హైదరాబాద్‌, ఆగస్టు 25: తెలంగాణ రాష్ట్రవ్యాప్తంగా వన మహోత్సవాన్ని విజయవంతంగా నిర్వహించడంతో పాటు నిర్దేశించిన లక్ష్యాలను నిర్ణీత గడువులోగా పూర్తి చేయాలని గ్రామీణాభివృద్ధి శాఖ మంత్రి సీతక్క అధికారులను ఆదేశించారు. నాటిన ప్రతి మొక్కను సంరక్షిస్తూ వందశాతం మనుగడ సాధించేలా పటిష్ఠ చర్యలు చేపట్టాలని సూచించారు. ఉపాధి హామీ పనులు, నీటి సంరక్షణ, ఫార్మ్ పాండ్లు, మహిళా సంఘ భవనాలు, నూతన చేయూత పెన్షన్ల మంజూరు వంటి అంశాలపై మంత్రి సీతక్క మంగళవారం రాష్ట్ర సచివాలయం నుంచి వీడియో కాన్ఫరెన్స్‌ ద్వారా సమీక్ష నిర్వహించారు.

ఈ సమీక్షలో గ్రామీణాభివృద్ధి శాఖ కమిషనర్ దివ్య, స్పెషల్ కమిషనర్ శ్రీలక్ష్మి, జిల్లా సీఈవోలు, డీఆర్డీవోలు, డీపీవోలు, అదనపు డీఆర్డీవోలు పాల్గొన్నారు. వన మహోత్సవం, ఉపాధి హామీ పథకం, నీటి సంరక్షణ పనులు, గ్రామీణ ప్రాంతాల్లో ఉపాధి కల్పనపై మంత్రి సీతక్క అధికారులకు పలు కీలక సూచనలు చేశారు.

5.32 కోట్ల మొక్కలు నాటాం

తెలంగాణలో వన మహోత్సవం కింద భారీగా మొక్కలు నాటుతున్నామని మంత్రి సీతక్క తెలిపారు. రాష్ట్రవ్యాప్తంగా 6.18 కోట్ల మొక్కలు నాటాలనే లక్ష్యాన్ని ప్రభుత్వం నిర్దేశించుకోగా, ఇప్పటివరకు 5.32 కోట్ల మొక్కలు నాటినట్లు వెల్లడించారు. దీంతో నిర్దేశించిన లక్ష్యంలో సుమారు 86 శాతం వన మహోత్సవం మొక్కల నాటకం పూర్తయిందని తెలిపారు.

మొక్కలు నాటడమే కాకుండా వాటి సంరక్షణకు అత్యధిక ప్రాధాన్యం ఇవ్వాలని మంత్రి సీతక్క స్పష్టం చేశారు. నాటిన ప్రతి మొక్క వివరాలను తప్పనిసరిగా ఆన్‌లైన్‌లో నమోదు చేయాలని అధికారులను ఆదేశించారు. మొక్కలకు క్రమం తప్పకుండా నీరు అందించడంతో పాటు రక్షణ కంచెలు ఏర్పాటు చేయాలని సూచించారు.

ప్రతి మొక్కను సంరక్షించాలి

వన మహోత్సవం లక్ష్యం కేవలం మొక్కలు నాటడమే కాకుండా వాటిని సంరక్షించి పెంచడం అని మంత్రి సీతక్క పేర్కొన్నారు. నాటిన మొక్కల్లో వందశాతం మనుగడ సాధించేలా క్షేత్రస్థాయిలో పర్యవేక్షణ పెంచాలని సూచించారు.

వన మహోత్సవంలో ప్రజాప్రతినిధులు, మహిళా సంఘాలు, విద్యార్థులు, యువతను భాగస్వాములను చేయాలని అధికారులకు సూచించారు. ముఖ్యంగా అవెన్యూ ప్లాంటేషన్లలో రక్షణ కంచెలు పటిష్ఠంగా ఉండేలా చర్యలు తీసుకోవాలని ఆదేశించారు. నాటిన మొక్కలకు నీటి కొరత రాకుండా నిరంతరం నీటి సరఫరా ఉండేలా చూడాలని తెలిపారు.

ప్రతి గ్రామ పంచాయతీలో 60 మందికి ఉపాధి

ఉపాధి హామీ పథకం పనులపై కూడా మంత్రి సీతక్క సమీక్షించారు. ప్రతి గ్రామ పంచాయతీలో రోజుకు కనీసం 60 మంది కూలీలకు ఉపాధి కల్పించేలా అధికారులు చర్యలు తీసుకోవాలని ఆదేశించారు. పనికి సిద్ధంగా ఉన్న ప్రతి కూలీకి పని కల్పించాల్సిన బాధ్యత అధికారులపై ఉందని స్పష్టం చేశారు.

