బీసీ రిజర్వేషన్లపై కాంగ్రెస్ ‘ప్రైవేట్ బిల్లు’ను ప్రవేశపెట్టాలి – గుజ్జ సత్యం

తెలంగాణలో బీసీ రిజర్వేషన్ల (BC Reservations Telangana) అంశం మరోసారి రాజకీయ వేడిని పెంచుతోంది. బీసీ జేఏసీ కో-ఆర్డినేటర్, జాతీయ బీసీ సంక్షేమ సంఘం ఉపాధ్యక్షుడు గుజ్జ సత్యం కీలక డిమాండ్లు చేస్తూ కాంగ్రెస్ ప్రభుత్వం, కేంద్ర ప్రభుత్వాలపై తీవ్ర విమర్శలు చేశారు.
బీసీలకు న్యాయం చేయాలంటే పార్లమెంట్లో కాంగ్రెస్ పార్టీ తక్షణమే ప్రైవేట్ బిల్లు ప్రవేశపెట్టాలని గుజ్జ సత్యం స్పష్టం చేశారు. ఈ శీతాకాల పార్లమెంట్ సమావేశాల్లో బీసీ రిజర్వేషన్ల బిల్లుపై చర్చ జరగకపోతే దేశవ్యాప్తంగా ఉద్యమాలు ఉధృతం చేస్తామని, అవసరమైతే పార్లమెంట్ సభ్యుల ఇళ్లను ముట్టడిస్తామని హెచ్చరించారు.
రాష్ట్ర ప్రభుత్వంపై కూడా ఆయన తీవ్ర అసంతృప్తి వ్యక్తం చేశారు. ప్రభుత్వానికి నిజమైన చిత్తశుద్ధి ఉంటే వెంటనే అఖిలపక్ష నేతలను ఢిల్లీకి తీసుకెళ్లి ప్రధానమంత్రి నరేంద్ర మోదీని కలిసి బీసీ రిజర్వేషన్లపై స్పష్టమైన నిర్ణయం తీసుకోవాలని కోరాలని సూచించారు.
జీఓ నెం.46 విషయంలో ప్రభుత్వం నిర్లక్ష్యం ప్రదర్శిస్తోందని గుజ్జ సత్యం మండిపడ్డారు. బీసీ కమిషన్ సిఫారసులు ఉన్నప్పటికీ ఆ జీఓను సవరించకపోవడం వల్ల స్థానిక సంస్థల ఎన్నికల్లో బీసీలకు తీవ్రమైన అన్యాయం జరిగిందని పేర్కొన్నారు. అనేక జిల్లాలు, మండలాలు, గ్రామాల్లో బీసీలకు ఒక్క సర్పంచ్ లేదా వార్డు సభ్యుని స్థానమూ దక్కని పరిస్థితులు నెలకొన్నాయని ఆరోపించారు.
ఇక జీఓ నెం.9పై ఇప్పటికే స్టే కొనసాగుతున్న నేపథ్యంలో మరో జీఓ (జీఓ.46) ఎలా జారీ చేస్తారని ప్రశ్నించిన ఆయన, ఇది పూర్తిగా చట్ట విరుద్ధమని అభిప్రాయపడ్డారు. వెంటనే జీఓ.46ను రద్దు చేసి, బీసీలకు 42 శాతం రిజర్వేషన్లతో స్థానిక సంస్థల ఎన్నికలు నిర్వహించాలని డిమాండ్ చేశారు.
ప్రజలకు ఇచ్చిన హామీలను అమలు చేయలేని ప్రభుత్వం ప్రజా ప్రభుత్వం ఎలా అవుతుందో చెప్పాలని ప్రశ్నించిన గుజ్జ సత్యం, బీసీల ఆత్మగౌరవాన్ని దెబ్బతీసే చర్యలు కొనసాగితే ప్రభుత్వం తీవ్ర ప్రజా వ్యతిరేకతను ఎదుర్కోవాల్సి వస్తుందని హెచ్చరించారు.
అదేవిధంగా, రిజర్వేషన్లను తగ్గిస్తూ బీసీలను మోసం చేస్తున్న తెలంగాణ కాంగ్రెస్ ప్రభుత్వం దేశానికి ఆదర్శంగా నిలుస్తుందని చెప్పుకోవడం సిగ్గుచేటని విమర్శించారు. బీసీల హక్కుల కోసం అవసరమైతే రాష్ట్రవ్యాప్తంగా భారీ ఉద్యమాలకు సిద్ధమని ఆయన స్పష్టం చేశారు.

BC JAC Coordinator and National BC Welfare Association Vice President Gujja Sathyam launched a strong attack on both the state Congress government and the central government, raising serious concerns over the implementation of BC reservations.
BC Reservations Telangana: Demand for Private Bill in Parliament
Gujja Sathyam demanded that the Congress party immediately introduce a private bill in Parliament to ensure justice for Backward Classes (BCs). He warned that if the BC reservation bill is not discussed during the winter Parliament sessions, large-scale protests will erupt across the country.
He further cautioned that BC organizations may even lay siege to the residences of Members of Parliament if their demands are ignored.
BC Reservations Telangana: Call to Meet PM Narendra Modi
Expressing dissatisfaction with the Telangana government, Sathyam said that if the state government is sincere, it should lead an all-party delegation to Delhi and meet Prime Minister Narendra Modi to seek a clear resolution on BC reservations.
BC Reservations Telangana: GO 46 Controversy
Sathyam strongly criticized the government over GO No. 46, stating that despite recommendations from the BC Commission, the government has failed to amend it.
He alleged that due to GO 46, BCs have suffered serious injustice in local body elections, with several districts, mandals, and villages not allocating even a single Sarpanch or ward member seat to BC candidates.
BC Reservations Telangana: Questions on GO 9 and GO 46
Raising legal concerns, Sathyam questioned how the government could issue GO 46 when a stay is already in force on GO 9. He termed the move unconstitutional and demanded immediate withdrawal of GO 46.
He also reiterated the demand to conduct local body elections with 42% BC reservations.
BC Reservations Telangana: Political Warning
Sathyam questioned the credibility of a government that fails to fulfill its promises. He warned that any attempt to undermine the self-respect of BC communities will lead to strong public backlash.
He further criticized the Telangana Congress government, stating that reducing BC reservations while claiming to be a role model for the nation is shameful.
Sathyam concluded by asserting that BC communities are ready to launch statewide mass protests to protect their rights if necessary.
