అమరావతి: గ్రామ, వార్డు సచివాలయ ఉద్యోగుల సంక్షేమానికి కూటమి ప్రభుత్వం కట్టుబడి ఉందని ఆంధ్రప్రదేశ్ మంత్రి డోలా బాల వీరాంజనేయ స్వామి స్పష్టం చేశారు. గ్రామ, వార్డు సచివాలయ ఉద్యోగుల సర్వీసు సమస్యలను దశలవారీగా పరిష్కరిస్తూ, సచివాలయ వ్యవస్థను మరింత సమర్థవంతంగా తీర్చిదిద్దుతున్నామని ఆయన తెలిపారు.
మంగళవారం మీడియాతో మాట్లాడిన మంత్రి.. గత ప్రభుత్వం ఎలాంటి సర్వీస్ రూల్స్ లేకుండానే సుమారు 1.24 లక్షల మంది గ్రామ, వార్డు సచివాలయ ఉద్యోగులను నియమించి, వారి సర్వీస్ అంశాలను పట్టించుకోలేదని విమర్శించారు. ముఖ్యమంత్రి చంద్రబాబు నాయుడు ఆదేశాల మేరకు గ్రామ, వార్డు సచివాలయ వ్యవస్థను, ఉద్యోగుల సర్వీసులను క్రమబద్ధీకరించే ప్రక్రియ కొనసాగుతోందని తెలిపారు.
15 వేలకుపైగా ప్రమోషన్ అవకాశాలు
గ్రామ, వార్డు సచివాలయ ఉద్యోగులకు ప్రమోషన్ ఛానల్ ఏర్పాటు చేయడంపై ప్రభుత్వం చర్యలు తీసుకుందని మంత్రి తెలిపారు. ఇప్పటివరకు 15,000కు పైగా ప్రమోషన్ అవకాశాలను అందుబాటులోకి తీసుకొచ్చామని వెల్లడించారు.
ఉద్యోగుల సర్వీస్ ప్రోగ్రెషన్‌కు సంబంధించిన సమస్యలను పరిష్కరించేందుకు ప్రభుత్వం చర్యలు తీసుకుంటోందని, ఉద్యోగులకు భవిష్యత్తులో మరింత స్పష్టమైన కెరీర్ ప్రోగ్రెషన్ ఉండేలా సర్వీస్ విధానాలను రూపొందిస్తున్నామని మంత్రి పేర్కొన్నారు.
6 ఏళ్ల స్పెషల్ గ్రేడ్ ఇంక్రిమెంట్
గ్రామ, వార్డు సచివాలయ ఉద్యోగులకు 6 సంవత్సరాల స్పెషల్ గ్రేడ్ ఇంక్రిమెంట్ మంజూరుకు ప్రభుత్వం అనుమతి ఇచ్చిందని మంత్రి తెలిపారు. ఈ నిర్ణయం వల్ల ప్రభుత్వంపై సుమారు రూ.150 కోట్ల ఆర్థిక భారం పడుతున్నప్పటికీ ఉద్యోగుల ప్రయోజనాలను దృష్టిలో పెట్టుకుని ప్రభుత్వం నిర్ణయం తీసుకుందని చెప్పారు.
ఉద్యోగుల ఆర్థిక ప్రయోజనాలను కాపాడటంతో పాటు వారి సర్వీస్‌లో పురోగతికి అవసరమైన చర్యలను ప్రభుత్వం కొనసాగిస్తోందని తెలిపారు.
AAS, CL సదుపాయాలపై ప్రభుత్వం చర్యలు
గ్రామ, వార్డు సచివాలయ ఉద్యోగులకు ఆటోమేటిక్ అడ్వాన్స్‌మెంట్ స్కీమ్ (AAS) అమలుతో పాటు క్యాజువల్ లీవ్ (CL) మంజూరు ప్రక్రియను వేగవంతం చేస్తున్నామని డోలా బాల వీరాంజనేయ స్వామి తెలిపారు.
ఉద్యోగుల సర్వీస్‌కు సంబంధించిన అంశాలను పెండింగ్‌లో ఉంచకుండా, సాధ్యమైనంత త్వరగా పరిష్కరించేందుకు శాఖాపరంగా చర్యలు తీసుకుంటున్నామని వివరించారు.