కూలీలకు వారి నివాస ప్రాంతానికి సమీపంలోనే ఉపాధి కల్పించాలని సూచించారు. ప్రతి గ్రామ పంచాయతీలో తగినంత పనుల షెల్ఫ్ సిద్ధంగా ఉంచాలని ఆదేశించారు. తద్వారా ఉపాధి కోరుతున్న కూలీలకు ఎలాంటి ఆలస్యం లేకుండా పనులు కేటాయించే అవకాశం ఉంటుందని తెలిపారు.

NMMS హాజరుపై ప్రతిరోజూ పర్యవేక్షణ

ఉపాధి హామీ పనుల్లో NMMS హాజరును ప్రతిరోజూ పర్యవేక్షించాలని మంత్రి సీతక్క అధికారులకు దిశానిర్దేశం చేశారు. కూలీల సమీకరణ బాధ్యతను క్షేత్రస్థాయి సిబ్బందికి స్పష్టంగా అప్పగించాలని సూచించారు.

మంజూరైన అన్ని ఫార్మ్ పాండ్ల పనులను వెంటనే ప్రారంభించాలని ఆదేశించారు. ఉపాధి హామీ పనులు కేవలం కూలీలకు ఉపాధి కల్పించడానికే పరిమితం కాకుండా గ్రామీణ ప్రాంతాల్లో శాశ్వత ఆస్తుల సృష్టికి దోహదపడేలా ఉండాలని మంత్రి సీతక్క పేర్కొన్నారు.

నీటి సంరక్షణకు ప్రాధాన్యం

ఉపాధి హామీ పనులతో పాటు నీటి సంరక్షణ పనులకు అధిక ప్రాధాన్యం ఇవ్వాలని మంత్రి సీతక్క ఆదేశించారు. గ్రామీణ ప్రాంతాల్లో నిర్మించే నీటి సంరక్షణ పనులను భవిష్యత్ తరాలకు ఉపయోగపడే శాశ్వత ఆస్తులుగా అభివృద్ధి చేయాలని సూచించారు.

తక్కువ పనితీరు కనబరుస్తున్న జిల్లాలపై ప్రత్యేక దృష్టి పెట్టాలని అధికారులను ఆదేశించారు. ప్రతి జిల్లాకు స్పష్టమైన లక్ష్యాలను నిర్దేశించి, వాటి పురోగతిని నిరంతరం సమీక్షించాలని సూచించారు.

ఏజెన్సీ ప్రాంతాల్లో చెక్‌డ్యామ్‌లు వేగవంతం చేయాలి

ఆదివాసీ, గిరిజన ఏజెన్సీ ప్రాంతాల్లో చెక్‌డ్యామ్‌ల నిర్మాణాన్ని వేగవంతం చేయాలని మంత్రి సీతక్క ఆదేశించారు. ఫార్మ్ పాండ్లు, ఇతర నీటి సంరక్షణ పనులను త్వరితగతిన ప్రారంభించాలని సూచించారు.

గ్రామీణ ప్రాంతాల్లో ఉపాధి, నీటి సంరక్షణ, జీవనోపాధి ఆస్తుల సృష్టి ఏకకాలంలో జరిగేలా ప్రణాళిక రూపొందించాలని అధికారులకు సూచించారు. ప్రభుత్వ లక్ష్యాలను క్షేత్రస్థాయిలో సమర్థవంతంగా అమలు చేయడమే ప్రధాన లక్ష్యంగా పనిచేయాలని మంత్రి సీతక్క స్పష్టం చేశారు.

మహిళా సంఘ భవనాలు, చేయూత పెన్షన్లపైనా సమీక్ష

సమీక్షలో మహిళా సంఘ భవనాల నిర్మాణం, నూతన చేయూత పెన్షన్ల మంజూరు తదితర అంశాలపై కూడా మంత్రి సీతక్క అధికారులను అడిగి తెలుసుకున్నారు. పెండింగ్‌లో ఉన్న పనులను వేగవంతం చేసి, అర్హులైన లబ్ధిదారులకు ప్రభుత్వ సంక్షేమ పథకాల ప్రయోజనాలు అందేలా చర్యలు తీసుకోవాలని సూచించారు.

వన మహోత్సవం, ఉపాధి హామీ పథకం, నీటి సంరక్షణ పనులు, గ్రామీణ ఉపాధి కల్పన విషయంలో నిర్లక్ష్యానికి తావులేకుండా అధికారులు పనిచేయాలని మంత్రి సీతక్క ఆదేశించారు. నిర్దేశించిన లక్ష్యాలను సమయానికి పూర్తి చేయడంతో పాటు క్షేత్రస్థాయిలో పనుల నాణ్యత, పారదర్శకత, ఫలితాలను నిరంతరం పర్యవేక్షించాలని స్పష్టం చేశారు.

