హైదరాబాద్: తెలంగాణ అసెంబ్లీ సమావేశాలు ఎనిమిదో రోజు ప్రారంభమైన సందర్భంగా హైదరాబాద్‌లో ఇందిరమ్మ ఇళ్ల కేటాయింపులపై ఎమ్మెల్యే దానం నాగేందర్ కీలక వ్యాఖ్యలు చేశారు. తన నియోజకవర్గానికి కేటాయించిన ఇందిరమ్మ ఇళ్ల విషయంలో నిబంధనలు పాటించలేదని, ఇతర నియోజకవర్గాలకు చెందిన లబ్ధిదారులకు తమ నియోజకవర్గంలో ఇళ్లు కేటాయించారని ఆయన అసెంబ్లీలో ప్రస్తావించారు.

హైదరాబాద్‌లోని 15 నియోజకవర్గాల ఎమ్మెల్యేలకు ఇదే సమస్య ఎదురైందని దానం నాగేందర్ తెలిపారు. ఇళ్ల డ్రా నిర్వహించిన సమయంలో ఎమ్మెల్యేలందరికీ ఈ సమస్య కనిపించిందన్నారు. అర్హులైన లబ్ధిదారులకు వారి సొంత నియోజకవర్గంలోనే ఇందిరమ్మ ఇళ్లు కేటాయించాలని ఆయన ప్రభుత్వాన్ని కోరారు.

ఇతర నియోజకవర్గాల వారికి ఇళ్లు కేటాయించడంపై అభ్యంతరం

తన నియోజకవర్గంలో ఇతర నియోజకవర్గాలకు చెందిన వారికి ఇందిరమ్మ ఇళ్లు కేటాయించారని దానం నాగేందర్ ఆరోపించారు. మలక్‌పేట నియోజకవర్గానికి చెందిన కొందరికి ఖైరతాబాద్ నియోజకవర్గంలో ఇళ్లు కేటాయించారని ఆయన సభ దృష్టికి తీసుకువచ్చారు.

“ఇళ్ల కేటాయింపుల్లో నిబంధనలు పాటించలేదు. మా నియోజకవర్గానికి కేటాయించిన ఇళ్లను అర్హులైన వారికే ఇవ్వాలి. వారు ఇతర నియోజకవర్గాలకు చెందిన వారైనా, వారి నియోజకవర్గంలోనే వారికి ఇళ్లు కేటాయించాలి” అని దానం నాగేందర్ పేర్కొన్నారు.

ఎమ్మెల్యేల ప్రివిలేజ్ అంశాన్ని కూడా ప్రస్తావించిన దానం

ఇందిరమ్మ ఇళ్ల కేటాయింపుల అంశంతో పాటు ఎమ్మెల్యేల ప్రివిలేజ్ నోటీసు విషయాన్ని కూడా దానం నాగేందర్ ప్రస్తావించారు. తాను ఇచ్చిన ప్రివిలేజ్ నోటీసును ప్రివిలేజ్ కమిటీకి రిఫర్ చేయాల్సి ఉన్నప్పటికీ ఇప్పటివరకు రిఫర్ చేయలేదని ఆయన తెలిపారు.

“ఎమ్మెల్యేలకు మళ్లీ ప్రివిలేజ్ ఇచ్చి అవమానిస్తున్నారు. నేను ఇచ్చిన ప్రివిలేజ్ నోటీసును ప్రివిలేజ్ కమిటీకి రిఫర్ చేయాల్సి ఉంది. కానీ ఇప్పటివరకు రిఫర్ చేయలేదు” అని సభలో అన్నారు.

ప్రజాప్రతినిధులకు సమాన గౌరవం ఉండాలి

అధికారులు ప్రజాప్రతినిధులను చూసి భయపడి నిర్ణయాలు తీసుకోవాల్సిన అవసరం లేదని దానం నాగేందర్ అన్నారు. ప్రతి ప్రజాప్రతినిధికి తమ నియోజకవర్గ ప్రజల సమస్యలపై పోరాడే హక్కు ఉందని స్పష్టం చేశారు.

అదే విధంగా తమ నియోజకవర్గ ప్రజల కోసం తాము కూడా ప్రశ్నించే హక్కు కలిగి ఉన్నామని అన్నారు. ప్రజాప్రతినిధులందరికీ సమాన గౌరవం ఉండాలని ఆయన కోరారు.

360 డిగ్రీల స్క్రూటినీ జరిగితే పొరపాటు ఎలా జరిగింది?

