దివ్యాంగులకు జాలి కాదు.. సమానత్వం కావాలి: హక్కులు, రిజర్వేషన్లు, హామీల అమలుపై రౌండ్ టేబుల్ సమావేశం
హైదరాబాద్, సెప్టెంబర్ 30: దివ్యాంగుల సమస్యలను కేవలం సంక్షేమ పథకాల పరిధిలోనే చూడకుండా హక్కులు, చట్టబద్ధమైన రిజర్వేషన్లు, విద్య, ఉపాధి, గృహవసతి, రవాణా, సామాజిక భద్రత, స్వయం ఉపాధి, గౌరవప్రదమైన జీవనం వంటి అంశాల సమగ్ర దృక్పథంతో పరిష్కరించాల్సిన అవసరం ఉందని Social Justice Party ఆధ్వర్యంలో జరిగిన “దివ్యాంగుల హక్కులు & హామీల సాధన కోసం రౌండ్ టేబుల్ సమావేశం”లో వక్తలు పేర్కొన్నారు.
సోమాజిగూడ ప్రెస్ క్లబ్లో జరిగిన ఈ సమావేశంలో దివ్యాంగుల హక్కుల అమలు, ప్రభుత్వ హామీలు, ఉద్యోగ రిజర్వేషన్లు, బ్యాక్లాగ్ పోస్టుల భర్తీ, గృహ రిజర్వేషన్లు, విద్యా సదుపాయాలు, రవాణా సౌకర్యాలు తదితర అంశాలపై విస్తృతంగా చర్చించారు.
దివ్యాంగుల హక్కులు సంక్షేమంతో ముగియకూడదు
దివ్యాంగులకు ప్రభుత్వం అందించే సంక్షేమ పథకాలు అవసరమైనవే అయినప్పటికీ, వాటిని కేవలం ఆర్థిక సహాయం లేదా పెన్షన్కే పరిమితం చేయడం ద్వారా సమస్యకు శాశ్వత పరిష్కారం లభించదనే అభిప్రాయం సమావేశంలో వ్యక్తమైంది.
దివ్యాంగుల సాధికారత కోసం విద్య, నైపుణ్యాభివృద్ధి, ఉపాధి, స్వయం ఉపాధి, ప్రజా ప్రదేశాలకు సులభమైన ప్రాప్యత, రవాణా, డిజిటల్ యాక్సెసిబిలిటీ, గృహవసతి వంటి అంశాలపై సమగ్ర విధానం అవసరమని సమావేశం పేర్కొంది.
భారతదేశంలోని **Rights of Persons with Disabilities Act, 2016 (RPwD Act)**లోనే దివ్యాంగుల విద్య, ఉద్యోగ రిజర్వేషన్, ప్రాప్యత, రవాణా, సమాచార సాంకేతికత తదితర అంశాలకు చట్టబద్ధమైన నిబంధనలు ఉన్నాయి.
4 శాతం ఉద్యోగ రిజర్వేషన్ పూర్తిస్థాయిలో అమలు చేయాలి
దివ్యాంగుల ఉద్యోగ రిజర్వేషన్ అంశం సమావేశంలో ప్రధానంగా చర్చకు వచ్చింది. RPwD Act, 2016లోని సెక్షన్ 34 ప్రకారం ప్రభుత్వ సంస్థల్లో దివ్యాంగులకు కనీసం 4 శాతం ఉద్యోగ ఖాళీలను రిజర్వ్ చేయాల్సి ఉంటుంది. భర్తీ కాని ఖాళీలను తదుపరి నియామక సంవత్సరానికి క్యారీ ఫార్వర్డ్ చేయడానికి కూడా చట్టంలో నిబంధనలు ఉన్నాయి.
ఈ నేపథ్యంలో దివ్యాంగుల 4% ఉద్యోగ రిజర్వేషన్, గుర్తించిన పోస్టుల అమలు, ఖాళీల పర్యవేక్షణ, పెండింగ్ మరియు బ్యాక్లాగ్ పోస్టుల భర్తీపై స్పష్టమైన కార్యాచరణ అవసరమని సమావేశంలో డిమాండ్ చేశారు.