ప్రతి నెలా గ్రీవెన్స్ కార్యక్రమాలు
గ్రామ, వార్డు సచివాలయ ఉద్యోగుల సమస్యలను నేరుగా తెలుసుకుని పరిష్కరించేందుకు ప్రభుత్వం ప్రత్యేక గ్రీవెన్స్ వ్యవస్థను అమలు చేస్తోందని మంత్రి తెలిపారు.
ప్రతి నెల 2వ, 4వ బుధవారాల్లో డైరెక్టర్ స్థాయిలో, అలాగే జిల్లా స్థాయిలో ఉద్యోగుల సమస్యల పరిష్కారానికి గ్రీవెన్స్ కార్యక్రమాలు నిర్వహిస్తున్నామని చెప్పారు.
ఉద్యోగులు తమ సమస్యలను అధికారుల దృష్టికి తీసుకురావడానికి ఈ వ్యవస్థను ఉపయోగించుకోవాలని మంత్రి సూచించారు.
ప్రజలకు ఇబ్బంది కలగకుండా సేవలు అందించడమే జీవో 11 ఉద్దేశం
జీవో 11 ప్రధాన ఉద్దేశం గ్రామ, వార్డు సచివాలయ ఉద్యోగులకు ఇబ్బందులు కల్పించడం కాదని, ప్రజలకు ఎలాంటి అసౌకర్యం కలగకుండా మెరుగైన ప్రభుత్వ సేవలు అందించడమేనని మంత్రి స్పష్టం చేశారు.
గ్రామ, వార్డు సచివాలయ వ్యవస్థ ద్వారా ప్రభుత్వ సంక్షేమ పథకాలు, పౌర సేవలు ప్రజలకు చేరుతున్న నేపథ్యంలో సచివాలయ ఉద్యోగుల పాత్ర కీలకమని ఆయన పేర్కొన్నారు.
ఉద్యోగుల డిమాండ్లపై చర్చలు
ఉద్యోగుల నుంచి వచ్చిన ప్రధాన డిమాండ్లపై ప్రభుత్వం ఇప్పటికే చర్చలు జరిపిందని, అనేక అంశాలను పరిష్కరించామని మంత్రి తెలిపారు.
నోషనల్ ఇంక్రిమెంట్, కేడర్ మార్పులు వంటి అంశాలపై గతంలో ఎందుకు నిర్ణయం తీసుకోలేకపోయారని ఆయన ప్రశ్నించారు. ప్రస్తుతం కూటమి ప్రభుత్వం ఉద్యోగుల సమస్యలను ఒక్కొక్కటిగా పరిష్కరిస్తూ ముందుకు వెళ్తోందని తెలిపారు.
ధర్నాల వెనుక ఎవరున్నారు?
ఉద్యోగుల డిమాండ్లను ప్రభుత్వం సానుకూలంగా పరిష్కరిస్తున్నప్పటికీ ధర్నాలు నిర్వహించడం, ప్రభుత్వంపై విమర్శలు చేయడం వెనుక ఉన్న శక్తులు ఎవరని మంత్రి ప్రశ్నించారు.
ఉద్యోగులను కొందరు రెచ్చగొడుతూ ప్రభుత్వంపై బురదజల్లే ప్రయత్నం చేస్తున్నారని ఆయన ఆరోపించారు. ఉద్యోగులు వాస్తవ పరిస్థితులను అర్థం చేసుకుని ప్రభుత్వంతో సహకరించాలని కోరారు.
అత్యవసర సమయాల్లో ప్రజలకు సేవ చేయడం ఉద్యోగుల బాధ్యత
విపత్తులు, అత్యవసర పరిస్థితుల్లో ప్రజలకు సేవ చేయడం ప్రభుత్వ ఉద్యోగుల బాధ్యత అని డోలా బాల వీరాంజనేయ స్వామి పేర్కొన్నారు.
విజయవాడలో జరిగిన ధర్నా సందర్భంగా బందోబస్తు విధుల్లో ఉన్న ఒక సీఐ మృతి చెందిన ఘటనను మంత్రి ప్రస్తావించారు. ఈ ఘటనపై కడప జిల్లాకు చెందిన కొందరు ఉద్యోగుల వాట్సాప్ అకౌంట్‌లో చేసిన వ్యాఖ్యలు అమానవీయంగా ఉన్నాయని ఆయన పేర్కొన్నారు.

15,000+ promotion opportunities, six-year special grade increment, AAS and faster CL process announced for Village and Ward Secretariat Employees
AMARAVATI: Andhra Pradesh Minister Dola Bala Veeranjaneya Swamy has reiterated that the state government is committed to the welfare of Village and Ward Secretariat Employees, while outlining a series of measures aimed at streamlining their service conditions and resolving their long-pending demands.