ఇందిరమ్మ ఇళ్ల కేటాయింపులపై అధికారులు 360 డిగ్రీల స్క్రూటినీ నిర్వహించామని చెబుతున్నారని దానం నాగేందర్ పేర్కొన్నారు. అయితే పూర్తి స్థాయిలో పరిశీలన జరిగిందని అధికారులు చెబుతున్నప్పుడు, ఇళ్ల కేటాయింపుల్లో పొరపాట్లు ఎలా జరిగాయని ఆయన ప్రశ్నించారు.

తన నియోజకవర్గానికి సంబంధించిన ఇందిరమ్మ ఇళ్ల కేటాయింపులపై పూర్తిస్థాయిలో విచారణ జరపాలని దానం నాగేందర్ కోరారు. అర్హత, నియోజకవర్గం, లబ్ధిదారుల ఎంపిక, డ్రా ప్రక్రియతో పాటు ఇళ్ల కేటాయింపులో అనుసరించిన విధానంపై సమగ్రంగా పరిశీలన చేయాలని ఆయన సూచించారు.

ఇందిరమ్మ ఇళ్ల పథకం కింద అర్హులైన పేదలకు ఇళ్ల కేటాయింపు పారదర్శకంగా జరగాలని, లబ్ధిదారుల ఎంపికలో ఎలాంటి అవకతవకలకు తావు ఉండకూడదని ఆయన స్పష్టం చేశారు.

Indiramma Houses Allocation Row Danam Nagender Questions Process in Telangana Assembly

Hyderabad: The Telangana Assembly witnessed a discussion on the Indiramma Houses allocation issue on Friday, with MLA Danam Nagender raising concerns over the distribution of houses among beneficiaries in Hyderabad.

Speaking during the eighth day of the ongoing Telangana Assembly sessions, Danam Nagender said there were problems with the houses allocated to his constituency under the Indiramma Housing Scheme. He said the issue was not confined to his constituency and claimed that MLAs representing all 15 Assembly constituencies in Hyderabad had faced similar concerns during the house-allocation draw.

Danam Nagender raises questions over Indiramma Houses allocation

Danam Nagender said houses meant for beneficiaries in his constituency had allegedly been allotted to people belonging to other constituencies.

He cited the example of beneficiaries from Malakpet being allotted houses in the Khairatabad constituency, questioning whether the prescribed rules were followed during the Indiramma Houses allocation process.

According to the MLA, beneficiaries who qualify for houses should receive them within their respective constituencies. He said that if a person belongs to another constituency, the allocation should be made in that person’s own constituency, subject to eligibility and the applicable rules.

The issue has brought renewed attention to the process of Indiramma Houses allocation in Hyderabad, particularly beneficiary identification, constituency-wise distribution and the draw process.

‘Rules were not followed’

Danam Nagender alleged that the rules were not properly followed while allocating the houses.

He also raised concerns about the treatment of elected representatives and referred to a Privilege Notice submitted by him. The MLA said his notice was supposed to be referred to the Privilege Committee, but claimed that this had not happened so far.

He questioned why the matter had not been taken forward through the prescribed legislative process.

Demand for constituency-wise allocation

The MLA urged the authorities to ensure that houses allocated to his constituency are provided only to eligible beneficiaries, in accordance with the applicable guidelines.

He further argued that elected representatives should be treated with equal respect and that officials should not take decisions merely out of fear of political representatives.

At the same time, he asserted that every elected representative has the right to raise issues concerning people in their constituency.

‘Conduct a full-scale inquiry’

A major point raised by Danam Nagender was the need for a comprehensive inquiry into the Indiramma Houses allocation in his constituency.

He said the authorities had reportedly stated that a “360-degree scrutiny” had been conducted before finalising the beneficiaries.

The MLA questioned how errors could have occurred if such comprehensive scrutiny had actually been carried out.

“If 360-degree scrutiny was conducted, where did the mistake happen?” he asked, arguing that responsibility should be fixed if officials made errors during the verification or allocation process.

He also demanded action against officials responsible for any mistakes in the Indiramma Houses allocation process.

Hyderabad’s 15 constituencies in focus

The issue assumes significance because Hyderabad has 15 Assembly constituencies, and Danam Nagender said the allocation-related concerns were experienced by MLAs across these constituencies during the draw.

The discussion has therefore put the spotlight on how Indiramma Houses are being allocated in urban areas, including the process of identifying eligible beneficiaries and ensuring that constituency-wise allocations are implemented properly.

The MLA’s remarks also underline the importance of transparency in the Indiramma Housing Scheme, particularly when houses are being allocated through a draw-based process.
