బీసీలపై కాంగ్రెస్ రాజకీయ దాడి – 42% హామీని పాతిపెట్టిన ప్రభుత్వం: ఆర్. కృష్ణయ్య
హైదరాబాద్, జనవరి 17: (Congress Over BC Reservation) రాష్ట్రంలో మున్సిపల్ ఎన్నికల పేరుతో కాంగ్రెస్ ప్రభుత్వం బీసీలపై రాజకీయ దాడి ప్రారంభించిందని జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ అధ్యక్షులు, రాజ్యసభ సభ్యులు ఆర్. కృష్ణయ్య తీవ్ర స్థాయిలో విమర్శించారు. ఈ మేరకు జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం ఏర్పాటు చేసిన మీడియా సమావేశంలో ఆయన ముఖ్య అతిథిగా పాల్గొని మాట్లాడారు.
గ్రామ పంచాయతీ ఎన్నికల్లో అన్యాయం చేసి, ఇప్పుడు మున్సిపల్ ఎన్నికల్లో కూడా 42 శాతం బీసీ రిజర్వేషన్లు అమలు చేయకుండా ఎన్నికలు నిర్వహించడం బహుజన సమాజాన్ని మోసం చేయడమేనన్నారు.
“రాష్ట్ర జనాభాలో 56–60 శాతం ఉన్న బీసీలకు కేవలం 31 శాతం చైర్మన్ పదవులా? 15 శాతం కూడా లేని అగ్రకులాలకు 61 మున్సిపల్ చైర్మన్ స్థానాలా? ఇది సామాజిక న్యాయమా లేక కాంగ్రెస్ రాజకీయ కుతంత్రామా?” అని ఆర్. కృష్ణయ్య ప్రశ్నించారు. 42 శాతం అమలు చేసి ఉంటే బీసీలకు 52 చైర్మన్ స్థానాలు రావాల్సి ఉండేదని, ప్రభుత్వం మాట తప్పడం వల్ల 14 స్థానాలు నష్టపోయారని చెప్పారు. తాజా జనాభా లెక్కల ప్రకారం 56 శాతం మేర కేటాయిస్తే 68 స్థానాలు రావాల్సి ఉండగా, 30 స్థానాలు బీసీల నుంచి లాక్కున్నారని ఆరోపించారు.
మున్సిపల్ చైర్మన్, మేయర్ పదవులు కేవలం హోదాలు కాదని, వేల కోట్ల రూపాయల అభివృద్ధి నిధులపై అధికారం ఉన్న కీలక స్థానాలని ఆర్. కృష్ణయ్య తెలిపారు. ఒక్కో మున్సిపాలిటీలో సగటున రూ.100 కోట్ల బడ్జెట్ ఉంటే, బీసీలకు చైర్మన్ స్థానాలు తగ్గించడం ద్వారా సుమారు రూ.1400 కోట్ల అభివృద్ధి నిధుల నుంచి బీసీలను దూరం చేస్తున్నారని మండిపడ్డారు. 10 కార్పొరేషన్లలో ఒక్కో మేయర్ పరిధి రూ.500 కోట్లకు పైగా ఉంటే, బీసీలకు కేవలం 3 మేయర్ స్థానాలు ఇవ్వడం ద్వారా దాదాపు రూ.3500 కోట్ల పాలనా నిర్ణయాల నుంచి బీసీలను తప్పించారని విమర్శించారు.
కౌన్సిలర్, కార్పొరేటర్ స్థానాల్లోనూ బీసీలకు 28 శాతం మాత్రమే కేటాయించడం ప్రజాస్వామ్యంపై దాడి అని ఆర్. కృష్ణయ్య అన్నారు. 2704 స్థానాల్లో 387 బీసీ స్థానాలు తగ్గడం వల్ల కనీసం రూ.1000 కోట్లకు పైగా అభివృద్ధి నిధులు బీసీ కాలనీలకు అందకుండా పోతున్నాయని తెలిపారు. “ఇది సంఖ్యల కోత కాదు… బీసీ జీవితాలపై కోత” అని తీవ్ర వ్యాఖ్యలు చేశారు.
2020లో 32 శాతం రిజర్వేషన్లు అమలు చేసి, 2026లో వాటిని 31 శాతానికి తగ్గించడం కాంగ్రెస్ ప్రభుత్వ బీసీ వ్యతిరేక వైఖరికి నిదర్శనమన్నారు. ఇటీవల కాంగ్రెస్ ప్రభుత్వమే నిర్వహించిన సామాజిక సర్వేలో బీసీలు 56 శాతానికి పైగా ఉన్నారని తేలినా, అదే నివేదికను రిజర్వేషన్లలో పక్కన పెట్టడం ద్వంద్వ వైఖరేనన్నారు.
ఈ మీడియా సమావేశంలో జాతీయ బీసీ సంక్షేమ సంఘం జాతీయ ఉపాధ్యక్షులు గుజ్జ సత్యం మాట్లాడుతూ, 42 శాతం బీసీ రిజర్వేషన్లు అమలు చేయకుండా మున్సిపల్ ఎన్నికల నోటిఫికేషన్ ఇస్తే కాంగ్రెస్ పార్టీని బీసీ సమాజం రాజకీయంగా క్షమించదని హెచ్చరించారు. ఈ నెల 19న రాష్ట్రవ్యాప్తంగా జరిగే నిరసనలు కాంగ్రెస్ ప్రభుత్వానికి చివరి హెచ్చరిక అని, అవసరమైతే ఉద్యమాన్ని ఎన్నికల అడ్డుకట్ట దాకా తీసుకెళ్తామని స్పష్టం చేశారు.
