ఫీజుల రీయింబర్స్మెంట్ బకాయిలపై శ్వేతపత్రం విడుదల చేయాలి – గుజ్జ సత్యం

రాష్ట్రంలో ఫీజుల రీయింబర్స్మెంట్ బకాయిల అంశం మరోసారి రాజకీయ చర్చకు దారి తీసింది. గత రెండు సంవత్సరాలుగా రాష్ట్ర ప్రభుత్వం నిధుల విడుదలలో అనుసరిస్తున్న విధానంపై శ్వేతపత్రం విడుదల చేయాలని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం డిమాండ్ చేశారు.
బీసీ విద్యార్థి సంఘం ఆధ్వర్యంలో నిర్వహించిన మీడియా సమావేశంలో ఆయన మాట్లాడారు. రాష్ట్రంలో ఉన్నత విద్యను అభ్యసిస్తున్న పేద విద్యార్థులకు సంబంధించిన ఫీజుల రీయింబర్స్మెంట్ బకాయిలను తక్షణమే విడుదల చేయాలని, రాబోయే రాష్ట్ర బడ్జెట్లో కనీసం ₹10 వేల కోట్లను ఈ పథకానికి కేటాయించాలని ఆయన ప్రభుత్వాన్ని కోరారు.
గుజ్జ సత్యం మాట్లాడుతూ, ఎన్నికల సమయంలో కాంగ్రెస్ పార్టీ అధికారంలోకి రాగానే పెండింగ్ ఫీజులను విడుదల చేస్తామని, బీసీ విద్యార్థుల పూర్తి ఫీజులను భరిస్తామని హామీ ఇచ్చిందని గుర్తు చేశారు. ప్రతి విద్యార్థికి ₹5 లక్షలతో “విద్యార్థి భరోసా కార్డు” అందజేస్తామని ప్రకటించినప్పటికీ, అధికారంలోకి వచ్చి రెండు సంవత్సరాలు గడిచినా ఆ హామీలు అమలు కాలేదని ఆయన విమర్శించారు.
రాష్ట్రవ్యాప్తంగా విద్యార్థులు ఫీజుల బకాయిల కోసం ఆందోళనలు చేస్తున్నప్పటికీ ప్రభుత్వం ఖజానా ఖాళీగా ఉందని చెప్పడం సరైన వాదన కాదన్నారు. గత రెండు సంవత్సరాల్లో బడా కాంట్రాక్టర్లకు సుమారు ₹70 వేల కోట్ల రూపాయలు చెల్లించిన ప్రభుత్వం, విద్యార్థుల ఫీజుల కోసం అవసరమైన సుమారు ₹7 వేల కోట్లను ఎందుకు విడుదల చేయలేకపోతుందో స్పష్టం చేయాలని ఆయన ప్రశ్నించారు.
ఇక గత రెండు సంవత్సరాల్లో కాంగ్రెస్ ప్రభుత్వం దాదాపు ₹3 లక్షల కోట్ల అప్పు తీసుకువచ్చిందని, దీనివల్ల తెలంగాణలో ప్రతి వ్యక్తిపై సుమారు ₹1.76 లక్షల అప్పు భారం పడిందని ఆయన పేర్కొన్నారు. “అప్పు భారం మాత్రం బడుగు ప్రజలపై పడుతోంది, సంపద మాత్రం బడా కాంట్రాక్టర్లకు వెళుతోంది” అని ఆయన విమర్శించారు.
ఇంకొకవైపు ₹5 వేల కోట్ల వ్యయంతో గాంధీ విగ్రహ నిర్మాణం చేపట్టడం పై కూడా ఆయన ప్రశ్నలు లేవనెత్తారు. 22 లక్షల పేద విద్యార్థుల భవిష్యత్తు అనిశ్చితిలో ఉన్న సమయంలో ఇలాంటి భారీ ఖర్చులు ఎంతవరకు సమంజసమని ఆయన ప్రశ్నించారు.