కేంద్ర ప్రభుత్వ తాజా నియామక నోటిఫికేషన్లలో కూడా PwBD బ్యాక్లాగ్ ఖాళీలు, వాటిని తదుపరి నియామక చక్రానికి క్యారీ ఫార్వర్డ్ చేసే విధానం ప్రస్తావించబడుతోంది.
5 శాతం గృహ రిజర్వేషన్ అమలు చేయాలి
దివ్యాంగులకు గృహవసతి కూడా సామాజిక భద్రతలో కీలక భాగమని సమావేశంలో పేర్కొన్నారు.
తెలంగాణ ప్రభుత్వం గతంలో సంక్షేమ, వివిధ అభివృద్ధి పథకాలలో benchmark disabilities కలిగిన వ్యక్తులకు 5 శాతం రిజర్వేషన్ కల్పిస్తూ ఉత్తర్వులు జారీ చేసింది.తెలంగాణ ప్రభుత్వ హౌసింగ్ సమాచారంలో కూడా రాష్ట్రవ్యాప్తంగా దివ్యాంగులకు 5 శాతం రిజర్వేషన్ ప్రస్తావించబడింది.
అయితే రిజర్వేషన్ కేవలం ఉత్తర్వుల్లో ఉండకుండా అర్హులైన దివ్యాంగులకు పారదర్శకంగా, సమయపాలనతో ప్రయోజనం అందేలా అమలు చేయాలని సమావేశం కోరింది.
విద్యలో సమగ్రతే అసలు సాధికారత
దివ్యాంగుల భవిష్యత్తుకు సమగ్ర విద్య కీలకమని సమావేశంలో అభిప్రాయపడ్డారు.
RPwD Act ప్రకారం benchmark disabilities ఉన్న 6–18 సంవత్సరాల పిల్లలకు ఉచిత విద్య హక్కు కల్పించడంతో పాటు, ప్రభుత్వ మరియు ప్రభుత్వ సహాయం పొందే ఉన్నత విద్యా సంస్థల్లో కనీసం 5 శాతం సీట్ల రిజర్వేషన్కు చట్టం అవకాశం కల్పిస్తోంది.
అందువల్ల పాఠశాలలు, కళాశాలలు, ఉన్నత విద్యా సంస్థల్లో accessibility, ప్రత్యేక విద్యా సహాయం, assistive technology, రవాణా, వసతి, పరీక్షా సౌకర్యాలు వంటి అంశాలను సమగ్రంగా అమలు చేయాల్సిన అవసరం ఉందని సమావేశం పేర్కొంది.
అందుబాటులో ఉండే రవాణా వ్యవస్థ అవసరం
Accessible Transport కూడా దివ్యాంగుల స్వతంత్ర జీవనానికి కీలకమైన అంశంగా సమావేశంలో చర్చించారు.
RPwD Actలోని సెక్షన్ 41 ప్రకారం బస్ స్టాప్లు, రైల్వే స్టేషన్లు, విమానాశ్రయాలు వంటి ప్రాంతాల్లో దివ్యాంగులకు అనుకూలమైన సౌకర్యాలు, అలాగే అందుబాటులో ఉండే రవాణా వ్యవస్థపై ప్రభుత్వాలు చర్యలు తీసుకోవాల్సి ఉంటుంది.
ప్రజా రవాణా, రోడ్లు, ఫుట్పాత్లు, ప్రభుత్వ కార్యాలయాలు, ఆసుపత్రులు, విద్యా సంస్థలు వంటి మౌలిక వసతులు Barrier-Freeగా ఉండేలా చర్యలు తీసుకోవాలని సమావేశంలో కోరారు.
కేంద్ర దివ్యాంగుల సాధికారత శాఖ కూడా పాఠశాలలు, కళాశాలలు, కార్యాలయాలు, ప్రభుత్వ భవనాలు, ఆసుపత్రులు తదితర ప్రదేశాల్లో barrier-free environment ఏర్పాటును ప్రోత్సహిస్తోంది.