Addressing the media on Tuesday, Minister Dola Bala Veeranjaneya Swamy said the government was taking steps to streamline the Village and Ward Secretariat system and improve service-related provisions for employees, following the directions of Chief Minister N. Chandrababu Naidu.
1.24 lakh employees appointed without service rules: Minister
The minister alleged that the previous government had appointed around 1.24 lakh Village and Ward Secretariat Employees without proper service rules and subsequently failed to address their service-related concerns.
According to the minister, the present government is working to streamline the service structure and create better career progression opportunities for Village Ward Secretariat Employees.
15,000+ promotion opportunities
One of the major measures highlighted by the minister was the creation of a promotion channel for Village and Ward Secretariat Employees.
Dola Bala Veeranjaneya Swamy said that more than 15,000 promotion opportunities have already been made available to Secretariat Employees.
He said the government was taking steps to provide employees with a clearer career progression mechanism while addressing issues associated with their service structure.
Six-year special grade increment approved
The minister also announced that approval has been given for a six-year Special Grade Increment for eligible Secretariat Employees.
He said the decision would impose an estimated ₹150 crore financial burden on the state government, but the government had proceeded with the measure considering the interests of employees.
The announcement is expected to be an important development for Village and Ward Secretariat Employees, particularly those seeking improved financial and career benefits.
AAS and faster Casual Leave process
The government is also implementing the Automatic Advancement Scheme (AAS) for employees, the minister said.
Along with AAS, steps are being taken to speed up the process of sanctioning Casual Leave (CL) for Village and Ward Secretariat Employees.
The minister said employee service-related matters were being addressed through administrative reforms and streamlined procedures.
Grievance mechanism on second and fourth Wednesdays
The Andhra Pradesh government has also introduced a grievance mechanism for addressing employee concerns.
According to Dola Bala Veeranjaneya Swamy, grievances of Village and Ward Secretariat Employees are being taken up at the Director level on the second and fourth Wednesdays of every month.
Similar grievance-resolution mechanisms are also being conducted at the district level, he said.
The minister urged employees to use these mechanisms to bring their service-related issues directly to the notice of the concerned authorities.
GO 11 aimed at improving public services
Clarifying the government’s position on GO 11, the minister said the primary objective was to ensure that people do not face difficulties in accessing government services.
He said the Village and Ward Secretariat system plays an important role in delivering government services to citizens and implementing welfare programmes at the grassroots level.
According to the minister, administrative changes should ultimately help improve public service delivery while ensuring that employees’ service concerns are addressed through appropriate channels.
Minister questions protests despite government measures
Dola Bala Veeranjaneya Swamy questioned the need for protests and demonstrations when the government was already discussing and addressing several employee demands.
He alleged that some forces were attempting to provoke employees and use their concerns to target the government.
The minister said the coalition government had introduced or facilitated measures including promotion channels, special grade increments and leave-related facilities for Secretariat Employees.
Questions previous government’s decisions
The minister also questioned why issues relating to notional increments and cadre changes were not resolved during the previous government.
He said the present government had already held discussions on several major demands raised by Village and Ward Secretariat Employees and had taken steps to resolve a number of them.
The government, he added, would continue to examine the remaining issues through the appropriate administrative process.
Government employees have responsibility during emergencies
The minister also stressed that government employees have a responsibility to serve people during natural disasters, emergencies and other critical situations.
He referred to an incident during a protest in Vijayawada in which a police inspector deployed for security duty died.
The minister alleged that some comments made on a WhatsApp account associated with employees from Kadapa district following the incident were insensitive and inhuman.
WhatsApp chat displayed before media
During the press interaction, Minister Dola Bala Veeranjaneya Swamy displayed the alleged WhatsApp account chat before the media and referred to the comments made in connection with the death of the police inspector.
The minister used the incident to underline his argument that employees should maintain responsibility and sensitivity, particularly during emergencies and situations involving public safety.
Government ready to address employee concerns
Concluding his remarks, Dola Bala Veeranjaneya Swamy appealed to all Village and Ward Secretariat Employees to understand the government’s decisions and cooperate in delivering better services to the public.
He said the government remained ready to address legitimate employee concerns and would continue working towards strengthening the Village and Ward Secretariat system.
The minister maintained that the government’s focus was to balance employee welfare with efficient delivery of public services at the grassroots level.