ఫీజుల రీయింబర్స్మెంట్ బకాయిలు చెల్లించకపోవడం వల్ల ఇప్పటికే తెలంగాణలో 22 మంది విద్యార్థులు ఆత్మహత్యలకు పాల్పడినట్లు ఆయన ఆందోళన వ్యక్తం చేశారు. తెలంగాణ రాష్ట్రం సాధనలో విద్యార్థులు కీలక పాత్ర పోషించారని, నాటి ఉద్యమంలో ప్రాణత్యాగాలు చేసిన విద్యార్థుల త్యాగాలను గుర్తుంచుకోవాల్సిన బాధ్యత ప్రభుత్వంపై ఉందని ఆయన అన్నారు.
విద్యార్థులకు స్కూటీలు లేదా ఇతర పథకాల కంటే ముందుగా అవసరమైనది చదువుకోడానికి ఆర్థిక భరోసా అని గుజ్జ సత్యం పేర్కొన్నారు. విద్యార్థుల ఆత్మగౌరవాన్ని కాపాడేలా ఫీజుల రీయింబర్స్మెంట్ నిధులను తక్షణమే విడుదల చేయాలని ఆయన ప్రభుత్వాన్ని కోరారు.
ఈ నేపథ్యంలో ఫీజుల బకాయిల విడుదల, రాబోయే బడ్జెట్లో తగిన నిధుల కేటాయింపునకు డిమాండ్ చేస్తూ ఈ నెల 20న రాష్ట్రవ్యాప్తంగా విద్యార్థులు పెద్ద ఎత్తున నిర్వహించనున్న కార్యక్రమంలో పాల్గొని విజయవంతం చేయాలని గుజ్జ సత్యం పిలుపునిచ్చారు.
ఈ సమావేశంలో బీసీ విద్యార్థి సంఘం ప్రతినిధులు మరియు ఇతర నాయకులు పాల్గొన్నారు.

Telangana Fee Reimbursement Dues: Gujja Satyam Demands White Paper, ₹10,000 Crore Allocation in Budget
The issue of Telangana fee reimbursement dues has once again triggered political debate across the state. National BC Welfare Association National Vice President Gujja Satyam has demanded that the state government release a white paper explaining its policy on pending fee reimbursement in Telangana over the past two years.
Speaking at a media conference organized by the BC Students Association Telangana, Satyam urged the government to immediately clear the Telangana students fee reimbursement issue affecting thousands of poor students pursuing higher education. He also demanded that the government allocate at least ₹10,000 crore in the Telangana budget education funds for the Telangana fee reimbursement scheme.
Gujja Satyam recalled that during the elections, the ruling party had promised to clear all pending fee reimbursement Telangana payments and bear the full educational expenses of BC students. The party had also announced the Vidyarthi Bharosa Card Telangana, promising financial support of ₹5 lakh for every student, but he alleged that these promises are yet to be implemented.
He said students across the state have been protesting over the Telangana government fee reimbursement delay. According to him, the government cannot claim that the treasury is empty while thousands of students continue to face difficulties in continuing their education.
Satyam questioned why the government, which reportedly paid nearly ₹70,000 crore to major contractors over the past two years, was unable to release about ₹7,000 crore needed for Telangana higher education fee reimbursement.
He further alleged that the government had borrowed nearly ₹3 lakh crore, increasing the financial burden on people in the state. “The debt burden is falling on the poor, while the benefits are going to big contractors,” he criticized, raising concerns about the Telangana education funding controversy.
The BC Welfare Association leader also questioned the proposed ₹5,000 crore expenditure on a Gandhi statue, stating that the government should prioritize Telangana student welfare schemes and education support programs.
Expressing concern over the situation, Satyam said delays in the student fee reimbursement protest Telangana issue have reportedly led to serious distress among students. He stated that students played a key role in the Telangana statehood movement and the government must protect their future through proper Telangana education policy and financial support.
He emphasized that students need financial assistance for education more urgently than other schemes. He urged the government to release funds immediately under the Telangana government education policy and ensure that students receive the support they deserve.
Demanding the immediate clearance of dues and proper allocation in the budget, Satyam called on students to participate in a statewide protest on the 20th of this month regarding the Telangana students fee reimbursement issue.
Leaders and representatives of the BC Students Association Telangana also attended the meeting.