Telangana Vanamahotsavam: Minister Seethakka Sets Deadline for 6.18 Crore Sapling Target

Hyderabad, August 25: Telangana Rural Development Minister Seethakka has directed officials to ensure the successful implementation of Vanamahotsavam 2026 across the state and complete all plantation targets within the stipulated deadline. She also stressed the need to protect every sapling planted under the Telangana Vanamahotsavam programme and ensure 100 per cent survival.

Minister Seethakka conducted a comprehensive review meeting with officials of the Rural Development Department through video conference from the Telangana Secretariat on Tuesday. Commissioner Divya, Special Commissioner Srilakshmi, district CEOs, DRDOs, DPOs and Additional DRDOs participated in the review meeting.

During the meeting, Minister Seethakka reviewed the progress of Vanamahotsavam, employment guarantee works, farm pond construction, women’s self-help group building works and sanction of new Cheyutha pensions. She instructed officials to accelerate implementation and ensure that government targets are achieved at the grassroots level.

5.32 Crore Saplings Planted in Telangana

Reviewing the progress of Telangana Vanamahotsavam, Minister Seethakka said that 5.32 crore saplings had already been planted against the state’s target of 6.18 crore saplings.

This represents around 86 per cent of the plantation target. She directed officials to complete the remaining plantation target within the prescribed timeframe and ensure that the Vanamahotsavam campaign becomes a successful statewide programme.

The minister emphasised that plantation should not end with simply planting saplings. Equal importance must be given to their protection, regular watering and long-term survival.

Protect Every Sapling, Says Seethakka

Minister Seethakka instructed officials to upload the details of every sapling planted under Telangana Vanamahotsavam online without delay.

She directed officials to work towards achieving 100 per cent survival of planted saplings. Regular watering arrangements should be made, particularly in areas where rainfall is inadequate.

People’s representatives, women’s self-help groups, students and youth should be actively involved in protecting and monitoring the saplings, she said.

The minister also instructed officials to install protective fencing around saplings wherever necessary. Special attention should be given to avenue plantations to ensure that fencing is strong and effective.

60 Workers to Get Employment in Every Gram Panchayat

Minister Seethakka also reviewed employment guarantee works being implemented across Telangana. She directed officials to provide employment to at least 60 workers every day in each gram panchayat.

Every worker willing to work under the employment guarantee programme should be provided employment, she said. Officials should ensure that workers receive employment opportunities as close to their residences as possible.

She further instructed officials to maintain an adequate shelf of works in every gram panchayat so that employment can be provided without delays.

Daily Monitoring of NMMS Attendance

The minister directed field-level officials to closely monitor NMMS attendance on a daily basis. She said responsibility for mobilising workers should be clearly assigned to field-level staff.

Officials were instructed to ensure proper implementation of employment guarantee works and maintain transparency in attendance and work execution.

Minister Seethakka also ordered officials to immediately commence all sanctioned farm pond works and speed up other approved rural development works.

Special Focus on Low-Performing Districts

Minister Seethakka called for special attention to districts that are showing comparatively low performance in employment and rural development works.

She directed officials to establish clear targets for every district and continuously monitor progress against those targets. Employment generation should go hand in hand with water conservation and creation of durable rural assets, she said.

According to the minister, rural development works should provide immediate employment while simultaneously creating assets that benefit villages and farmers in the long term.

Speed Up Check Dam and Water Conservation Works

The minister instructed officials to accelerate the construction of check dams in tribal and Adivasi agency areas. Farm ponds and other water conservation works should also be taken up on a priority basis.

She emphasised that employment guarantee works should be designed to strengthen water conservation, improve livelihoods and create permanent assets in rural areas.

“Employment generation, water conservation and creation of livelihood assets must happen simultaneously,” she told officials.

Government Targets Must Be Achieved at Grassroots Level

Minister Seethakka directed the Rural Development Department officials to ensure effective implementation of all government programmes at the field level.

She said officials must regularly review the progress of Telangana Vanamahotsavam, employment guarantee works, farm ponds, water conservation projects and rural livelihood asset creation.

With 5.32 crore saplings already planted against the target of 6.18 crore, the government is now focusing on completing the remaining plantation target and ensuring the survival of every sapling.

The minister made it clear that the success of Telangana Vanamahotsavam 2026 would ultimately depend not only on the number of saplings planted but also on their protection, regular maintenance and survival.