పెన్షన్తో పాటు స్వయం ఉపాధికి ప్రాధాన్యం
దివ్యాంగుల పెన్షన్ హామీలు అమలు చేయడంతో పాటు స్వయం ఉపాధి, నైపుణ్యాభివృద్ధి, చిన్న వ్యాపారాలకు ఆర్థిక సహాయం, మార్కెట్ అవకాశాలు కల్పించడం ద్వారా ఆర్థిక స్వావలంబనకు బాటలు వేయాలని సమావేశంలో సూచించారు.
“దివ్యాంగులకు కేవలం సహాయం అందించడం కాదు.. నిర్ణయాలు తీసుకునే స్థాయికి, స్వయం ఆధారిత జీవనానికి తీసుకెళ్లడమే నిజమైన సాధికారత” అనే దృక్పథంతో ప్రభుత్వ విధానాలు ఉండాలని వక్తలు పేర్కొన్నారు.
గుజ్జ సత్యం: హక్కుల అమలుపై దృష్టి పెట్టాలి
సమావేశానికి Guest Speakerగా జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం హాజరై దివ్యాంగుల హక్కులు, సామాజిక న్యాయం, ప్రభుత్వ హామీల అమలుపై మాట్లాడారు.
దివ్యాంగుల సమస్యలను కేవలం సంక్షేమ పథకాల సమస్యగా కాకుండా సామాజిక న్యాయం, సమాన అవకాశాలు, రాజ్యాంగబద్ధ హక్కుల అంశంగా చూడాల్సిన అవసరం ఉందని ఆయన అభిప్రాయపడ్డారు.
ఉద్యోగ రిజర్వేషన్లు, బ్యాక్లాగ్ పోస్టులు, గృహ రిజర్వేషన్, విద్య, రవాణా వంటి అంశాల్లో ప్రభుత్వాలు స్పష్టమైన కార్యాచరణ ప్రణాళిక రూపొందించి, అమలు పురోగతిని పారదర్శకంగా వెల్లడించాలని కోరారు.
తెలంగాణలో దివ్యాంగుల కోసం 2026లో “బాల భరోసా” కార్యక్రమాన్ని ప్రారంభించి, అవసరమైన పరికరాల కోసం ₹50 కోట్ల కేటాయింపును ప్రభుత్వం ప్రకటించినట్లు రాష్ట్ర ప్రభుత్వ సమాచారం వెల్లడిస్తోంది. విద్య, ఉపాధి, ఆర్థిక సహాయం వంటి రంగాల్లో కూడా చర్యలను ప్రభుత్వం ప్రస్తావించింది.
“జాలి కాదు — సమానత్వం కావాలి”
రౌండ్ టేబుల్ సమావేశం సందేశాన్ని మూడు ప్రధాన నినాదాల్లో ప్రతిబింబించారు:
జాలి కాదు — సమానత్వం కావాలి

సంక్షేమం కాదు — సాధికారత కావాలి
దివ్యాంగుల హక్కులు కాగితాలపై మాత్రమే కాకుండా క్షేత్రస్థాయిలో అమలయ్యేలా ప్రభుత్వ శాఖలు, ప్రజాప్రతినిధులు, పౌరసమాజ సంస్థలు, దివ్యాంగుల సంఘాలు కలిసి పనిచేయాల్సిన అవసరం ఉందని సమావేశంలో అభిప్రాయపడ్డారు.

Disability Rights, Reservations and Welfare Guarantees Discussed at Round Table in Hyderabad

Hyderabad: A round table meeting on “Disability Rights & Fulfilment of Guarantees”, organised by the Social Justice Party, was held at the Somajiguda Press Club in Hyderabad, bringing renewed focus to the rights, reservations, welfare and empowerment of persons with disabilities.
The meeting highlighted the need to look at disability rights beyond the conventional approach of welfare schemes and financial assistance. Participants stressed that persons with disabilities need equal opportunities in employment, education, housing, transportation, social security, self-employment and dignified living.
