • How much weight will be given to previous Assembly election performance?
  • Will constituency-level vote share and organisational strength influence the final formula?
  • Which seats will be identified as winnable or strategically important by each party?

The answers to these questions will shape the final structure of the Congress-SP alliance for UP Election 2027.

The 2024 figures are based on reported election results, while the current seat-sharing numbers are negotiating positions rather than a final agreement.

What Happens Next?

The UP Election 2027 seat-sharing negotiations are still evolving. Congress has publicly established a floor of 150 seats, while the SP has not publicly accepted that formula. The final agreement will depend on negotiations between the two parties and approval from their senior leadership.

For now, the biggest political question is whether the SP-Congress alliance can reconcile Congress’s demand for a larger Assembly presence with the SP’s claim to a greater share based on its electoral strength in Uttar Pradesh.

With the Uttar Pradesh Assembly Election 2027 approaching, the seat-sharing negotiations are likely to remain one of the most closely watched developments in UP politics.