Disability rights need a comprehensive approach
Speakers at the meeting said that disability rights should be treated as an issue of equality, social justice and empowerment rather than merely as a welfare subject.
They emphasised that government policies concerning persons with disabilities should address the entire spectrum of their lives, including access to quality education, employment opportunities, affordable housing, accessible public transportation, social security and opportunities for economic independence.
The meeting also called for effective implementation of existing provisions concerning Persons with Disabilities (PwD) and greater transparency in the delivery of benefits.
4% job reservation should be fully implemented
One of the key issues discussed at the meeting was 4% job reservation for persons with disabilities.
Participants called for the effective implementation of 4% disability reservation in government employment, along with proper identification and monitoring of reserved vacancies.
They also demanded that backlog posts reserved for persons with disabilities be filled without further delay.
The speakers said that reservation should not remain merely a provision on paper and that departments should maintain transparent vacancy data and ensure that eligible candidates receive the benefits intended under disability reservation policies.
Backlog vacancies need immediate attention
The issue of backlog vacancies emerged as another major concern.
According to the views expressed at the meeting, unfilled disability reservation posts can directly affect employment opportunities for qualified candidates with disabilities.
The participants therefore called for a systematic review of vacancies, identification of backlog posts and time-bound recruitment to ensure effective implementation of PwD employment reservation.
5% housing reservation must be transparent
The meeting also raised the issue of 5% housing reservation for persons with disabilities.
Speakers demanded that housing reservations should be implemented through a transparent and accountable process so that eligible persons with disabilities can access housing schemes without unnecessary delays or procedural difficulties.
They stressed that housing security is an important component of social security and independent living for persons with disabilities.
Inclusive education must become a priority
The participants also focused on inclusive education for students with disabilities.
They called for comprehensive educational facilities, accessible school and college infrastructure, assistive technologies, appropriate learning support and transportation facilities for students with disabilities.
The speakers said that access to education should not end with admission alone. Students with disabilities should receive the infrastructure and support necessary to complete their education and develop the skills required for employment and independent living.
Accessible transportation is essential
Accessible transportation was another important issue discussed at the round table.
Participants said that public transport systems, roads, footpaths, bus stops and public facilities should be designed to ensure that persons with disabilities can travel independently and safely.
They called for stronger implementation of accessibility standards across public infrastructure and transportation systems.
Pension guarantees should be implemented
The meeting also highlighted the importance of disability pensions and social security.
Participants demanded effective implementation of pension guarantees for eligible persons with disabilities and called for a social security system that provides financial stability while also encouraging economic independence.
According to the speakers, welfare support should complement—not replace—opportunities for employment, entrepreneurship and self-employment.
From welfare to empowerment
A major theme of the meeting was the need to move from a welfare-based approach to disability empowerment.
The speakers argued that persons with disabilities should have opportunities to become economically independent through skill development, self-employment, entrepreneurship, employment and access to financial support.
“Disability empowerment should mean creating equal opportunities rather than merely providing assistance,” was the central message emerging from the discussion.
Gujja Sathyam calls for equality and implementation
Gujja Sathyam, National Vice President of the National BC Welfare Association, participated in the meeting as the Guest Speaker.
Addressing the gathering, he highlighted the need to view disability rights as an integral part of social justice. He stressed the importance of ensuring that government assurances and reservation provisions translate into tangible benefits for persons with disabilities.
He also underlined the importance of employment reservation, backlog recruitment, housing, education, transportation and social security in creating an environment where persons with disabilities can live with dignity and independence.
“Not sympathy, but equality”
The meeting articulated its message through three key slogans:
“Not sympathy — we need equality.”
“Not assurances — we need implementation.”
“Not welfare alone — we need empowerment.”
The organisers said that the concerns of persons with disabilities require sustained policy attention and effective implementation rather than temporary interventions.
The round table concluded with a call for stronger coordination among governments, political organisations, disability rights groups, civil society organisations and other stakeholders to advance disability rights and disability empowerment.
